Selectmen unanimously authorized Selectman Needham to proceed with a vendor quote for sealing pavement cracks on White Pond Road; Needham will schedule the work. Selectmen also unanimously approved a Fall Fest Community Day proposal from resident Stephaine Houle for October 17, 2026. Regarding cemeteries, the Board instructed Gentry Rose to tell the Trustees to speak with other towns about letting Windsor residents purchase plots elsewhere and to draft an investment policy. PFAS testing for the Brooks Property is scheduled for August 18-19, 2026. Master Plan updates were added to the September 1, 2026 agenda with the Planning Board Chair. Fire Warden and Deputy Fire Warden applications will be reviewed by Selectman Boyer. The Board will review vendors for a wetlands sign on White Pond Road Extension and will discuss the HB113 OHRV endpoint at Miller Road at the next meeting.

On August 4, 2026, the Windsor Selectboard held a public hearing regarding OHRV use. Selectboard member Gerald Needham moved to authorize the OHRV connector route on state roads, specifically Windsor Road and Black Pond Road. The motion, seconded by Darlene Cuddy, passed unanimously. The board authorized submission of this approval to the NH Department of Transportation, Bureau of Trails, and Department of Safety.
Regarding town roads, the board voted to approve OHRV use on Class V and VI roads: Bagley Pond Road, Campbells Gore, Dodge Hill Road, Hannah Curtis Road, Liberty Farm Road, Loverns Mill Road, Miller Road, North Star Road, White Pond Road, White Pond Extension, and Windsor Mountain Road. Needham moved approval, seconded by Rene Boyer. The motion passed, though Cuddy opposed retaining Dodge Hill Road due to pavement condition. The board decided to maintain the standard 20 mph speed limit and agreed to post signage warning riders not to cross wetlands on White Pond Extension.

The Board approved minutes from July 7, July 14, July 17, and July 21, 2026, with Chair Cuddy abstaining from the July 14 and July 21 votes. They also approved an Intent to Cut for Map 9, Lots 5 and 6. During the Trustees of the Trust Funds discussion, topics included cemetery options for residents and allocating trust proceeds for maintaining Chapman Cemetery. Assessing revaluation calculated an 81% overall town value increase, with property owner letters mailing the week of August 10th. For election preparation, ropes will be purchased to manage voter lines.Regarding White Pond Road, Selectman Needham will obtain quotes from other vendors to fix pavement cracks. The meeting adjourned at 6:30 p.m.

The Selectmen unanimously approved two Intents to Cut: one for Hall on Map 2, Lots 53-1 and 53-2, and another for Bagley Pond Corp on Map 4, Lots 4 and 6. The board determined a separate agreement wasn't required for logging road protection per RSA 231:21-a,ii and RSA 231:11. Representative Riche Colcombe provided a draft roll call form for the upcoming HB113 OHRV public hearing. Ms. Rose stated SWRPC is proceeding with PFAS testing on the Brooks Property at no cost to the town. The board conducted ongoing business including correspondence, 2026 project planning, and check signing. Selectman Needham moved to adjourn at 5:50 p.m., a motion seconded and passed without dissent. Minutes were later approved on August 4, 2026.

The Selectmen discussed the Intent to Cut request from Bagley Pond Corporation regarding a $50,000 bond for protecting the Class VI Miller Road. After reviewing comments from the Town’s attorney, the Board unanimously approved the Intent, contingent upon the execution of an agreement with the Town’s final edits. Selectman Needham moved to adjourn the meeting at 1:15 p.m., which passed with no dissenting votes. Gentry Rose was instructed to send the final agreement terms to the owner and the logger.
