Call Meeting To Order.
Darlene Cuddy called meeting to order at 6:38pm, regarding Off-Highway Recreational
Vehicle (OHRV) use on state, and town roads.
State Roads Portion.
Selectboard Gerald Needham proposed the OHRV connector route utilizing state roads of
Windsor Road and Black Pond Road, Per HBI 13 (soon to be RSA 215-A:IO, IV, (e) (effective
August 3, 2026.))
Open for public comments and concerns.
Speaking in favor- Duane Kruder, Rickey Labink, Zack Plummer, Holly Mecheski, Debra
Williams, Stephen Kane, Nancy Plummer
Speaking in opposition- Claire Pouliot
Some concerns arose such as enforcement of the rules/laws, signage, responsibility of
road maintenance, and safety. It was noted that state rules such as speed limits and
daylight operating hours would be in place. Riche Colcombe previously spoke to Hillsboro

Police Chief about any accidents, or calls to Windsor,etc. Ms. Colcombe mentioned the
Chief said Windsor resident have been responsible and that he also agreed that it was safe
and appropriate to open roads for OHRV use. Riche Colcombe informed the selectboard
of available grants, and the Henniker OH RV Club to help with signage.
Frank Linnenbringer from State DOT spoke; The DOT will support the town of Windsor if the
proposal is approved. Linnenbringer also noted Windsor was the only town outside of Coos
County and Grafton County to be allowed to have OHRV use of state roads. Riche
Colcombe stated Henniker has one route that is allowed also. For the state road approval
is needed by the Department of Transportation and the Department of Safety for post
signage.
Selectboard Darlene Cuddy closed the public speaking portion at 7:10 pm, Discussion
ensued by all three selectboard members. Selectboard member Gerald Needham made
the motion- "l move that, that the selectboard approves the proposed OHRV connector
route utilizing Windsor Road and Black Pond Road as presented, and authorizes the
submission of this approval to the New Hampshire Department of Transportation, the New
Hampshire Bureau of Trails, and the New Hampshire Department of Safety for their
consideration and any further approvals required by law." The motion was seconded by
Darlene Cuddy. The motion passed unanimously.
Town Roads Portion.
Selectboard member Gerald Needham proposed the approval of the OHRV connector
utilizing the Class V and Class VI Town of Windsor roads, as follows: Bagley Pond Road,
Campbells Gore, Dodge Hill Road, Hannah Curtis Road, Liberty Farm Road, Loverns Mill
Road, Miller Road, North Star Road, White Pond Road, White Pond Extension, and Windsor
Mountain Road.
Darlene Cuddy opened for public comment, also stating she believed the town roads had
been opened already, and realized when the state roads were brought to attention, they
were not. It was also brought to attention that there have been no accident issues in town
previously.
Speaking in favor of
- Zack Plummer, Holly Mecheski, Debra Williams, Stephen Kane, and
Nancy Plummer.
Speaking in opposition- Claire Pouliot, Rhonda Palmer, Irene Palmer, Ellen Blake and
Duane Kruder.

Concerns were brought up such as; road repair concerns, the town being liable for road
hazards, enforcement issues, and private roads being posted. Speed limit was asked to be
lowered from the standard 20 mph limit.
The Selectboard made the decision to maintain the limit at the standard threshold, with
the reservation of authority to revisit, lower, modify, or revoke this decision at any time,
without the requirement of a public hearing.
Darlene Cuddy mentioned the town does not maintain Class 6 Roads. She will also be
inquiring if private roads can be posted (NHMA).
Rhonda Roy and Irene Palmer claimed not to be against opening town roads but asked to
have some more safety and planning in place. There were concerns ofjeeps, dirtbikes, etc.
on White Pond Road Extension already, seemingly cutting through the swamp/wet land
area.
State Representative Riche Colcombe informed this motion allows the road to be open as
far as the road is on the map.
The selectboard referred to the map to assess how far the road continues, verifying it goes
to the town of Washington border. It was agreed that there should be signs posted on
either side of the swamp alerting riders not to cross the wet land area.
Ellen Blake asked to have Dodge Hill removed from the list of town roads allowing OHRV
use as the pavement is in poor condition, and the homeowners on the road are responsible
for the repairs. Sonia B and Husband agreed stating Dodge Hill has no exit or connector
trail. Chair Cuddy voiced it could be residents having the ability to ride to visit someone on
the road, With Riche mentioning it is cheaper to operate an OHRV and having a less eco
footprint than other vehicles.
Darlene Cuddy closed the public comment period at 7:46. Discussion ensued by all three
selectboard members. All board members agreed with signage on White Pond Extension.
A discussion on keeping Dodge Hill Road on the list ensued. Board Members Gerald
Needham and Rene Boyer voted to keep Dodge Hill on the list for OHRV use, while chair
board member Cuddy opposed.
Selectboard member Gerald Needham made a motion to pass the proposed OHRV
connector using Town Roads, selectboard member Rene Boyer seconded the motion. The
motion for the approval of the OHRV connector utilizing the Class V and Class VI Town of
Windsor roads (Bagley Pond Road, Campbells Gore, Dodge Hill Road, Hannah Curtis Road,

Liberty Farm Road, Loverns Mill Road, Miller Road, North Star Road, White Pond Road,
White Pond Extension, and Windsor Mountain Road) was passed unanimously (apart from
Cuddy being opposed to Dodge Hill Road).

Motion made by Darlene Cuddy to close meeting; Rene Boyer seconded the motion.
