We're here for a special meeting uh for
one specific warrant article. And before
we begin the proceeding, I'm just going
to ask Rama if she would lead us in the
pledge of allegiance.
Allegiance to the flag of the United
States of America and to the republic
for which it stands. One nation under
God, indivisible, with liberty and
justice for all. Thank you.
As I indicated, we have one more article
tonight to address.
Article one to see if the district will
vote pursuant to RSA 315B and RSA 4016
to legal legalize and ratify the actions
taken by the district at its annual
meeting of January 31st and March 10th,
2026.
And is there a motion?

>> So the reason for the special meeting is
>> Oh, my name is Paul Bory,
superintendent. Thank you. Um the reason
for the uh the need for the uh
procedural defect cleaning, which is
what this is called, is that um there
were uh documents during the budget
process that were not filed in the DRRA
portal um by the last Monday in January.
Uh they were posted on the website and
sent to all of our normal places we send
our postings, but they have to be on the
DRA form signed by the board and
uploaded in the DRRA portal. Our
business administrator was struggling
with that and was not able to get them
in the portal on time. Um a secondary um
uh
uh also we did have a citizen um
challenge that there also is a defect uh
that exists in that the budget committee
did not vote to approve the budget.
Um and then um this uh corrective action
meeting will fix all defects with the
meeting. And as Ned said under RSA 315B
and 4816, we are required to have this
legalization meeting.
So again the technical defects that
tonight that the warrant article is um
correcting um is not posting the three
documents and the three documents are
called the MS27 which is the proposed
budget, the MSDSB
which is the default budget and the
warrant.
Um, so not posting them by the last
Monday in January in the portal and then
the budget committee voted down the
budget.
Um, corrections. The budget is now on
the DRRA approved forms and uh in
speaking with uh DRA, they um will
accept our forms um in the portal as
soon as we have this meeting and we
upload the minutes of this meeting as
documented evidence. out of the meeting.
Um and then tonight we have our single
session meeting and um it is a single
yes no um and as it it is can be a
verbal vote but um we have backup
ballots if necessary
and that's what the ballot looks like
and just to repeat the warrant is to see
if the district will vote pursuant to
RSA 315B and RSA 416 to legalize and
ratify the actions taken by the district
at its annual meeting of January 31st
and March 10, 2026.
The outcomes, if the vote of the
legalization meeting is in the
affirmative, the district will correct
the deficiencies of the original
postings, as we just said, uploading the
the into the DR portal. And if the vote
of the legalization meeting is not in
the affirmative, the results of the
March 10th, 2026 meeting will remain
will uh will not be changed. So then um
one thing people have asked or
especially on Facebook and sometimes
somewhat in person, does this change the
dollar amount of the budget? It does
not. Um when there was a motion in the
floor for um if it's deliberative
session to restore a certain amount of
money and that did not pass in the
ballot, this will not change that. That
still did not pass on the ballot. So the
the dollar amount of the the default
budget that we actually got at the the
election this year, that will not
change.

who are permitted to participate are
registered voters within the four
existing towns of the district. Are

registered voters in the four towns of
