Ashland Economic Development Committee - September 16th

The Ashland Economic Development Committee approved amended minutes regarding opportunity zone language, clarifying that designation allows developers to receive federal capital gains tax exemptions rather than state funds. additional projects that we wanted to get based on that SWAT analysis.
So what I did is, you remember the last time we had the project tracking worksheet?

And then I created a draft that will go over now of each of the projects.
So, and I did one as an example, so I did the Opportunity Zone as a separate project.
And I'm going to, I'll just pass this out there and you can look at it.
once we're an agreement that yes, this project master sheet works and the individual project
sheet works, then we'll give that to you, Laurie.

And I added another column because we said, how do those goals relate to our master plan and the rules
and guidelines that we have for the AEDC.
So, and then as you see, there's the second page.
If you take the second page, those are just basically read them right across.

So that's pretty much the same way that we had it last time.
The only thing is I add that additional column.
So let's talk through this piece.
One of the things we wanted to make sure of is that as we go through any projects that we
determine we're going to do, how we want to make sure that they relate to the mission
statement goals that we have in our rules and regulations.
So this kind of, I think.
I think there's 10 of them. So I'm not really sure the easiest way to do that.
So let's say that you went through your master plan. Well, which of the rules does that pertain to?
I'm not sure how easy that would be.
You'd almost have to say,
in fact, maybe that should be taken off the master one and just be put on the individual project worksheet.
But if you look at that third page that you have there that says project worksheet template.
worksheet template. That's an example of, okay, let's take one project. What's the
information that we want to have on that project?
Am I supposed to have a project?
You should have three pages and the third one would have been.
So the example that I use was the opportunity zone, what's the project name,
Opportunity Zone application. What mission statement goals does it support?
Like in my, in this case I think it supported all ten of the goals.
10 of the goals that we have on the, in our rules and procedures piece.
Who's the project manager? Who are the team members that were involved in it? And it was,
you know, myself, Beno, Laurie, and we had Michelle was very instrumental in the Q.
What was the start date? When did we start the project? We started in mid-July.
And we sent it in on the 28th of August. So that's the timeframe from 7th of the 7th.
from start to end and the status is it's complete.
And then that lower part is, okay, let's say that you were just starting a project.
What are the different tasks that are going to be involved in getting that project done?
So for this one, I just listed different tasks that we had in putting together
the opportunities on application.
You know, Lori and I and Bino were at that initial BEA meeting in Laconia to hear about it.

We went over the different application components,
the letters of support that we had to go get,
the development plan focus that we wanted to put in the plan,
the narrative and the executive summary,
and then the final changes in submission.
So those are the different tasks.
And then you put in who are the different people that are involved in those tasks.
And then when do each of those
those, when did each of those tasks start?
When did you complete them?
And you just kind of work your way.
So it gives you a working plan, because most of the stuff we're going to do
is going to have multiple steps to it.
And it will help us, I think, to organize what those steps are.
And then probably, I'm thinking maybe, you know, once every meeting,
one month, one meeting per month, each of us that are involved in different projects
where the team leader is, gives the rest of the group an update as to,
okay, here's where we're at, here's the obstacles we're running into.
We just discovered three more tasks that we need to add to this
in order to complete this project.
And guess what? We initially thought we could get this done in two months
that I think we're going to have to take that out because it's going to take us
four months to do that based on, you know,
identifying the tasks and what's going to take to get those done.
So the object of the game is,
basically a master sheet that kind of keeps us on track with what the projects are that we're working on
and then an individual template worksheet to help each of the teams that are working on it,
organize what they need to do, when they need to do it, and communicate with the group
and hopefully help eliminate the obstacles that we might run into on our way of getting that done.
I think this would help and people would know what's going on so we don't start fighting heads
because we've got multiple projects and we don't want to
getting each other's ways, but we're going to be doing stuff, and so we may have to schedule
timings or something when we do things.
Right.
So we can see what people are doing and what they're hoping to where they're going to be in this project.
And, you know, obviously we don't all work on this full time, so.
That's right.
You know, it's something we might think takes a month, guess where.
It would take three months about the time we get all the different steps of that.
Or let me find out all the regulations that we didn't know about that.
Right.
Because once you start digging in, as you know, you find out,
oh damn, I didn't know I have to do that too.
So it can bring it out even further.
But it's just a way to make sure that we complete the circles
and we kind of get one project at a time
and we'll be working on multiple ones at a time.
Because when you look at that first page,
that lists everything we have, there's a lot on there.
But there's also three completion.

it can go right there.
