The Selectmen scheduled the 2023 Budget Hearing for February 6, 2023, at 6:00 PM at the Crapo Building. Jennifer will contact Franconia to coordinate the Tri Town meeting for Transfer Station and Recreation budgets. A warrant article will be added for the 2023 town meeting regarding a contribution to the Franconia Food Bank.
The board received three state checks: $57,245.39 for Rooms and Meals tax, a one-time payment of $23,213.65 for bridge repair, and $3,487.08 to offset retirement fund costs. The bridge funds will be returned to the bridge capital reserve fund via a warrant article. The board also noted a credit from Tri Town billing for the transfer station ski steer, requiring a warrant article to return funds to the capital reserve fund.
The Master Plan cost, not exceeding $17,310.00, will be split over two years with contribution from the Conservation Commission. The North Country Chamber Players' request to use the Meetinghouse was denied. MR. BIELEFIELD moved to approve the December 19, 2022 minutes; the motion passed unanimously. A bid for Meetinghouse and steeple repair was received from Robert Morgan & Associates. The town received a one-time state payment of $23,213.65 for bridge maintenance. The Willing Workers were approved to use the Crapo Building on the 2nd and 4th Thursdays from 9:30 am to 1:00 pm. MR. BIELEFIELD motioned to approve minutes from December 12, 2022; seconded by MR. ELLMS, the motion passed unanimously.

The Selectmen approved a welfare request and signed a driveway permit for Clark & Maureen Houx on Hadley Road. Regarding technology, the town will add two new firewalls, with the highway and police departments scheduled for new computers. The Broadband Committee received bids from Charter Communications and Consolidated Communications to review on December 28, 2022, at 5:00pm. The 2023 Budget Hearing was scheduled for February 6, 2023, at 6:00pm at the Crapo Building. Mr. Bielefield moved to approve the December 5, 2022 minutes; seconded by Mr. Ellms, the motion passed unanimously. The board entered nonpublic session to discuss personnel and reputation matters under RSA 91-A:3, II. All three members—Ellms, Connors, and Bielefield—voted in favor. The nonpublic minutes were sealed by a unanimous vote. The meeting adjourned at 6:30 PM, with the next meeting set for December 19, 2022.

Selectmen approved paying Firefighter Dan Kenerson three days of wages since workers' compensation excludes the initial period. Regarding highway business, the board authorized Road Agent Doug Glover to negotiate purchasing a used 2011 backhoe with 1500 hours to replace the 2000 model. Glover noted Blake Road damage from a vehicle off-road. Building permits were issued with conditions for Olerio and Richards for a new home on Route 18, and for Houx for a new home on Hadley Road. Town Engineer Red McCarthy submitted a revised easement map for the Hughes property to the Society for the Protection of NH Forests and a Crane Hill project update. Margo Connors will follow up with Casella to arrange a meeting with Tri Towns representatives regarding trash disposal. The next meeting is December 12, 2022.

The Selectmen approved a $50 application fee for all building permits effective January 1, 2023. MARGO CONNORS will collaborate with Franconia Selectman Eric Meth regarding rising Casella costs and the potential use of Mt. Carberry. The Board signed the 2023 COHOS Advisors agreement for audit compilation and the 2023 Healthtrust Agreement. A Board of Adjustment continuation hearing for Clifford Hughes' special exception application is scheduled for December 20, 2022. The Community Power Committee, seeking additional volunteers, plans a January meeting to address a public mailing and hearing. The board entered nonpublic session under RSA 91-A:3, II regarding employee hiring and reputation matters; minutes of that session were sealed. Minutes from November 21, 2022, were approved unanimously. The next regular meeting is December 5, 2022, at 5:00 pm.
