I'm going to take it right straight to
business. Um, we have some uh uh lean is
developed working with police
departments and pay scales for the uh
newly organized police department to be
uh basically going effect January 1st.
>> So this is the uh sixstep wage scale
that the board previous approved and
implemented for um personnel within each
department. This one was reddrafted
because of the last meeting that the
board held where we are now creating a
new position of police lieutenant.
So I have provided the board the current
2026 step wage scale which was approved
and adopted based on the town meeting
passing in March. I have only re
organized them from high position to low
position and both formats both um
versions but I've included the police
lieutenant new position for the board to
look at and that will help you in your
budget discussion and or um when that
individual takes that role in any kind
of promotional

involved in that correct

guys because if you look at the the
manner by and I you I did provide you
with this the report that he gave you.
My understanding is that
you take the step six
u wage of the sergeant and put it into
step one. Then you add two and a half%
because he was interested in providing a
differential

>> Um and then that the January 1st, 2027
for um

>> new pay rate. So the question then is
just clarifying whether there should be
a cola or is this the final or
>> so if I if I could state a um a thought
or opinion on this is that this should
align with 2026

So we don't we don't want to mix up this
being a 2027

new proposed rate for the following year
and then calculating the week and the

people in our in administrative

low for those to do um
very minimal deputy
stipen type of role.

members of the board here when I was
when we were talking about things like
wage scales and we were putting in she
was going to put in the lieutenant
thing. I think on a previous one the
lieutenant you know was here and then
they didn't go from like high to low in
terms of positions on this sheet and
[clears throat] I just said we should
have some consistency
>> where every department's wage scales are
all high to low so that even if you add
one you should insert it where it
belongs in the high to low.

you know a senior road person it goes in
above the standard road person.
And so that's all I think that's all you

um I created a administrative status
report at your recommendation Michael
and um I did glad Jennifer

wanted to inform the board on um
achievements and milestone updates the
town website is fully operational and
live on the new platform. Employees and
committee use continue to learn the
system. So it's a learning um a little
bit of learning there but it's I think
once we grasp the knowledge of it it's
going to be a very easy to get in and
out of the
>> one one of the main problems the
calendar was not really working
[clears throat] so well. But we found,
and Natalie was nice enough to help us
with this, she was able to, what she had
to do is delete the um
federal holiday calendar and then
reinstall a new calendar. And then that
allowed us to merge all the the
different departments that we could
create on one page. But what we're
finding that Joe is frustrating Joe
Marie a little bit is that she typically
handles the postings and the
reservations for the second floor,
right?
>> But when the library director has things
scheduled for the second floor, she's
posting them as a library event. So then
they're showing up twice. So we're just
going to
>> continue to work
>> continue to work and and anything uh
reserved needs to come through the town
office. She has something internal for
library that's fine. But if it's a
reservation for the second floor, we
need to make sure we have one person
posting that. But I think once we get
those ironed out, we'll be able to
>> because we're going to have a base if
two organizations show up at the same
time.
>> No. Well, yeah. No, I don't think that
that it's a repeat of the same.

>> the calendar is now showing all the

also want to say that uh our town audit
uh internal reviews are complete. Uh we
now have the outstanding financial
statement of the MS535 which is what is
the tool that the auditor completes and
we use that to set the tax rate. So that
is still pending.
>> Yeah, that's what's needed for October
as I understand it for the end of
August. Okay. Uh early September the
best.
>> So it's coming. Okay. Very good.
>> Um financial statement reconciliation.
So 26 statements are complete through
March of this year. Uh April
reconciliation is in progress uh and
being um actively being processed and
then the review of the treasurer. So
we're keeping ahead which is really uh a
good thing.
>> What so we're finishing just April right
now?
>> Um yeah, we have to wait for the
treasurer to get her report to us
because we have to reconcile to the
bank. Okay.
>> But we also have to reconcile to the
treasur.
>> So right now we're good through March.
>> Through March. Yeah. Yeah. Is there a
requirement to be uh so many months
behind or
>> Well, it's not it's frowned upon in many
municipalities that the um it's possible
that there's no finance department. Um
in our town, we have two different
softwares that are being reconciled.
software that we utilize through the
town and then the treasurer uses a
QuickBooks and because she's accustomed
to that, she's technically reconciling
the way she knows. But to have her use
our software in the town, which would be
ideal, would eliminate another
reconciliation, but she chose not to do
that. She's elected official, so we
continue to work with her.
>> Could you give more history? I mean, I
think these numbers, these dates are
outstanding because if I go back several
years, how far in the rears were?
>> We were close to 10 11 months in the
rears when we were um short staffed and
learning the system and and whatnot. So,
we've really done extremely well trying
to stay ahead. This is it was a busy um
budget season and leading into an early
audit, which we don't typically have in
April. So, it was just um trying to
juggle all the different things that
>> Now, did the audit have any comments on
our uh OEM?
>> He said they're going to be probably
some repeat um comments from prior
years.
another um thing that's occurring, in
case you're not aware of it, we are in
the process of um converting our emails
to.gov
and that is being um it's a grant. So
basically the transition of moving to
the.gov is being handled by Overwatch
who um oversees and um pretty much will
do the majority of what we need to do
and all the costs and expenses are
covered by the grant. So, the one thing
that was holding us up to get to that
point is um the original individuals
working through Overwatch was
recommending we do one domain and we
couldn't get the police department's IT
tech to commit to um expanding on their
support. So, the recent um
individual assigned to our account said
that it's not a problem to have two
separate domains. So, that being already
spoken to advisory. They are ready to uh
provide the S. So for our side which is
minimal and um overwatch will take
charge of getting

>> No would that convert all emails from
Gmail to a GV mail
>> everything [clears throat] and it's
supposed to be more secure. I don't
think I don't think it's affecting our

we do all of our business through.

exchange only like we've done for a few
of the different um departments that
need that email access but don't want to
coingle their personal email with
>> although I have to admit the email I use
right now I I think I've you I get
dropped uh a solicitation which is has
nothing to do with our government or
just they want to sell me something for
the government but it's my my email for
is all Dunar related.
>> Oh sure there's no question about that.

>> the the the me to me the it and maybe
legality issue is if something was to
happen to one of us,
>> you don't we don't have the ability to
get into your account because your
>> password
>> you you took it out, you own it, we
don't own it.
>> And so there are things like right to
know that are possibly
>> right because all our emails are
supposed to be available for
>> correct. So the town doesn't own our
personal Gmail accounts that we've set
up for our select main business.
>> The only thing that we do through the
shared email is that our IT tech adds
and removes the new emails as they come
along. So for example, Dave was all done
with he's he's got his own personal
email [clears throat] and he no longer
>> we can take we can take this offline
though. I I don't I mean obviously we've
been this is the way it's been done for
a while,
>> right? The thing is make it more secure
and more act from a legal standpoint.

it's better to give you guys

they still you have accessibility to

in my opinion, but but I do believe it's
a potential risk down the road

departure of one of us or an accident or

the access to get into those accounts
because the town doesn't own our Gmail
accounts.

"Sure, set it up."

legal question is, "Should we be doing
this?" They're probably going to say,
"No, you shouldn't.
>> You shouldn't do it." Where the town
gives us an official
>> email address so that if anything was to
happen,
an admin can get into it.

>> Is that the same for shared emails like
in your case?
>> Yep. Yep. We uh they would just set up
what they call a shared mailbox, which
would be the selectman at and
[clears throat] we would all be members
of the shared mailbox.

>> makes sense.

that you'll continue.
>> Yep. All right. Um transfer station uh
just a little update. Personnel um are
working together effectively and the
supervis
um he's enrolled. He just informed me
that uh yesterday, I believe, that he's
enrolled several workers in an all day
class to receive the required
certification. So, he's doing a great
job keeping up on making sure everybody
knows what they're supposed to be doing
and doing it the right way. Uh transfer
station waste recycling operation
continues to be a process with minimal
backlog. Um I had um one concern about
our dumpster being over really
overflowed with trash metals. Um
um I was told that an individual came in
late at at the end of closing one day
and was remodeling a home and paid for
his material to be, you know, removed
from his home, but it created excess on
the ground. But for the last week and a
half, two weeks, the the area has been
really cleaned up. So, they're trying to
stay on top of that. It's all learning
for Greg, but he's doing a great job. Um
Building maintenance. The u many
approved maintenance projects have been
completed. Police department interior
painting has been completed. Small
touchups remain. Transfer station
recycling counter is complete. Back room
office space has been cleaned and
organized to free up space that the last
uh with the last remaining project of
modifying the shelves in the office and
the lunchroom area. Followed by the
floor repair to be completed in two
phases to allow staffing to continue to
use the
So, Greg is excited about that. Um, Greg
Miller has been very um helpful in in
suggesting
>> it was his recommendation to do in two
phases. Greg Miller was a very nice
recall. [laughter]
>> Yep. Um,
>> two phases on the floor.
>> The board a couple weeks ago asked to
have the library vent and the addition
cleaned out. He says they've both been
cleaned out, but um the handyman
recommends a deep clean before heating
season, which would be a little bit more
involved. So, try to stay on top of
that.
I had an incident reported to me from
the library u that the ceiling was
leaking into the through the tin ceiling
to the first floor happened late on
Friday the 10th. We um
located the leak and um we called the
plumber and his recommendation was to
put a bucket under there until he could
um
look into it in detail. Um when the
plumber arrived he discovered that the
that supplies the AC condenser pump was
turned off. Um, Mary stated that the
instructions when using the sound system
was to turn off the breaker after each
use. So, we understand that the
>> sound system and the air conditioner on
the same breaker,
>> right? Yeah.
>> So, his recommendation is to um
>> Yeah. Install a power strip. power strip
that has a control and you can switch it
off.
>> Makes total sense.
>> So for now we do not turn off the power
the breaker because it's going to weaken
the breaker over time
>> and um
>> so I think for now if they're you're
okay we're just going to do this the
power cords instead of getting
additional electrical work.
>> Oh yeah yeah.
So I I'll just give you an anidote just
for the a little bit of humor here.
There was a technical issue being called
in about a server that kept going
offline every night at 8 PM. This
reminds me of this. We were we were
putting on Yeah, we were putting on
like, okay, let's let's figure this out.
You know, what's causing that? We were
doing all analysis of all the logs in
the server and everything. And we found
out the cleaning people came in and at
8:00 at night,
>> they'd unplug and plug their vacuum
cleaner in, [laughter]
>> vacuum the room, put the plug back in,
the server comes back up. But but uh
>> so it turned out to be the vacuum
cleaner that was causing the server to
go down every night at 8:00 p.m.
>> I've got a couple similar stories.
>> I'm sure you do.
>> And then what's not typed on this here
is Greg Miller has been working with the
office to make sure that things are
working in all of our office space. And
the board had discussed um storage
container for the town clerk's um
electrical for
>> um
>> voting
>> voting equipment and it had to be a
certain type where uh ventilation had to
be that type of control.
>> And so between Jennifer doing a lot of
hard work and then purging some of the
back room closet
no longer need. We've been able to clean
up that closet. Um I think we're ready
for Greg to do a minimal sweep and
modify a shelf and he should be able to
put that cage together for the town
clerk and she will um have a nice secure
place for her.
>> She's
that town clerk.
>> Um yeah. And then she also requested
that um [clears throat] he look at
modifying a shelf for her second station
and she seems and she's enjoying it.
Right.
>> I think having Greg come in as a general
handyman for the town.
>> It's been very It's been very And he
replaced the door and he replaced the
swing though. I'm sure you guys didn't
notice it, but it's not real heavy.
>> I thought it was painted. I didn't
realize it was replaced. It looks great.
>> Yeah. And it doesn't swing back at you.
>> Nice and light.
>> It's nice. [clears throat] I think it's
going to be a good He's been a true
asset around from the police department
to here to the transfer station. He's
been and we we have enough the little
projects to keep him occupied.
>> And I think talking with him, he he
doesn't really want to work full-time.
He just he likes these little projects
which is great.
>> Yeah. Yeah. With working for us.
>> I think everyone's pleased to have work.

[clears throat] I've noticed that might
be apparently there's some abuse of the
Bella Brook conservation area parking
area where is a available area for two
vehicles and I've seen over the last few
weeks some um different vehicles parked
there overnight for multiple days and I
don't understand why unless I think it's
probably one of the neighbors and I
think that's abusive to be parking there
and taking that parking away from
potential uh people that want to use the
conservation area. So, there is a sign
there that says that uh there's no
parking from 11:00 p.m. to 5:00 a.m. per
order of the selectment. And perhaps we
should have the police re enforce this
parking ban overnight and maybe also
identify
who vehicles the users of these vehicles
that are there for multiple days. uh
because I think it's unfair to those
that want to use it if two people two
vehicles want to park there who want to
legit legitimately use it and also it
presents a question to me. Do we need to
send out a search and rescue party
because there's a vehicle parked there
and is someone having a medical
emergency that needs to
>> you know truly need some help? Um you
know is this an emergency?
>> And would just drive by and just ignore
So, can we
>> I would I would I ask I'm gonna ask you
to contact Chief tomorrow since you have
you you're more knowledgeable what's
going on there
>> and just uh bring it to his attention,
see what his recommendations are because
there's an order from Muckleman not to
have overnight parking there to start
with.
>> And the thing is u uh the chief likes to
take a non-aggressive attitude like
identify who it is, advise the person.
Oh yeah. And then if they don't comply
then he goes he can tow it if you have
to.
>> Exactly. I think it's a matter of to
whoever's doing this.

I'd be grateful. But you you have
firstand know I don't want to

our transfer station equipment uh
evaluation, search and evaluation. We've
narrowed it down to three vendors. I
would say six different machines that
we're looking at. We are gathering we've
gathered the quotes for those. Uh Dave
Nalt, the former selectman, is going to
put those into a spreadsheet with all of
the
>> pros and cons. I'll well he's going to
actually put the the numbers the code
numbers in there.

that together and then we'll uh also
he's going to have the brochures for
each of them. So we'll have we're going
to have a little workshop myself, Dave.
Um if Chuck you want to join, we'll just
have to publicly announce it.

recommendation then the board will
decide.

back out to maybe the final two machines
or something like that so we can

well in terms of the assessment of these
things. Uh and at the same time we're
also evaluating which grants might be
available because there are department
of uh environmental service clean air
grants

electric uh option. We just want to
understand those

>> I think one of the concerns we're going
to keep that reserve the uh what if with
the band-aids on it the uh what we have

assessment that we can we can also
decide on.
>> Uh because we know that the tradein
value is somewhere around 11,000 maybe
maybe down a little bit from last year
of what that trade in value are. Um
obviously we'd look at what the rebate
value is. So

thing is it seems like in the past
training on that uh machine was kind of
limited to like select personnel. I want
to make sure we get a good cross-section
of people trained on that by the vendor.
