The SBVD Planning Board approved zoning changes for the 2026 Warrant via unanimous roll call (George Corde, Bob Gossett, Bob Weisner, Peter Dunn, Joe Balsamo, Joel Spiller). Article 7 complies with HB 631, permitting multi-dwelling development in Zone 2 subject to adequate infrastructure, defined in Section X. Article 8 complies with HB 577, allowing detached ADUs, increasing the maximum size to 950 square feet, requiring one off-street parking space, and prohibiting mobile homes and condominium conversions. Minutes from 12/8/2025 were approved by voice vote. The next meeting is scheduled for April 20, 2026, at 7:00 PM.

The PB approved minutes from May 12, 2025, by voice vote. Commissioners prioritized Andover Street for 2026 pathway repairs and will meet with the Town Manager to discuss these priorities. The PB proposed zoning changes for 2026 to align with NH state housing laws, including allowing multi-family homes in Zone 2 with adequate infrastructure and permitting detached ADUs up to 950 square feet. Specific prohibitions were added against using mobile homes, RVs, and storage containers as dwellings. Steve Keaney raised concerns about conversion of non-traditional structures into ADUs. A public hearing regarding these zoning changes is scheduled for February 9, 2026, at 7:00 PM. The January 12, 2026 meeting was canceled due to a lack of quorum. Coffee with the Cops and Fire Fighters is set for December 12, 2025.

The May 12, 2025 SBVD Planning Board meeting minutes from 12/9/2024 were approved by voice vote. Joel Spiller was elected Chairman by voice vote following a nomination by Ed David, seconded by Joe Balsamo. Robert Gossett was elected Vice-Chairman by voice vote, nominated by Joel Spiller and seconded by Ed David. Regarding the O’Keefe/Dunkin Building Expansion, approved in December 2024, no building activity has occurred to date. The Seabrook Coastal Resiliency Team expects their final report on the Dunes and Walkway Assessment in June 2025. Joel Spiller announced all three Zoning warrant articles passed at the April Annual Meeting. A regional meeting on January 6 produced a $1.4 million grant proposal to the Federal Highway Commission for BHP to study Rt. 286 flooding; as of May 12, no activity occurred due to the new administration reviewing requests, with an update expected in June. The next meeting is June 9, 2025.
