SBVD PB Minutes 05.12.2025
The May 12, 2025 SBVD Planning Board meeting minutes from 12/9/2024 were approved by voice vote. Joel Spiller was elected Chairman by voice vote following a nomination by Ed David, seconded by Joe Balsamo. Robert Gossett was elected Vice-Chairman by voice vote, nominated by Joel Spiller and seconded by Ed David. Regarding the O’Keefe/Dunkin Building Expansion, approved in December 2024, no building activity has occurred to date. The Seabrook Coastal Resiliency Team expects their final report on the Dunes and Walkway Assessment in June 2025. Joel Spiller announced all three Zoning warrant articles passed at the April Annual Meeting. A regional meeting on January 6 produced a $1.4 million grant proposal to the Federal Highway Commission for BHP to study Rt. 286 flooding; as of May 12, no activity occurred due to the new administration reviewing requests, with an update expected in June. Page 1 of 2 SBVD PLANNING BOARD MEETING MINUTES May 12, 2025 PRESENT: Joel Spiller, Ed David, Bob Weisner, Joe Balsamo, Robert Gossett, Steve Keaney, Tom Morgan, Don Hawkins ABSENT: John Giarrusso, Peter Dunn MEETING OPENED: The meeting was called to order at 7:00 PM. Joel Spiller led the meeting in the Pledge of Allegiance. MEETING MINUTES: The minutes from 12/9/2024 were distributed and reviewed. The minutes were approved by voice vote. ELECTION OF OFFICERS Joel Spiller nominated as SBVD PB Chairman by: Ed David Nomination seconded by: Joe Balsamo Joel Spiller elected by voice vote Robert Gossett nominated as SBVD PB Vice-Chairman by: Joel Spiller Nomination seconded by: Ed David Robert Gossett elected by voice vote. OLD BUSINESS: • O’Keefe/Dunkin Building Expansion: The O’Keefe expansion plan was approved by the PB on 12/9/2024. There has been no building activity to date. • Seabrook Coastal Resiliency Team update: The Coastal Resiliency Team has made significant progress on the Seabrook Beach Dunes and Walkway Assessment since our last update in December 2024. The final report is expected to be delivered on time in June 2025. • Seabrook Master Plan Meeting on Rt.286 Flooding: Tom Morgan said the Transportation Chapter of the Seabrook MP has been completed. Page 2 of 2 NEW BUSINESS: • SBVD Zoning Warrant Articles: Joel Spiller said all three Zoning warrant articles passed at the April 225 Annual Meeting. • Meeting on Rt. 286 Flooding: There was a regional meeting to address Rt. 286 flooding on January 6, 2025 at the Seabrook Rec Center. Participants included members of the Rockingham Planning Commission, Seabrook and Salisbury planning boards and department heads, Seacoast Resiliency Team members, NH DOT representatives, SBVD Commissioners and PB members and interested members of the public. There was a long discussion on how the coastal towns in Mass and NH could work together on projects to improve chances of getting Federal highway grant money to make improvements like those needed on Rt. 286. The group committed to working on a proposal to the Federal Highway Commission which was is due on 4/7/2025. The grant request is for $1.4 to have BHP study Rt.286 and make a recommendation for remediation. The NH DOT Commissioner did support the project. As of 5/12/2025 there has been no activity on the grant request. Tom Morgan said most grant requests are on hold while the new Trump administration studies the entire list of requests.
