The meeting was called to order at 6:00 pm  
 
Minutes were approved and vouchers signed. 
 
 
Josh Sjostrom from the Forest Service updated the board on a projected timber cut to begin in 
2028. Although it is just in the planning stage, the project cut will cover about 1450 acres of veg-
etation, 1200 acres for whole tree harvest, provide maintenance on Forest Road and chop and 
drop about 200 trees.  The area will cover Randolph, Jefferson, and Low and Burbank’s Grant. 
Public meetings are planned at the Androscoggin Ranger District in the upcoming years.  Notices 
will be sent out. 
 
June Hammon Rowan addressed the board on the NHDOT Transportation Improvement Plan as 
discussed at the recent TAC meeting held at North Country Council.  June drafted a letter for the 
board to send to Senator David Rochefort requesting him to address this important issue for resi-
dents turning into Raycrest Drive and Randolph Hill Road. 
 
Paul Jadis moved to appointment June Hammond Rowan as Randolph representative at North 
Country Council TAC meetings.  Paul Rosenthal seconded.  All agreed. 
 
June also addressed a letter sent to the board encouraging the board to investigate hiring a Code 
Enforcement Officer for Randolph. They discussed the cost of the position and the possibility of 
charging fees for Building Permits. 
 
June also discussed adding IT to the small meeting room for better access to ZOOM meetings.  
The purpose is to purchase a smart tv, with wi-fi capability, camera and microphone.  This will 
save money by using ZOOM to connect with Contractors, benefit the Forest Commission, the 
Planning Board and Conservation Commission in trainings and cut down costs of invited speak-
ers.  June Hammond Rowan will put specs together with costs and come to the April 27th board 
meeting. 
 
The board discussed replacement trucks with Paul Kenison.  The possibility of selling the 2010 
International and looking for a 1- or 1-5-ton replacement.  Paul Kenison also informed the board

that he has spoken to three contractors to submit bids to address the water issues at the end of 
Boothman Lane. The bids would include digging two test holes. 
 
Paul Jadis reviewed the issues with the town hall generator. He has contacted the manufacturer to 
get the specs of the hookups needed.  Both of the contractors who were hired to install the fuel 
lines were not provided with the correct specs and this needs to be addressed.  Paul Rosenthal 
will be contacting Randy Fortin to see if this can be corrected. 
 
Paul Rosenthal reviewed the purchasing policy and brought it up to date.  Bill Demers and Paul 
Jadis noted interesting points, however, Paul Jadis suggested to review it at the April 27th meet-
ing when John Turner would be able to attend.   
 
Paul Rosenthal also asked if the board had any mission goals for the Board of Selectmen to ac-
complish in 2026. 
 
It was suggested to reach out to Chief Dana Horne to take on the roll as Randolph Emergency 
Operations Manager. 
 
A resident approached Paul Rosenthal as a new selectman inquiring about the access road to 
Raycrest Drive.  The cracking of the pavement on either side has become worse and the crest of 
the road is getting steeper.  It was suggested to address this with John Turner when he returns at 
the next meeting.
