The Kovacev Family Trust variance at 502 Winnacunnet Rd was approved 5-0. The Manganiello Family Trust petition was continued 5-0 unanimously due to an incomplete abutters list. Relief regarding wetland use for the Charles E.J. Roy II Trust at 595 Ocean Blvd was approved 5-0. The 112 Ashworth Ave Realty LLC petition was continued 4-0. August meeting minutes were approved as amended by a 3-0 vote with two abstentions.

The Planning Board unanimously adopted the 2027-2032 Capital Improvements Plan (CIP) by a 7-0 vote, forwarding it to the Select Board and Budget Committee. The Board approved a one-year extension for the conditional site plan approval at 98 Ashworth Avenue, extending the deadline to October 1, 2027, via a 7-0 vote. The Board reviewed draft regulations for adding workforce and affordable housing income criteria to Site Plan and Subdivision regulations and discussed Town Center subdivision and site plan modifications regarding pedestrian access and bike parking. The Board approved a Wetlands Permit for Michael and Ciji Santella to construct a 1038 SF single-family dwelling at 559 Winnacunnet Road; the motion passed 7-0. A Wetlands Permit for Aquarion Water Company to replace water mains on several streets was also approved 7-0. The Board voted 5-0-2 to approve the minutes of August 19, 2026.
Regarding 2027 Zoning Amendments, the Board reached consensus to move forward with proposed definition one for "Impervious Surface" and new language for "Replacement or Repair of Existing Structures." The "Frontage" definition was also approved. Discussion on "Business Seasonal" zones was deferred to 2028.
Thomas Jones and William McEvoy were appointed as Planning Board Alternates for 3-year terms expiring March 2029; both motions passed 7-0. Ms. Mullen announced a meeting with Nate Bernitz from UNH Extension scheduled for October 7th.

Chair Galanis opened the September 15, 2026 meeting. The Budget Committee voted 5-0-3 to approve minutes from June 16, 2026. SAU 90 reported a 2026-2027 budget totaling $32,520,010, a 5.17% increase, with Marston School roof repairs needing a 2027 warrant article for $1,200,000. The Select Board noted the current budget runs 3% under but insurance costs are $89,000 over. The Capital Improvement Plan Committee decided dollar amounts will match last year. The upcoming Fire Department tour is set for September 28. The committee decided against participating in SAU 90 budget meetings. The next meeting is October 20.

The Planning Board signed the recordable mylar for the water storage tank replacement on September 2, 2026 (D-45729). Before a Building Permit is issued, Condition 11 requires an approved preliminary electrical design from Unitil, and Condition 12 mandates a Driveway Permit from the DPW. Site lighting must be directed away from abutting properties, and police detail is required when the temporary access road is in use. Work hours are 7-5 M-F and 9-5 Saturday, with no Sunday work.
