The Budget Committee reviewed FY27 financials and discussed a 1% to 3% increase for FY28 budgets. Chief Gladu clarified per-diem fire staffing, noting only benefits differ from full-time roles, and discussed coverage data provided to the Town Administrator. The School Board plans to discuss the SRO position with the Selectboard and will postpone roof work to combine projects later. Selectboard Member Theokas stated the intent to contract a Town Planner while hiring a planning coordinator. The Committee requested reports on Key Performance Indicators, parking lot repairs, and excavator use to control costs. The Committee also initiated drafting policies for the Unassigned Fund Balance and wage matrix. Review of July 13 minutes was tabled. Chair Varsalone will email members regarding a Clerk position. The next meetings are scheduled for October 19, November 9, and December 14, 2026.

The Commission voted unanimously to approve the March 8, 2026 minutes. Director Reishus reported a town spending freeze but gained approval for playground repairs, including an adaptive swing harness and replacement bubble, to be installed by the Maintenance Department. The Wason Pond Wrangler event was canceled due to low participation, while the Causeway Bridge project is complete. Fall Fest is set for September 19th with 30 vendors. The Summer Program runs June 29–August 7. The Soccer Board meets this month to review fall registration. The Chester Town Fair is September 12th, with a working group meeting on June 29th to secure sponsors. Parking issues at Wason Pond fields require a future meeting. The next Commission meeting is September 14, 2026.

Mr. Stuart moved to accept June 8, 2026 minutes; the motion carried 3-0-0. Director Reishus submitted the Recreation Department's Strategic Plan to the Selectboard. Wason Pond Commission plans to ask the Selectboard to reinstate their budget for repairs, noting the current budget is $9/month. The Cap Improvement Plan used impact fees to purchase chairs and soccer goals; remaining impact fees will fund new tables for the MPR. The Soccer Board extended the eligibility deadline to September 30th to align with the School deadline. Ms. Rairdon moved to appoint Ed Stuart as Vice Chair; the motion carried 3-0-0. Commission members must submit CIP changes by September 21st. The next meeting is December 14, 2026.

Vice-Chair Scott motioned to approve the June 15, 2026 meeting minutes; the motion passed unanimously. Chair Walsh motioned to adopt the Rules of Procedure dated September 15, 2026, with two revisions to pages 2 and 6; the motion passed unanimously. The Board agreed to revisit adding sworn testimony language at the next meeting. Ms. Hoijer provided proposed meeting dates for 2027. Ms. Hoijer provided an update from Building Inspector Cumings on mobile homes as detached ADUs, noting they must have foundations. Ms. Hoijer provided a Strategic Plan template from the Board of Selectman, due in mid-October. Chair Walsh motioned to enter non-public session pursuant to 91-A:3(II)(c)(e) and seal the minutes; the motion passed 3-0-0. After the non-public session, Mr. Gregsak motioned to come out of non-public session; the motion passed unanimously. The Technical Review Committee approved the May 4, 2026, minutes with six members in favor, three absent, and one abstaining. Regarding a Community Movie Screening Event proposed by Ms. Hatch for Spring Hill Farm on Thursday, August 20, 2026, the movie "Babe" will start at 8:00 pm with light concessions available for donation. One screening is permitted under a town-held license. Recreation Director Reishus and Town Administrator Wesson noted a past waiver for police detail; Wesson will ask the Selectboard to waive the requirement again. No dogs will be allowed during the screening. The meeting adjourned at 9:18 am, with the next session set for Monday, September 14, 2026, at 9:00 am.
