Regarding New Business for case Z26-07, applicant Kathryn Yager requested a variance from Article III District Regulations 305-14 to allow a 17-foot side-yard setback instead of the required 25 feet for a detached garage at 559 Hill Road. After Yager presented, Planning & Zoning Director David Chunn noted one abutter supported the application with no objections received.
Member Machado made a motion to approve the variance, seconded by Member Foden. The motion carried 3-0-0. The board adjourned at 6:39 p.m. after a motion by Foden, seconded by Machado. The next meeting is scheduled for Wednesday, September 9, 2026, at 6:30 p.m., with an application deadline of August 19, 2026.

The Franklin Zoning Board approved the April 8, 2026 minutes by a 3-0-2 vote. The Joint Finance Committee approved the minutes from the May 7, 2026 meeting on a motion passed. Regarding the May 9 Community Event Feedback, the committee noted poor weather conditions resulted in only two written responses and no online responses via QR codes. The committee decided to continue data collection, agreeing to keep the current survey format with open-ended questions. Strategies adopted include door-to-door canvassing, distributing materials at Windy River Days (June 19th-20th), and utilizing the city email alert system, SAU notifications, and school social media. Councilor Hoppe will follow up on QR code and form verbiage, while School Board Member Lombardo will compile online submissions. The Franklin City Council met on August 31, 2026, voting to allow remote participation and approving minutes from previous meetings. The Council approved an MOU (7–0–1) with the Franklin Outing Club for the Veterans Memorial Recreation Area and adopted emergency operations and floodplain ordinance amendments (both 8–0). A public hearing was set for September 28 regarding a $10,582 equipment sale appropriation. Parks fees were moved out of the City Code (8–0), and the definition of park assets was expanded. A new electronic device use policy (5–4) was adopted with the Mayor breaking the tie. Other votes included supporting the Winnipesaukee River Basin Program transition (8–0) and placing two charter amendments on the 2027 ballot. Robert Desrochers Sr. was reappointed to the Conservation Commission, and Deborah Burley was appointed Ward One Moderator. A Council workshop was set for September 14.
