is water and sewer department tractor
purchase.
>> So, uh Andrew's on vacation for another
week, so he did a write up for me to
read. Uh lease purchase for the new John
Deere tractor. The water and sewer
department is requesting a replacement
of its 2009
loaded tractor, which has served the
department and others for 17 years. The
tractor is used for mowing, snow
removal, around hydrants, beach raking,
and other necessary work. In the past 5
years, nearly $5,000 has been spent on
parts and outside service in addition to
in addition to labor savings
from town staff. Uh further repairs are
likely and could exceed the tractor's
current value. In 2026, the department
expects savings from a purchase made at
a s significant lower cost through an
outside vendor. I would like to apply
these savings towards the lease purchase
of the tractor that was originally
planned for the 2027 budget. This
approach would use valuable savings in
the 26 aortion budget and reduce the
budget impact in 2027.

is $8,300.
So, the grand total

and it's one payment annually for

um we had worked Craig had worked on
this deal and um we had a very short
time to take advantage of
this deal because we're getting the deal
was going to expire. The price was going
to go up. So, I reached out to Andy to
pull the board to see we had the we have
the money in CRF monies. Um, pulled the
board and I thought it best to, you
know, bring it to the public that it was
approved is to replace a 200
I want to say I think it's a 2011 F350
that the body was falling off it and it

it's going to be it's going to be a
workhouse. So, the spreader, the sander
that goes in the back was already
rebuilt last last winter,

uh, front plow was only got a half a
season on it.
So, um, the other truck, the
550 had a catastrophic failure, which is
the other little workabe that goes
around and does like the transfer
station, everything. That had a
catastrophic fuel management failure,
which is going to cost over $10,000 to
fix, which exceeds the value of that
truck. So, timing was everything. this
buying this truck is going to carry the
load this winter
>> and we'll be looking to replace the
other truck in the next budget cycle.
So, uh it's currently out right now
getting upfitted. It's getting the head
I call it the headed rack, the back rack
on the back body, the lighting package
installed, the bed liner, the wiring
harnesses for the spreader and the front
plow.
But I thought it should be out open that
the board had approved it. So if you
want to call another vote for it just to
approve it in the public.

Craig assumed that I could approve the
original quote for $18,800

um that is above what the town manager
can approve. I'm I'm only good for up to
$15,000 and it has to go before the
board. Um,
ironically, the contractor showed up the
next Monday
with a full load of hot material ready
to put out rather than
having that go to waste. I said, "All
right, just do one day and then I'm
still going to bring this entire quote
before the board for approval." We do
crack sealing every year. It's and the
we do have the money for this. It's out
of the U
grant money that we get every year. The
um
remember it's the road. I know what you
mean.

So,

contractor cuz we kind of dropped the
ball on getting it approved, I approved
$4,700 for one day. So now I'm looking
for an approval for 14,100 just to keep

questioning if we if the town would
change how the campers uh, pay for their
sites. Um, currently it's
uh, what is it? 1,900
by Columbus Day. And then if you keep
your camper on the site, it's 200 bucks.
And if you're going to have a boat
there, it's 200 bucks. So it'll be
21,100 bucks and then your next payment
is due by date specific another 1,900
bucks

the season starts.

was is um
you know some of the campers there are
on a fixed income retirees and it's
they find it a little difficult to come
up with that much money by Columbus Day
and then the other date would the board

Columbus Day that kind of shows the
intent that they're coming back. If
they're going to leave the camper there,
it' be another 200. And then if they're
going to have the boat on the site, it'd
be another 200. So it' be 900.

do a payment of 1,650 in December and
then in February another 1,650. That
that makes the town whole for that site.

be accepted. Should a campsite be
relinquished voluntar voluntarily before
January 1st the total deposit will be
returned after January 1st half of the
deposit 950 will be considered
non-refundable

don't think that's an uncommon
expectation.

in a row. Um, so I'm proud to announce
that Alex Thompson, PDM member of the
the ambulance our ambulance crew has
attained his paramedics license.

DPW is finishing up with the prep work
for this summer's paving project.
Uh the contractor for the waterline
project on Winona has begun installing a
temporary service. If anybody's driven
out towards the uh campground,
we've already temporary service across.
>> Yeah. uh today and tomorrow, I think
Thursday, they're back in Plymouth and
then they'll be back up because they've
got to disinfect a line and then then
they can start hooking people up to the
temporary service. Um they're going to
have to do one road crossing, run a
twoinch line over to get the people
across the street.
>> How long be on temporary?
>> Oh, they they're going to be couple of
weeks. They'll be done with that project
pretty quick, I think. in the state
kitchen for them to get done too because
they've got to do the patches across the
road that they disturb. That's going to
get beat down in and ready for winter

>> It's the leaves are already fallen.
>> Uh and then lastly, the sewer treatment
project is pro progressing nicely. The
foundation
is in for that UV building that's going
to treat the outflow and everything. Um
once once that's all installed and all
the infrastructurees in it and it's
actually up and working, then they're
going to decommission the two do
um things in that area there. That's
where they currently treat the outflow.
Well, that'll be all decommissioned.

eventually? You know, I mean, they're
there. They're going to be removed
eventually or they'll dump

people have talked to is we can make
them a combo tennis courts pickle ball.

who play pickle ball and we get people
on them and if there people using them

right, the yellow house.
>> And several of our neighbors are really
disappointed that it's going to get
paved. The speeding is going to be
horrendous from the Deb's house down to
M corners. And Cory over has a full
working farm there with heavy duty
machinery that go over that road
constantly.
And there's a lot of construction going
on there. And there's a lot of 10 20
wheelers going up and down that street.
Um,
and it's also uh a scenic view road and
I've had plenty of people come as soon
as they hit the dirt road, they enjoy
the dirt road with the view to the
right, the full farm in the fall. They
got the view and they can go slow that,
you know, it's a 25 mph speed limit. And
the only people that do 25 mph, the
people that live in the road, it it's
like a shortcut. And it's a very
speeding road right now. Even the dirty
pot. And if it was paved, we're afraid
that it's even going to be worse.
And even people that just come and see
it and riding, if I'm gardening and they
stop and they we appreciate the, you
know, we like the view. There not many
dirt roads left in Ashlin that have a
view like this. And we're afraid that
the neighbors and myself are afraid that
this is going to take away from the
beauty of Ashlin. All right. One little
paved road. I don't know a third of a
mile. I don't know how long it it's
going to be. Okay. But we're kind of
disappointed that it's it's going to be
hard.
It's I've been here since I bought house
in ' 85 because I loved living on a dirt
road and a lot of other people felt the
same. And um I'm just upset that we're
going to lose a lot of beauty. All
right. And I I think people would
appreciate it more if it stayed the
same. Okay. And um uh that's the way I
feel and several of our neighbors that
live on our road world of dirt pot, they
feel the same, right? So I just wanted
to bring it up and let people know that
that's our feeling and we're just hoping
that you can make another decision and
maybe use that money someplace else.
Craig does a great job on the dirt road.
I mean Mark did a fantastic job and then
we had a little lull and Craig's been
doing a great job. Uh, we do have
potholes during mud season, but I mean
there's plenty of tar roads that have
potholes in them, too.

Right now, it's almost like it's paved.
It's so smooth.

have your potholes and stuff, but again,
it's just a a beautiful ride down there,

you see the chickens. Kids kids stop.
they just enjoy it, you know, and to
have another paved road just a short
distance.
I I think it's a waste and I just wanted
to put that forward to the board here
and maybe we could get some
reconsideration for that. Maybe use the
money someplace else that we could do.
All right. Um so I just again I just
wanted people to um hear me and several
of our neighbors feel the same way.
How how many neighbors how many houses
are on that stretch?
>> Um up until Moon is there's um
Deb. Okay. There's Deben. Okay. There's
Cory. Uh there's the um myself the
Gendrins and the A-frame right before
Morners.
>> Okay. Okay. And then you've got uh four
houses up on um
I can't even think of the right before
Mukon is the street that goes up there.
>> Yeah. L less than a dozen.
>> Yeah. There's like four houses up there.
Okay. And um Don Lulip just dug that up
that little road from Albert Road to
their bridge and put ledge pack down
there and it's like rock. Okay. But um
other people that live up further up the
hill. Okay, there's three houses right
there
and they're all keeping the road the
same. Of course, the the pavement would
stop at MU corners and from what I the
rest of the dirt road would continue
right down to 175.
>> All right. But we was concerned that it
would look terrible just that that paved
in a dirt road, a nice little town like
Ashlin, okay, that has some beauty in
it. And I we just think it would take
away from the beauty and all that.
>> Now, how many how many people are not
happy with this decision?
>> Um two, four, six, 8, 10, 12.
And that those are the only people I
>> Yeah, that's six families. Seven
families.

>> Okay. And they all agree they enjoy the
way it is now.
>> Okay. We put up with the potholes in mud
season. It actually makes you go slower.
Okay. The speed on uh it it's just
terrible. It's just terrible. And we're
afraid that yeah, they'll even speed
faster until they get to move corners,
but then they don't slow down. Now it's
so wide that two cars can go side by
side without even slowing down. And when
I first moved here, it was one way, one
live. I got one road wide. People would
have to either back down to move corners
or back down up top and let one person
go by and people would wave and say
thank you. Now they do the other way,
you know. So um
again, I just wanted to present this to
you people to see how you would uh feel
about it.

>> Well, there was Craig's recommendation.

Beating up the plow, I think, was

And you do that to dirt roads a lot of

mean it's not like they're plowing main
street.

>> and sometimes they do it with the one
ton. Sometime they do it with the bigger
truck.

obviously. It's too small. All right.

I don't know why it's any different than
a a paved road with big plot holes and
stuff. I mean,

>> A dump truck is supposed to be a dump
truck. I mean, it's not a luxury truck
that you're playing paving the road with
plowing the road with, you know, and and
they do a good job plowing, too.
I mean, the past three or four years,
they've raised the road a little because
they've added a lot of dirt and field to
keep the water down and stuff. Okay. And
like I said, right now it's so smooth.
Um, it's nice.

trucks

plowed here before. I don't know. And
I've plowed. You usually keep the plow
an inch or 2 inches up off the ground.
All right. And if you hit a quad hole,
okay, you don't feel it, but um
they're going to plow all of Ashland and
one little more pave little dirt road. I
mean, they're going to plow all the way
up to to Holden as well. The sugar shack
is up there. That's where the line town
line is. So Ashlin and Holdenness.

>> They turn around and Holdenness does
their bit. So they still going to have
to plow from W corners up to the sugar
shaft. All right. Which is going uphill
>> and it's even wider and even more
difficult to plow
>> that dirt. The rest of it is dirt.

you people and this is how we feel. And
um I I just wonder you know how several
of us felt. Okay.
