The Planning Board accepted Case #26-001 (Final Plat Application – MAJOR Subdivision) by DAR Builders as complete. The applicant proposed a contribution of $246,450 toward off-site improvements for Crowley Road, estimated at just under half a million dollars. The Board authorized Road Agent Jeff Wuebbolt and Town Engineer Steve Keach to review and respond to the proportional share determination. A motion passed to continue the public hearing to Wednesday, October 7th, at 6:30 pm. Case #26-005 (Earth Excavation Permit) was continued to the October 7th meeting. The Board approved minutes from September 2nd. Board members agreed to propose a Zoning Ordinance amendment for Town Meeting to remove data centers by right. The meeting adjourned at approximately 8:30 pm.

The Board approved the creation of the Philanthropic Cemetery Maintenance Fund (5-0-0) to accept private donations for general maintenance. They accepted donations of $100 from Nancy Colburn and $1,000 from Dan Scanlon (5-0-0). To offset rising waste oil disposal costs, the Board authorized a NHDES grant application for $2,500 (5-0-0). A $4,800 Highway Safety Grant for patrols was accepted (5-0-0). The Budget Committee meets August 12, and the next Selectmen’s meeting is August 24. Fire Chief Kelley is collaborating with Deerfield and Raymond to apply for a $50,000 GO-NORTH Planning Grant. Old Home Day is scheduled for August 22, and the proposed budget meeting is August 28. Modeling on Hill Cemetery was discussed for potential LCHIP funding, and State Primary voting is set for September 8.

The Budget Committee approved minutes from the August 12 meetings via motion. Regarding the cemetery, four trees require removal at an estimated cost of $7,000 each. The existing $15,000 balance is insufficient, and access for a crane is limited due to church property issues. The Ambulance Revolving Fund holds $268,000; plans exist to eliminate it and transfer the balance to a capital reserve fund via warrant articles. Town department heads submitted budget requests, but no votes have been taken; the committee will review proposals after Selectmen action. The School Deliberative Session is set for February 4, and the Town Deliberative Session for January 30. Petition warrant articles are due January 13, with Town Meeting on March 9. A joint meeting with the School Board is tentatively scheduled for November 23. The next Budget Committee meeting is October 14.

The Candia Planning Board continued Case #26-005 (Earth Excavation Permit) for Granite Hill Materials & Recycling and Believe Freetown, LLC to the October 7th, 2026 meeting. T. D’Arcy presented edits to the Planning Board Rules of Procedure, proposing changes regarding alternate member criteria, officer removal protocols requiring a two-thirds vote, meeting rescheduling, voting procedures, time limits for hearings, site visits, and a Code of Conduct; these will be deliberated and voted on at the next meeting. The Board reviewed a letter of interest from Jessica Kirk for alternate member; she must attend two meetings before an interview and vote. The Board discussed potential 2027 zoning changes, including allowing tiny homes in mobile home park zones, favoring units under 800 square feet. L. Carroll moved to approve the August 5th minutes; D. Labbe seconded. J. Lindsey and K. Coughlin abstained; the motion passed.

Chair Judi called the meeting to order at 7:05pm. Ron moved to approve June meeting minutes; Carol seconded and Ryan abstained; motion passed. Ryan presented next year's budget with an education budget reduction from $875.00 to $800.00 and a Cost of Living Adjustment to be determined. Professional membership dues are $260 for NHCC and $100 for Bear-Paw. Judi signed Janet's time sheet. For the D. Lewis Forest, Ron and Jim Franklin placed rubber mats on one algae-covered ramp; Jim will donate more mats for the other ramp and continues surveying the property. On Flint Road Town Forest, Corbyn's team is marking perimeters and relocating the blue trail. Judi will consult Selectmen and the town lawyer regarding Mr. Socha ordering Mr. Frazier off town-owned fishing land. Raffle tickets for a carved bear donated by Leon are on sale for Old Home Day on Aug. 22. Meeting adjourned at 8:15 pm.
