2.1 Approval of Minutes – May 4, 2026

The draft minutes of May 4, 2026, were distributed to members prior to the meeting.

Recreation Director Reishus moved to accept the Technical Review Committee minutes of May 4,

2026, as written; Town Administrator Wesson  seconded the motion.  The vote was six in favor 
59 
with three members absent and one abstaining; motion carried.

3.1 Applications: A Community Movie Screening Event

Ms. Hatch presented a proposal for hosting a community movie screening at Spring Hill Farm on 
66 
Thursday August 20, 2026. The event will take place outside weather permitting. If the weather is 
67 
not suitable for an outdoor movie night the Spring Hill Farm Advisory Committee will meet and let 
68 
Recreation Director Reishus know when it is rescheduled.

Parking for the event will start at 7:00pm and the movie “Babe” will begin at 8:00pm and run for 91 
71 
minutes. Everyone will be asked to bring their own chairs or blankets for the viewing and light 
72 
concessions will be available for a donation. If all goes well this could be a quarterly event.

Recreation Director Reishus asked where movie is planned to be aired. Ms. Hatch stated the fields to 
75 
the left of the house will be set up with two screens. Construction lights and crossing guards will 
76 
assist in getting everyone back to their vehicles safely.

Recreation Director Reishus asked if the movie license would be in the Town of Chester’s name. Ms.

Hatch stated yes that the license will be under the Town, good for 365 days but it is only good for one

screening.

Town Planner Hadik asked about mosquito control. Ms. Hatch stated she would have a few tabletop 
83 
solo like stoves that would be burning coffee. She heard this works for mosquitos, but ultimately it 
84 
will be up to the attendees to come prepared. Mr. Chouinard mentioned the farm is typically not bad.

Building Inspector Cumings asked about tents. Ms. Hatch may have a few pop ups but nothing more.

Ms. Hatch will reach out to the Fire Department for cones.

Town Planner Hadik asked about a police detail. Recreation Director Reishus noted in the past events

at Spring Hill Farm that a detail officer was waived. Town Administrator Wesson will ask the 
91 
Selectboard to waive the police detail requirement.

Groundskeeper Dalrymple asked if dogs would be allowed. Ms. Hatch feels they should not be allowed

during the event.

Ms. Hatch will provide the movie license to be added to the facility request form.

Recreation Director Reishus mentioned Town Fair will be on September 12th.

The next TRC meeting is scheduled for Monday, September 14, 2026, at 9:00 am in the Town Hall

Town Administrator Wesson moved to adjourn the meeting; Town Planner Hadik seconded the

motion. The vote was unanimous in the affirmative; motion carried.
