Selectmen Meeting Minutes
Selectmen unanimously authorized Selectman Needham to proceed with a vendor quote for sealing pavement cracks on White Pond Road; Needham will schedule the work. Selectmen also unanimously approved a Fall Fest Community Day proposal from resident Stephaine Houle for October 17, 2026. Regarding cemeteries, the Board instructed Gentry Rose to tell the Trustees to speak with other towns about letting Windsor residents purchase plots elsewhere and to draft an investment policy. PFAS testing for the Brooks Property is scheduled for August 18-19, 2026. Master Plan updates were added to the September 1, 2026 agenda with the Planning Board Chair. Fire Warden and Deputy Fire Warden applications will be reviewed by Selectman Boyer. The Board will review vendors for a wetlands sign on White Pond Road Extension and will discuss the HB113 OHRV endpoint at Miller Road at the next meeting. Chair, Darlene Cuddy called the meeting to order at 5:00 p.m. Other Board Selectmen present were Gerald Needham, Selectman and Rene Boyer, Selectman. Gentry Rose was also present. 2. Board Discussion a. Trustees of the Trust Funds i. Town Cemetery – A discussion ensued on the existing Town cemeteries and potentially establishing a new town cemetery, as a follow-up from the last Selectman Meeting, and that the cost to the town would likely be high. The Selectmen asked Ms. Rose to let the Trustees know to speak with other towns about potentially agreeing to let our residents purchase plots in those cemeteries as an alternative. ii. Investment Policy – The Selectmen asked Ms. Rose to ask the Trustees to put forth a draft investment policy for review and approval. b. Fischer – The Selectmen reviewed the recent correspondence from the Town’s attorneys. c. Brooks Property – The Selectmen reviewed the most recent correspondence regarding PFAS testing and petroleum draft contract. PFAS testing is scheduled for 8/18/2026-8/19/2026. d. Master Plan – A discussion ensued on updating the Town’s Master Plan, and information received from Southwest Region Planning Commission regarding assistance they can be hired to provide. The Selectmen asked that this be added to the agenda with the Chair of the Planning Board for the 9/1/26 meeting, with a goal that the Planning Board meet as a group in their September meeting. e. White Pond Road paving issue – Selectman Needham presented a quote he had received from a vendor for sealing the pavement cracks. A discussion ensued. Selectman Needham made a motion to move forward with the vendor. Chair Cuddy seconded the motion. The motion passed unanimously. Selectman Needham will follow-up with the vendor and have the work scheduled. f. Personnel – Fire Wardens – A discussion ensued on several items related to the fire wardens. Selectman Boyer is going to check on Fire Warden and Deputy Fire Warden applications that were sent in several weeks ago. g. OHRV – i. Wetlands - A discussion ensued regarding posting a sign on White Pond Road Extension. The Selectmen will review vendors and determine what should be included on a sign. ii. HB113 End Point at Miller Road – Chair Cuddy raised that as HB113 was written and passed, it legalized OHRV on Black Pond Road to Miller Road, but this does not include the portion of Black Pond Road from Miller Road to the Town Pound, Town Cemetery or Town Pond. A discussion ensued and follow-up at next meeting. h. Legislative Update – Ms. Rose presented several new bills that have been signed. A discussion ensued. i. Ongoing business. The ongoing business of the Town was conducted including reviewing mail and email correspondence, discussing 2026 projects and priorities and signing check requests and checks as needed. 3. Public Session – Stephaine Houle, resident. Ms. Houle presented a suggestion and plan for a Fall Fest Community Day on October 17, 2026. A discussion ensued on this being a low-cost way to bring the town together. The Selectmen unanimously approved moving forward with the proposal. 4. Non-Public Session, not needed 5.
