The Randolph Selectmen approved minutes and vouchers. Regarding a Pasture Path building permit, the board maintained approval is contingent on recording a waiver of liability at the Registry of Deeds per NH RSA 674:41, despite resident appeals for a waiver. A decision on this matter will be made within seven days.
Appointments included Paul Jadis as Selectmen Representative to the Planning Board with John Turner as Alternate, and Paul Rosenthal as Selectmen Representative to the Forest Commission. The Board approved joining Clean Energy at a yearly cost of $300.
Paul Jadis will contact Ecodrive about a new truck and meet with Pratti Mechanical Wednesday regarding the Town Hall Generator. The Board will investigate the proposed 50% increase in contracted mowing costs and the impact of adding mowing duties to the Road Agent's workload. Linda Dupont processed miscellaneous items including solar credit applications and tax-exempt property reviews.

The Selectmen approved minutes and signed vouchers. Paul Kenison presented new truck estimates from Ecodrive Auto Mile for Paul Jadis. Tyler Rich submitted 2026 mowing estimates showing a 50% increase. The board set this aside for discussion pending a full board or potential bidding.
John Turner moved to approve the Weatherly Building Permit, contingent on a Waiver of Liability filed with the Coos County Registry of Deeds. Paul Rosenthal seconded; all agreed. Linda Dupont will write to John Weatherly detailing the request.

Regarding Raycrest Drive encroachment and water issues, the board decided not to change the road pitch.
Paul Kenison expects grading and gravel addition on Puggy Huddle and Raycrest Drive once road bans are lifted. Paul Rosenthal will contact Michele Cormier regarding town hall sign posts and steps. A workshop to review 2026 Strategic Goals is scheduled for April 20th at 6 pm.

Paul Jadis moved and Paul Rosenthal seconded to appoint June Hammond Rowan as Randolph representative at North Country Council TAC meetings. The board agreed. June Hammond Rowan will compile cost specifications for a smart TV with Wi-Fi, camera, and microphone for small meeting room IT access to present at the April 27th meeting. The board discussed selling the 2010 International truck and buying a 1- or 1.5-ton replacement. Paul Kenison secured three contractor bids to dig test holes to address water issues on Boothman Lane. Paul Rosenthal will contact Randy Fortin to correct town hall generator fuel line hookups after incorrect specs were supplied to installers. The board deferred a purchasing policy review to the April 27th meeting. They suggested asking Chief Dana Horne to serve as Emergency Operations Manager. The meeting adjourned at 7:55 p.m.

Regarding Japanese Knotweed, Gary Newfield informed the board that mowing while blooming spreads nodules; the invasive species mainly spreads by roots. The Conservation Commission plans to address the issue in 2026 and will notify affected property owners. Paul Kenison reported no sightings at the Valley Road Landfill but noted a patch on Randolph Hill Road near the Beringer property. Selectman Paul A. Jadis signed a Renewable Energy Agreement from Knollwood Energy to acquire Renewable Energy Credits from unused solar energy production. The board acknowledged a letter from Redza Dempster of the USDA selecting the Snyder Brook Scenic Area for inclusion in the Old-Growth Forest Network. The meeting adjourned at 6:33 pm.
