MINUTES OF MEETING  
April 13, 2026

The meeting was called to order at 6:03 pm  
 
Minutes were approved and vouchers signed. 
 
 
Paul Kenison presented the board with estimates on a new truck from Ecodrive Auto Mile (for-
mally Berlin City Auto).  This will be set aside for Paul Jadis. 
 
Tyler Rich the towns mower sent 2026 estimates for the year.  The estimates represented a 50% 
increase over last year.  The board set the estimate aside for discussion for when a full board is 
present and possibly placing this out for bid. 
 
The board reviewed the Weatherly Building Permit. Having no road frontage and the only access 
to the property is a fifty foot long right of way, the Planning Board approved the sub-division of 
the property in September 2024 with a contingent, if they were to build a Waiver of Liability 
would need to be written and recorded at the registry of deeds as per NH RSA 674:41. The Legal 
Advisors of New Hampshire Municipal Association recommended the town request a Waiver of 
Liability.  The Board of Adjustment approved the Building Permit and did not address the need 
of filing a waiver of Liability.  John Turner moved to approved the Building Permit once a 
“Waiver of Liability has been filed with the Coos County Registry of Deeds”.  Paul Rosenthal 
seconded.  All agreed. 
Linda Dupont was instructed to write a letter to John Weatherly detailing the board’s request. 
 
John Turner moved to approve the request from the Forest Commission appointing Mark Kelly 
to another 3-year term on the Randolph Forest Commission.  Paul Rosenthal seconded.  All 
agreed. 
 
Mr. Lablanc on Raycrest Drive approached Paul Rosenthal regarding activity on Raycrest Drive 
encroaching into his property.  Paul Kenison stated he was approached by Rick Fourner of 
Raycrest Drive to address a water issue flowing into his driveway.  Possibly changing the pitch 
of Raycrest Drive in that area. Selectmen Rosenthal asked what has changed to bring this issue to 
the board.  Paul Kenison stated there has been no change.  The issue cannot be corrected without 
causing another issue with a neighbor.  The board will not change the pitch of Raycrest Drive.

Paul Kenison stated he expects the grader to be schedules as soon as the Road Bans are lifted.  
Most of Puggy huddle and Raycrest Drive will be graded and gravel added. 
 
In reviewing incomplete tasks from 2025, Paul Rosenthal will reach out to Michele Cormier for 
information on the sign posts and granite step in front of the town hall. 
 
A Workshop will be schedule for board members to review the 2026 Strategic Goals and Plans.  
This will be posted for April 20th at 6 pm at the Town Hall.
