The Randolph Selectmen approved minutes and vouchers. Regarding a Pasture Path building permit, the board maintained approval is contingent on recording a waiver of liability at the Registry of Deeds per NH RSA 674:41, despite resident appeals for a waiver. A decision on this matter will be made within seven days. Appointments included Paul Jadis as Selectmen Representative to the Planning Board with John Turner as Alternate, and Paul Rosenthal as Selectmen Representative to the Forest Commission. The Board approved joining Clean Energy at a yearly cost of $300. Paul Jadis will contact Ecodrive about a new truck and meet with Pratti Mechanical Wednesday regarding the Town Hall Generator. The Board will investigate the proposed 50% increase in contracted mowing costs and the impact of adding mowing duties to the Road Agent's workload. Town of Randolph OFFICE OF THE SELECTMEN MINUTES OF MEETING April 27, 2026 Members Present: John Turner, Paul Rosenthal, Paul Jadis Guests: John Weatherly, Jeremiah Hawkins, Eileen Witte, Howie Wemyss, Ray Aube, Bill Demers, Paul Kenison, Linda Dupont The meeting was called to order at 6:00 pm Minutes were approved and vouchers signed. John Weatherly, Jeremiah Hawkins & Elieen Witte came before the board requesting the Board of Selectmen wave the needed Waiver of Liability to the town regarding his building permit at the end of Pasture Path. Jeremiah Hawkins read a letter requesting the board to reconsider the denial of the Building Permit. Jeremiah was corrected that the permit was not denied. It was approved with the con- tingent that the Waiver of Liability be recorded at the Registry of Deeds as noted in NH RSA 674:41. Paul Rosenthal stated this is a NH RSA documented by the Planning Board, when they approved the sub-division of this property in September 2024, and the Town reached out to the New Hampshire Municipal Association Legal Division with the same results. Jeremiah Hawkins argued the NH RSA does not apply here. Paul Jadis explained the board based their decision on information given by the boards. John Weatherly explained Jack Boothman’s intentions for Pasture Path, that where not followed through. Paul Rosenthal requested Mr. Weatherly show documentation of any hardship of receiving in- surance for the property. He had none. Jeremiah Hawkins explained the hardship may not arise until the resale of the property. Paul Rosenthal restated, the Building Permit has been approved with the contingent of recording the waiver at the Coos Registry of Deeds. The board will take the information brought to this meeting under advisement and make a deci- sion within seven days. John Turner moved to assign: • Paul Jadis as Selectmen Representative to the Planning Board with John Turner as Alter- nate. • Paul Rosenthal as Selectmen Representative to the Forest Commission. Paul Rosenthal seconded. All agreed. Approved Howie Weymss questioned seeing grit in the water in the men’s room and asked if anyone fol- lowed up on it. Linda stated that she spoke to Bill Arnold about it. He also asked on the progression of Durand Road re-construction. The board stated this has been discussed at their workshops for the Board of Selectmen Strategic 1– 3 -5-year Plan. Howie again requested the town join as a member of the Clean Energy at $300 yearly. Paul Jad- is moved to approve joining Clean Energy. Paul Rosenthal seconded. All agreed. Ray Aube spoke to the board about the town taking over the mowing in the town. Hearing the contracted mower submitted a 50% estimated increase for the 2026 season, he suggested adding this duty to the Road Agent and purchasing additional equipment including trailer. Paul Kenison is consistently cleaning up from the heavy winds of the winter, and picking up de- bris, brush and limbs within the right of way. Paul Rosenthal referred to the Selectboard’s 5-year plan requesting Paul Kenison document any needed road concerns/repairs, placing priorities on the areas of concern. Paul Jadis noted he has received bids for the town garage doors and rough open and a finished product. Paul Kenison stated he has not pursued pricing on a new truck. He asked if the Board of Selectmen wants to move forward with Ecodrive. Paul Jadis will take the lead and con- tact Ecodrive. Paul Jadis stated that he has reached out to Pratti Mechanical regarding the Town Hall Generator. He will meet with them Wednesday. Linda Dupont went through miscellaneous items for the Selectboard’s signature. Two solar credit applications, review of the Tax-exempt properties in town from Non-Profits and Churches. The Board of Selectmen need to look into the mowing costs increase and the impact of additional duties to Paul Kenison. The board adjourned at 7:50.
