Commissioners approved Alternates four and five for water replacement at $15,780 and $162,256, totalling $178,036. With only $62,640 remaining from state loans, the shortfall of $115,400 will be funded from the Capital Improvement Capital Reserve, which has a balance of $170,000. The vote passed unanimously.
The commission authorized securing approximately $64,590 for a new department vehicle to replace an existing van.
Regarding paving Lower Main Street, commissioners suggested postponing contractor work and instead collaborating with highway department crews next spring, potentially sharing costs via a warrant article. Currently, there is $105,000 available for paving.
Next steps include a construction meeting scheduled for tomorrow at 1:00-2:00 PM. The next regular meeting is set for August 27th. The commission also acknowledged a legal letter regarding properties on Job's Creek Road.

SPEAKER_6 opened the meeting. Minutes from June were accepted by unanimous voice vote. SPEAKER_10 reported a total balance of approximately $357,000 across accounts. SPEAKER_1 will invoice next month, separating costs for Wendemarsh and Dewey Woods per the warrant article. The Wendemarsh trail is cleared and ready; SPEAKER_1 will address power line crossing vegetation. SPEAKER_6 directed Allison to inventory existing trail signs; SPEAKER_1 will order color-coded markers matching Allison's map for all town trails. Tim O'Neill is scheduled for late July to work on the Garnet Hill entrance. The Commission determined trees near the Stoneville Trail are safe; SPEAKER_1 will email the neighbor formally declining their removal. Barbara's Loop trail is on track for a Halloween opening. SPEAKER_3 approved facility use for Amanda Hewock's birthday party on Dewey Field on the 29th, fireworks barge loading at Dewey Beach on July 5th (7 a.m. to 9 a.m.), and the Friends of Abbott Library's pancake breakfast on July 4th. The Selectboard delayed a vote on a path request from the Sunapee Farmers Market to the Woodbine Cottage site pending clarification. The board participated in a strategic planning session led by Courtney Dickinson to define FY2027 priorities and a draft mission statement: "Foster growth in our community for an active harbor and more affordable housing options while protecting our rural character, maintaining fiscal discipline, supporting essential town services, and with limited regulation." They identified budgeting, housing (including zoning for high-density/55-plus units), infrastructure, and development as key topics. A follow-up session is scheduled for next Thursday.

The Sunapee Water and Sewer Commission approved the May 28th meeting minutes and several financial documents: the June 18th and June 19-25th sewer purchase journals, the May 29-June 2nd water purchase journal, and the sewer and water income statements ending May 31st. All votes were unanimous.
A billing error adjustment for Thomas Richard Tuttweiler was approved. An abatement request for 76 Lower Main Street was discussed but tabled until December, as the property is occupied and the non-use period was insufficient.
Regarding commercial assessment impact fees, the Commission noted that 31 River Road (Hockson Mystic) potentially owes approximately $12,000 for the attachment/impact fee due to increased seating capacity, but no formal action was taken pending further review.
The Commission renewed its CDARS accounts for six months at 3.49% interest. The next meeting is scheduled for July 30th. A resignation announcement signaled an upcoming vacancy on the Commission.
