It's a big deal.
I liken it, and that's probably stretch,
but I like it for a mitzvah, you know, well,
it's just a huge.
She's 16, which he's angling for as well.
If you go one or the other, you don't get both.
We blend the cold, but we're not going to blend the culture as that much.
You're going to get a 15.5, and that's what you're going to get.
She'll be covering 15, sweet 16, 17.
We just started this guy, 18.
We partying for about four years.
Hi, Carolyn.
How are you?
I'm good.
I think we're all good here.
We're ready to start when you are.
Are we ready to start?
Yep.
Okay.
I think that's her first time we've ever sent so many home.
Absolutely.
Quite a minute.
I was hoping it would be me.
Anyway, all right.
Well, all right, today is
July 20th, welcome to the Messianic Regional School District Board
meeting. And before we move on, I would like to ask somebody to please
give the Pledge of Allegiance, Jeremy, if you leave us.
The point of allegiance to the flag of the United States
America and to the Republic for which it stands,
one nation, under God, indivisible, with liberty, and justice of sorrow.
Thank you, Jeremy. Thank you.
All right.
The next Messianic Regional School District Board meeting will be on Monday,
August 3rd, and 6 p.m.
And we have a, hopefully, we have a short agenda tonight.
And we should get through this.
We will have a brief non-public towards the end of the meeting.
And so first thing I'd like to do is ask if people have looked at the minutes.
And are there any corrections or additions people would like to make?
No.
All right.
May I have a motion to accept the minutes as they are?
Second.
All in favor?
All in favor?
All right.
Any opposed?
Any abstentions?
All right. Thank you very much.
We're going to make an adjustment in the agenda since we have two guests here.
And then we will come back to any public comments if there's somebody online or somebody shows up.
But let's go with, I thought if we go with the Boyton Athletic Program since Carolyn is here.
Sure.
I would also like to mention, Mr. Chair, that we do have another adjustment under new business.
Item number, item G, please.
Okay.
We have an N.H.S.B.
a service renewal that needs to be reviewed by the board.
For approval, Arianna, that's an action item.
Thank you.
So, we're going to move up the approval for the school funding.
And have Carolyn.
Carolyn, would you come to the mic please?
Would you like to start by
sharing with us information about the fundraising and how it's gone and what the plan is?
Yes, absolutely. So I'm here on behalf of a collaborative effort both by PTSO, Boynton PTSO,
and the scenic athletic booster club. So to date, PTSO for Boynton has been spearheading
the fundraising efforts in collaboration with the booster club course it coincides with our mission
as, you know, these are our feeder programs, certainly. So we're happy to support.
them and we're helping them with marketing. We have a large social media following,
so we're collaborating on that efforts. PTSO is now on social media as well, so that's kind of getting
some traction and it's nice because they're generating the support that they need for their organization
anyway. So in a way, this is kind of nice to kickstart awareness for the PTSO, which they've been trying
to generate support for. So, yep, so since we made kind of the tentative plan with Dr. Pogo back in the winter,
We have a large community group that is supporting the fundraising efforts.
To date, we've done a lot of small raffles, like online raffles and even some in-person raffles.
We've done concessions at athletic events at the end of the school year, and then the largest contributors
to what we have funded so far have come from our very successful food truck night at
Messenic. End of the school year, we had, that was largely supported by our community.
Everybody loved it, so much so that we actually scheduled another one. So you'll be seeing
the facilities use request coming through for one trying to coincide right around the kickoff
to fall sports and preseason. So the food track night was highly successful. And then we also received
a very generous donation from the ladies auxiliary in Greenville. So thank you to them. They were very
generous and that gave us a great kick start to that fundraising. So tonight,
we have a donation to fund fall sports, so $10,805. So we have fall sports fully funded
if you'll accept it. And we're well on our way to funding winter sports or about $2,000 short
of funding winter sports. So we just need some more momentum to get us through. We have two more
big, two big events left kind of in our plan and then we'll kind of assess and see.
where we're at. We have that food track night that I mentioned. That'll be on August 21st at
Messenic, if approved. And then we have a golf tournament on August 3rd at the Shattuck. So if you're a
golfer or Noah golfer, or a caddy or, yeah. So that'll be our, those will be our last kind
of two last fundraisers before school starts back up again. And our, our wish would be that we would
have all of the years, you know, we'd have both winter and spring.
funded before school started. So that's the plan. That's the state of affairs as of now.
And we're happy to present the funding for fall sports.
I have a question.
Yes.
I would say in the spring we had about 30. We're down to a core group of like 10 maybe.
So yeah, the way it goes.
And yeah, standard, the people that are on the team are very committed. And we're very committed and
Like I said, it's really a collaborative effort of the core PTSO group and the Core Boosters Club with some parent involvement too.
So, yeah.
If it's not too much problem, I would like, if you could give me a list of names.
Okay. Okay.
Okay.
I'd like to send out a depreciation letter to all the people, regardless of how many other people.
Yeah, yeah, of course. That'd be great.
Okay, okay. We'll do.
All right.
also like to just get out there on the record for a reminder. Do we know when the dates are for having to have winter and spring done just so the public knows what we're up against with regards to timing?
I do. I do have those dates. I don't have them in front of me. I'll look them up in just a moment. But I do believe the next deadline is October that we're looking for our for winter funding.
Yeah, for winter to have those fully funded by October.
Okay.
The other question I had, Carolyn, and maybe you could talk about if someone were interested in making a donation, where would they go?
Who would they reach out to?
Yep.
They can contact either the Messianic Boister Club or Boynton PTSO.
You can do that through Facebook would probably be the most accessible way.
Yep.
Or they could reach out to either myself, Emily Crook, or anyone on the Boynton PTSO.
Caitlin Somero.
Is the treasurer there?
No question.
Just comment.
Absolutely amazing.
I'm thrilled.
I am.
And as for the board accepting money in only years I've never noticed to refuse it.
But that's great.
And Melissa can get you the back updates.
I know it's because we need to schedule and the referees and all that sort of stuff.
We need to have that dead drop date.
But really pass along, Mitch still my thought, which was the board would like to acknowledge everyone who was involved in it.
But really, I really commend you did a marvelous job.
Okay, perfect.
Yeah, it's definitely a team, team effort.
I'm just one of many here.
But I was going to ask you if the district would consider sharing those events too on that.
I know that you have a social media following of parents and families that.
So maybe on that.
Anything that you all want to put out.
If I can get a flyer or I can get information, we can certainly can send that to me.
Send it to you.
Okay.
That's great.
Okay.
The dates are obviously by August 1st.
So we've met that fall season deadline.
Okay.
Winter season, October 1st.
And then we need spring season by January 1st.
Okay.
October and January.
Okay.
Just a suggestion as we get into the colder months are not able to do the outdoor thing, but maybe
putting together some sort of community volleyball, three-on-three basketball tournament or something that
can bring everybody into the gym and get them together just a thought to throw up there.
We do have a go fund me.
I should mention too if people wanted to donate online and the links for that are shared on our social media.
shared on our social media too.
But yeah, that's a great idea for our winter activity.
So we're coming up on.
I suppose we could replicate the sumo event.
The what?
The what?
Oh.
Well, maybe not.
Yeah.
Maybe not.
Maybe we go in another direction.
I think it would be good that a board chair.
True.
Yeah.
I do.
We do that to be the same replacement of so important.
Okay, yeah. But thank you all for being flexible in the model and being willing to let the community step up and help. So it's...
And please personally tell everybody...
Yes, I will. We'll do. Absolutely.
To see the community rally like that in the face of free default budgets.
Yeah.
Well, Carolyn, if you're asking for approval for $10,000,000 and $10,000.
I'll second that.
I'll second that.
All right.
All right.
Thank you very much.
All right.
Thank you very much.
Please thank you very much.
Thank you so much.
Thank you so much.
Really, Mr. Chair, the work that has gone into, Carolyn and the team are being very humble, but the
hours, the hours of commitment it is taken to get this far and to continue this pursuit.
When you start with 30 people and everyone's really jazzed up, but then
That starts to peter out, right?
Yes, so we've got these folks who are meeting in the evening,
don't even have middle school children necessarily,
are, no, but are showing up to talk and to problem solve,
commit resources, their own personal resources,
time away from their families and just rally around this effort.
It is a unique and treasured piece of this community.
It is.
Something everyone should be proud of.
I attended that first.
meeting that you all had to Dr. Pogo,
the energy was incredible even that evening.
And people just immediately went into, let's organize,
and broke up into groups and so forth.
It was like they already had a plan.
And my experience with the two guests that we have tonight is that
they don't do things half-heartedly when they make a commitment to the community.
So thank you again for what you're done.
And with that,
And with that, we have another guest here tonight who is looking forward to making a commitment.
Okay.
That's right.
I'm sure if they're in the serious thought, you can tell by the status look at his face.
That's a wry grin there.
Jeff, do you want to come up to the link?
Jeff Nihonah is here tonight because he has expressed in interest
in filling the vacant board simply and I sent Jeff
I think it was five questions and he was very responsive and I personally liked
the answers I sent them to circulate them with all the board members so that they will see your
responses and I'm just going to open it up for any questions from the board but the first
question I'd like to ask because it's a public meeting somebody may be watching or listening
is can you just share with us why you have an interest in serving on the board?
Well, as you asked, I guess.
I'll start there.
There is.
There you go.
All right.
All right.
All right.
I come like a motion.
I graduated from Misenik in 95.
I've grown up in New Epswitch.
I've lived here all my life.
I'd like to see Misenik be a school that my last two children can graduate.
can graduate from.
I have one in Boyton and one going into Messenic
this coming up season year.
And I, you know, I've been involved a little bit with the cast program there and with the ABC.
And once, you know, when you asked, I said, well, maybe I can help a little bit more.
The cash helped, right?
Yeah, right.
Right.
The funding for one dinner at Cusantis, yeah.
Yeah.
So, you know, I would like to, you know, I would like to be able to,
my last two children are, the first four have graduated already.
Number four graduated this past year.
I'm here at Missy Nick.
And I would like to put the other, the last two through the school system.
And they did some line-house.
heart and some homeschool.
But I'm kind of excited about what's happening, I think,
at Boyton and some of the problems that we've had are
I think I'm going to be solved and I'd kind of like to be part of that too.
Of course.
Any questions?
I don't have any questions because Jeff and I already kind of
kind of chatted, but I just want to say thank you, thank you, thank you
for stepping up and being willing to do that.
Yeah.
It's a great addition.
And just, you know, I probably won't be on the ABC if I'm going to be on the board.
So I'm only doing one.
Already he's understood the process.
Just arranged me a replacement.
Yeah, that comes with the job.
Oh, yeah.
Carolyn?
Do you know the comments or questions?
No.
I liked all the answers.
I know you may feel right now you were in a line of people and when they asked for volunteers,
everybody else stepped backwards and you were the only one left out front.
Just the thought and what we can do, I think the rebirth, I had a family tell me the other day that seeing the arts come back alive.
You go to the plays, Frozen, Jr. and the band and the rest of it, you know, there's some really great things happening.
Oh, yeah.
So I'm thrilled that you're...
your interest in joining us.
Yeah.
All right.
I agree.
Thank you so much for taking on.
I think it's also very important that we have another member who has a vested interest with the children
actually in the system and wants to make sure that what we're doing is going to be such a positive impact
on the children for the community.
So thank you for it.
And now we'll have two members that will be have access to insider information through their children.
Yeah.
It's a great thing.
Yes.
And just for the record, I want to say, because I have worked with Jeff nominee of the ABC,
but the cast project, Carolyn, as well.
And what I was going to say about Jeff, I can easily say about Carolyn as well.
When I first met Jeff as part of the cast project, he came in with information, perceptions,
and belief systems.
And what I found throughout the entire process,
Jeff never assumed what he knew was accurate.
He always questioned.
He was always going to take a look at an explanation.
And I remember, for instance, when we talked about,
for instance, how cost per student is calculated.
Jeff was very open-minded to whatever came to him
and a very independent thinker at the same time,
which I really appreciate.
it was a tremendous asset to the gas project.
So I'm excited actually to see you on the board.
And, you know, should, you know, it's a test board.
Should when you put you on the board,
there will be information that I will be passing along to you
so we can start your orientation for our campus.
Yeah.
Well, that's the next step, knowing what to do.
There's any of the training coming up too, right?
Yes.
and that'll help you out of one day.
And they really take you through all the basics, make you feel comfortable.
Okay.
But if you're not able to attend you, you can always ask questions.
Yeah, absolutely.
Where is it?
Train?
Is it online?
Well, it's online, but they also do something in person.
But it might be easier for you to just do it as an online.
But it might be easier for you to just do it as an online.
Yeah.
I already do continuing ed classes for my
classes for all my certifications and licenses.
I can just add that to the list.
It's good.
It's like the introduction to legislature.
They do go through all the basics or the responsibilities are and whatever.
So it's a good introduction.
Yeah.
In person might be kind of nice.
To memorize all the RSA.
Oh, yeah.
You don't even worry about.
Let me ask the board.
Does anybody have a need to go out to not public for any discussion
of the word?
I do not.
I do not.
I just want to say, Jeff, do you have any questions for us, though, when we let you go?
No, I don't think so.
I think just the training stuff will be, I'll be hearing from Mitch on that.
We can also get your copy of the handbook too, which...
Well, if you're having trouble sleeping, it'll get...
Yeah, right.
But there's also parts of it there that will give you what you need to know.
Okay.
Straight away.
All right, well, with that, can I have a motion to
accept his candidacy.
So moved.
Second.
And I'll second that.
All in favor of Jeff joining the board.
Stay on.
Aye.
They have votes and abstentions.
I abstain.
Because he's not eligible.
He's not eligible.
Otherwise.
There's a lot of little tricky things when you're
very tricky things when you're both here.
Yeah.
All right, well, welcome to the board.
The next meeting, which will be 6 on August.
third, if you'll come maybe 15 minutes early, we'll get you sworn in and you'll sign a document and take your seat and we'll take up there.
You'll get information between now and then.
When you come to that point, you'll be up to speed early on the agenda for minutes and everything that we'll be going to come with that.
Yeah.
Okay.
They'll set you up with a district email account.
Yeah, which I think I have.
It'll just get activated again.
I'm not sure I was overturned at all.
I was over turned at all.
Yeah.
Oh, I don't know.
Okay.
Congratulations.
Thank you.
Thank you.
Thank you.
Thank you.
After this meeting.
Right.
Thank you.
After this meeting.
Right.
Right.
Thank you, Colin.
Thank you.
Thank you.
Thank you.
We're losing visitors like laughing right.
Right.
right.
Yeah.
When you're perfect.
Yeah, yeah, yeah.
Yeah.
It's swearing in, by the way, it's done by the clerk and it only takes like two minutes.
We'll swear you in before the meeting.
Yeah.
That's right.
All right.
And I also know an email, remind me everybody in the meeting.
Yeah.
So you'll get that as well.
All right.
Have a good night.
Thank you.
See you guys.
Bye-bye.
Academic.
It would be academic first.
Yeah.
This one was a combination in 2000.
Who's the vice chair?
Oh, yeah.
He never knows what tricky business we're up to over here.
Yeah, I know.
No, no.
Just a couple of work on the agenda is I'm going to just say a shout out to an organization called work
and playing one.
It's a group group.
volunteers who come into our community to help repair, in some cases, more renovate homes that are desperate need of repair for people who are very low income.
And it was coordinated between that organization and the SAU.
I happen to have a neighbor whose home is being worked on by then when it watched the work.
started today and it's amazing.
See all these high school kids who are going through training.
They're being mentored by people who have building and construction experience and skill.
And once they work on something, and they're very proud of what they're doing as well.
And so I think it's terrific.
And I got feedback from the supervisor today that of all the school districts that they've been with this far,
and I'm not sure how many that is, but it seems like quite a good.
like quite a few. They said that they've been treated by Messianic better than any other school district historians.
And the crew are sleeping here at the high school.
They're having their meals there.
They're going to have a big dinner at the end with all of the workers and all the families
who are having to work them. They're working on nine homes right now in our community.
Nine different crews of kids.
How many kids are participating?
Well, I don't know.
the total in the project today, I'd say there were 15 kids.
In just that one project.
Just the one house.
And what they were doing was they're repainting the old house in the exterior.
So they did a lot of scraping and cleaning the roof and all that stuff before they start painting.
And I mean, where is this group from?
I'm not, Claire. Do you know where they are originally from?
Well, let's see.
If you can find it, I'm curious.
Go to Manchester.
Yeah, it's a work camp, New England.
It says a nonprofit for southern New Hampshire.
They've been in a quite a few communities in the state.
Berlin, Franklin have been some of the more recent.
They were at Pinkerton Academy, Dary in Sohegan High School,
and Amherst recently as well.
as well.
So, shout out to them and thank them, as well as Ms. Inc., as for our community.
Mr. Chairman, yes.
I'll go in touch with them to get any involvement.
I think they reached out to.
Yeah, they reached out to, they reached out to the superintendent quite a bit ago.
We had been reached, they had reached out to us a few years back, and the timing didn't line up.
And this year, we, we had the capacity.
we had the capacity to support them and really we did very little but provide space, put some
parameters around for what we were willing to allow for space or what we had for space.
But they really do everything else.
We had to work off the timing so that our facility will be ready for the start of school,
but they're out of here in another, but by the end of next week.
So we're in really good shape.
We haven't heard of peep.
What is the name of the district services?
Mrs. McBee?
No. I'm thinking she was the point person for this.
Oh, no, that was, that was, so Craig was a point person here,
and then the, our outreach coordinator,
our outreach coordinator was able to point to point to
point the group to families who could use the service.
She had feedback from various sources.
What families would be needing this?
And she contacted them, contacted work camp,
and then work camp and potential recipients then dialogue together.
And that's all they chose, which ones are working.
That's a wonderful thing.
I was involved with a group that was focused on frames,
telephones for ADA compliance.
Those are expensive.
Those are expensive.
Yes.
That's great.
Thank you.
We are currently recruiting for the members for the ABC, the advisory advisory committee.
And the first meeting is going to be on, I believe, Wednesday, which was 26.
Rachel and I will be meeting with the candidates who would like to be on the VC to kind of give them an orientation of what to expect and
take it from their work.
That's August.
Yes.
And we're hoping to move a little sooner this year and then last year.
So the committee has a little bit more time.
I think they, even though we started earlier in last year compared to the previous year,
they still were a little pinched there towards the end.
Can't get everything done?
It's a lot of information.
It is.
It is.
It is a lot of information.
Got that out on social and everything.
Yes, I saw that it's posted already.
I don't know all the sites that it's posted on the school district.
website and I believe it's on like the district as well.
But we need to get that to me as well.
I will be away on August 3rd, which will be in a mixed meeting.
So I was going to ask Jeremy once again with his great degree of confidence to see for me.
And then I will be gone for a period of time from September 12th.
September 12th through October 13th.
Now with the vacancy being told,
I don't anticipate it will be an issue in kind of quorum
during the absence.
But I will be available by phone,
even on the extended stay from the 12th through October 13th.
Those are the only comments I have.
And I have reports to the board.
Sure.
I have just a couple things and then we'll just go into the
the business administrators overview briefly.
So July and the end of school is a little bit of a slower pace.
The SAU and our administrators get to take some vacation time.
We engage in hiring, which is in full swing.
We're trying to fill all of those open seats.
VMS has a number of teaching vacancies that they've been working through.
We're getting closer every day, so it's good news there.
We need parapetraper.
professionals. We've got a number of openings, both for personal assistant and
paraprofessionals in our buildings. We're looking for some people who are willing to work
with kiddos who could benefit from that kind of support in the classroom and throughout
their day. So if anyone is interested and is willing, please give us a stop in. We'll provide
you an application or can apply online at any time. We will be
Yes.
We are posted on the website.
All of our open positions are posted on the website.
Jocelyn LaPonzi just sent out a Facebook post with our open positions.
We've posted them in Ed jobs, so we're all over the place trying to recruit folks.
But word of mouth seems to be a really powerful thing.
Paraprofessional jobs follow the day of children.
So a lot of times we get moms who are,
otherwise have been stay-at-home moms and can come into the school day and work with
some kiddos while their kids are in school and there's not a disruption to their duties as a parent
necessarily.
From where I've understood statewide, that's been a real challenge.
It is. It's shortage everywhere.
We are also looking at back to school and all of the things that come with that.
We'll be putting out a newsletter with updates to all of the
of the information that has changed or information that families need to know, including
the calendar, start and end times of the day, bus routes, all of those things will be coming
shortly.
HB-1, HB-1300 was signed into law.
This is the tax cap.
Mr. Gluck was just talking with me about that.
This essentially requires a question on the ballot to ask about a limit to property tax
growth for the district.
It requires a question.
three-fifths threshold to pass and would be in effect for two years should it pass.
Increases could align with inflation as measured by the CPI.
This also limits the administrative costs of the district budget to just 6 percent.
When we talk about administrative costs, some of the examples are management functions,
the superintendent's salary, HR, IT, payroll, legal, and PR costs.
are all administrative costs under this and there are likely others that that would fall
under those categories.
So that would have to be 6% of the overall budget.
I don't know where we stand with respect to that, but I would imagine 6% is a rather large
number, and we can certainly do a thorough evaluation as we move closer to budget season
to see where we are with respect to that.
Is the state given a definition as to what positions?
For the managerial?
No.
What they have provided are the things that are directly linked to classroom instruction in those functions.
So when we talk about the Department of Education, administrative positions would be, I would
fall under an administrative position.
I don't necessarily fall as an assistant superintendent as related to instruction.
As a curriculum director, I would be more related to instruction.
Principals, assistant principals likely related to instruction would be my guess.
They currently are that way. Student services related to instruction.
Yeah, yeah. So those more nuances will be coming there on that.
And then, just as always, Mrs. Anderson provided a
a fantastic board report.
Her estimation of the fund balance is hovering around $1.8 million.
It's incredibly healthy fund balance for this past school year.
So her report goes into lots of details, talks about the food service student balances.
It is a little lower than it has been, that it was in May, June 30th was a little lower than
was a little lower than May.
All good news.
New accounts over 5,000 are listed there.
Nothing that's surprising all things that were approved by the board
or things related directly to students or staffing.
Expenditures are listed and revenue is listed.
Revenue again, came in very healthy this fiscal year.
So these are unaudited numbers, but several details there.
Happy to bring questions back to
to Rachel.
One of the things that I noticed in the report is that Rachel was anticipated
that the amount of what was returned to the virus last year would be returned this year.
That she goes on to say that she doesn't need a fact on the text.
Well, that will be determined, I think, in October for the most rally taxes.
So that's going to be good for the buddies to know.
Yes.
And I actually just like to say.
Thank you to our administration for penny pinching,
because I'm sure that never has a lot to do with being so fiscally
responsible in pens.
Penny pinching.
We've really got a sound business administrator who holds everybody to the tasks of
things that need to be done.
And it is, she's a toughie.
Yeah, we're grateful for it.
Melissa, what percentage of the balances due to positions that weren't filled or weren't
able to be filled?
Yeah, so Rachel does go on.
the end of her report to talk about a little bit more of a thorough analysis.
And I think that's important to keep in mind, especially when we're going into this season.
While it's healthy, is it unique to circumstances, and these are Rachel's words, unique to
circumstances that are FY26, or is there something about the budget that we need to be mindful of?
So as we move forward, she will be able to do that analysis a little more thoroughly.
Always, I think we want to rely on numbers that are audited before we kind of, you know,
sign seal and deliver something, but I have no doubt that these are secure in that she'll be
able to give us a little more detail.
Well, I certainly can ask.
Last week or the week before, I said it was very important, you know, that one of the highlighted
items was that that money was available because of the, you know, X portion was unfilled positions.
So it's not like, you know, we asked for a whole lot more and didn't use it.
we couldn't fill a position, so that was left open.
Okay.
Good point, very good point.
Anything else on a new topic?
Did you want to talk about the school calendar?
I certainly can talk about the school calendar.
I certainly can talk about the school calendar.
School calendar just has a minor update as we had spoken about way back in June.
It seems like a lifetime ago.
Hybridge Hill is moving to trimesters for instructional and reporting purposes, report card purposes.
And so the calendar is just updated with the end of those trimester dates.
So you'll see that the first trimester ends November 24th.
Second trimester ends March 12th and the last trimester ends on the last day of school.
Typically grades will be reported just ahead of that.
Report cards will be sent home at that.
time. And we are really looking forward to bringing competencies forward.
We have a mock report card ready to go very shortly, so you'll see at August 3rd what the
new one looks like. And Mr. Saunders and Mr. Heath-Fincent have been collaborating on getting
this going, getting it in Power School, getting it functioning appropriately, aligning the
professional development for teachers who need to do something a little bit different in order
to navigate this, but very much simplified report card.
Very much simplified.
So the time that's gone by, how has reaction been from parents and the community
and gun switching to the trimester?
We have not heard anything negative or positive about it.
Our teachers are in full, full support, really came from them.
Yeah.
And what they feel like is that they have a greater window of time to call.
collect information and data about students before we're assigning them a score.
Right.
At the elementary level, that just seems reasonable, right?
These are, that's their formative years.
We don't necessarily need to know whether they're perfect or not yet.
We just need to know are they growing forward on a trajectory?
And so this just gives a more opportunity to do that.
I think it's great. I really do.
I think the other one was, it was almost like you were measuring the horse before it got out of the gate, you know, where this
gives you at least some room to evaluate to have gone through some exercises or whatever.
And I think it's evidenced in the standards, right?
The standards, as they were, are meant to be end of year standards.
And so at any point I'm going to report on those, what I'm looking for is proficiency before it's intended, right?
We, but that's a hard thing to explain to a family who isn't used to that kind of a report card or that kind of an experience.
Here's a report card and it says lots of two things.
of twos on it. Well, twos are not, we're not quite there yet. But that doesn't mean your
student is a struggling student. It just means that we're on a pathway forward and really
we're looking for those threes and fours at the end of the school year in those categories.
I have a, I have a perfectionist child. So if she received a one or a two on that report card
at any point, you know, that could have been a really detrimental to her, right? That could have sent
her center in a different direction in terms of her capabilities, her self, you know, self-worth,
her self-value about things, and we would have to have had a whole thing about it. My son, on the
other hand, would have been like, but anyway. So this is a little bit of a different pathway forward.
Sure. To speak to your point, Steve, as a parent of a elementary student, I don't know if we've been
told. I don't recall seeing anything, hearing anything. I don't know if that information is out there,
so I don't know if that's why we're not getting a response from the parents.
It's because, you know, not that I think the parents are really going to have a major issue with it in any way.
Like, you know, they just want to make sure that their child is doing well.
But I don't think that information has gotten out effectively to all the parents.
Thank you.
And that's a great point, Jeremy, because I also believe that for the students, going back to Melissa's point on, you know, getting a one or two,
that we should make sure that we spend a little time.
with the kiddos, with, you know, think about this as a mile marker.
You know, it's not that you're a failing student or whatever.
It's a mile marker on your way on the journey.
But thanks for bringing out, Jeremy, because if you don't know, then I would assume a lot, don't think.
Yes, we'll be sure to rectify that shortly.
We'll get that out there.
Do you want to go on to depend on in its contract?
I certainly would.
NWA is our district-wide assessment tool.
Last year we added on the science component.
It was requested by the staff and by the administration at BMS and the high school also adopted
it and has used it as an effective tool to check in to see that kids are meeting what they need.
This is a renewal contract for us.
The one that you see on there is a little higher than the one that it is actually accurate.
I'm looking for approval for the NWEA contract renewal for $12,250 total.
Any questions?
I have a motion to accept the $12,250 to approve $12,250 to approve $12,2005.
Second?
Second.
Second.
Hi.
Any opposed?
Any abstentions?
Thank you very much.
We'll be moving on to the administrative course approval.
That's great.
Yes.
Well, you'll see we have an administrator who's looking, who has actually started Human Behavior
in Organization course.
This is a budgeted item already in the in the 27 budget.
The administrator is looking for approval of $1,977 for the course and $87.
$87 for the book to come out of professional development funds and course approval funds.
Melissa, if you just remind me with the contract, because I know, didn't we change the contract?
Yes.
The up treat to the contract is that that administrators would have up to $2,500 for
courses.
Right.
It's right.
It's a good change, I think.
I may have a motion to accept or to give approval for an
expenditure of $1,000,000,000 and $27,000.
I'll make that motion.
We have a second.
Second.
On favor.
Aye.
They're opposed to the abstentions.
We'll give you an motion.
We'll give you a motion.
Moving on to Mr. Ray, the vendor approval for the new commercial borer.
Yes, Mr. Reynolds prepared just before he's taken off to the islands.
A request for the commercial zero turn mower.
As you recall, this was built into his budget request.
And he's looking at purchasing the engine house X mark 60 inch zero turn mower for 15,500
$19. I was talking with Neyman, who is the Craig's second in command. When Craig is away,
Neiman steps up to the plate. And Neyman really wanted to make sure that everyone understood that
the X mark is in alignment with the current models that we have. And so when it comes to maintenance,
preventative maintenance, fluids, parts, all of those things, if something were to fail on,
one or on two of them and one of them was further from repair.
They could borrow parts from one to make the other hole.
And he thought that was a huge value for the particular mower that they're looking at.
Just looking for approval to purchase the engine house from the engine house $15,519, 60 inch X mark zero turn mower.
I have a motion.
Make that motion.
Second.
Thank you.
Hi.
Hi.
I do want to make the comment.
I've noticed that through all of the request that Mr. Reynolds has put it through through,
he has very diligently reached out to at least three vendors.
And I'm sure he has looked at the qualitative differences as well.
But he has always selected the least expensive when they appreciated his
his diligence in considering those kinds of issues as well.
All right.
Moving on to the government-wide administrative statutory and national policy requirements.
It's great.
Yeah, so as you know, we receive federal grant funds.
And with this year's grant grant award notice, we received updated national policy requirements
in statutory.
guidance, which has been included.
The good news is that we already have a suite of policies,
the DAF policies, which are for second read this evening,
that cover the bulk of the things that are there.
This guidance was updated just in June.
However, our current slate that we're going to approve, that I'm hoping you will
approve tonight, covers much of the things that are included in the
included in this update.
Some of the things that we had to be, we have to be watchful for,
in particular were things noted around DEI.
We don't currently have programs identified as DEI programs
just being careful about any indication or discriminatory practices there,
with any of those.
Whether they be in a positive direction or a detrimental direction,
detrimental direction. Any of the discrimination is noted as discriminatory,
according to the current presidential administration.
So that is there.
However, we are not in jeopardy or risking any federal funds with any of the things
or programs that we are doing, and our policy is in good shape.
So I just wanted to let you all see that and be transparent about the guidance that came forward.
Any questions?
Comments about that?
Well, thank you.
And I'm going to be the NHSA service renewal.
NHSBA, yes,
NHSBA service contract this year includes the membership dues policy subscription
and the workshop subscription with a total of $5,091.3.
And because we're over that $5,000 mark,
just need approval from the board to.
from the board to enter into this renewal.
We have a motion to approve the $5,000 and $3.
Yep, so moved.
I mean, just the educational part plus the policy database are worth that.
Absolutely.
Second?
I'll second, no.
All in favor?
Aye.
I.
Thank you very much.
Moving on to policies.
It was great.
That's great.
Do you want to know?
Yes, as I mentioned, it's the DAF suite, the administrative, administration of federal grant funds.
This was brought to you.
In June, this is the second read of these.
They are lengthy.
It goes into all of the requirements for procurement, for debarment, all of the things,
regulations around federal grants.
And as I mentioned, doing a comparative analysis this afternoon,
afternoon we are in alignment for the most part with very subtle changes.
We'll have to be mindful of categories for discrimination, those kinds of things, and clean up some
of those technical pieces shortly, and NHSBA will support us in that.
But overall, the bulk of what we need to make sure that we're doing is captured in this policy
that I'm hoping you'll approve tonight.
I have a motion to approve the PIA policy.
Some.
Second?
All second.
All the favor?
Any opposed? Any abstinence?
Just one quick question, Mr. Chapp, Melissa, it looked to me that the vast majority,
97, 98% was boilerplate from the NHSBA, so it is policy as okay.
So I was comfortable.
It's like, all right, fine, I'm just checking.
Yeah, we try to stay in alignment with NHSBA as much as possible, largely because they've done all of the legal vetting for us.
And they've done the legwork.
And unless there's something contrary to particular district values, right?
Right.
Or particular board appetite for something, we're not going to become more lenient, oftentimes more restrictive.
Otherwise, we let it fly.
All good.
Moving on into personnel now.
Melissa, would you like to...
I certainly can.
You'll see in your personnel folder two personnel reports.
We had an addition.
The adjustment I'd like to talk about in non-public if anyone has any questions.
But we are, as you can see, working hard.
I can see working hard to, this largely encompassed things that happened at the end of June and up until this point for hiring.
And a lot of these have already been approved and are moving forward as the board graciously allowed me to the permission to hire over the summer.
And we are just continuing down that pathway and filling gaps.
The adjusted agenda is an internal candidate who,
who unfortunately for the position we had two candidates apply.
One of them rescinded the application.
The other we interviewed did not have the credential.
Went to the Department of Ed to look at, look into the credentialing that person,
and the Department of Ed said they were ineligible for the role.
So that didn't get us anywhere.
So we had to pull from...
from an internal source.
And thankfully, this person is willing to step up to the park, to the plate and take on the roll.
Good.
I have a question about 13 and 14.
So I would assume that student schedules have done and there is a need for what you're asking for
here on 13 and 14.
Oh, yes.
Yes.
Yep.
Yep.
Those two also are, will long.
will largely be covered by the revenue generated.
On three through six, what is current hourly rate?
Yes.
So those are all administrative positions, and so their hourly rate varies based on their current rate of pay.
And I can tell you it's between $50 and $55.
dollars depending on seniority there.
Is there an issue with six?
No, no.
Because it says Kerr.
Yes, no.
No.
It would be the...
Whatever.
Whatever.
I have a question about five.
Is number five providing mentorship or receiving mentorship?
Providing?
Receiving.
Receiving.
So...
These are all receiving.
Oh, they're all receiving.
thing except for number six.
Except for number six.
Yeah.
Oh, okay.
Okay.
That's what threw me off.
Yeah.
Mentorship, it should have been collaboration, which is a better word for what's happening here.
This happens outside their normal work.
Yes.
Yes.
It provides, it allows the opportunity for our principals and our assistant principals to have some
valuable work time in the summer.
Okay.
And it builds their administrative.
are AP's administrative capacity, you know, to move forward in their career.
Okay.
Thank you.
So, what are you asking for?
I'm looking for approval of the personnel slate, both the original and the amended slate, if you so choose.
May I have a motion to improve the original as well as the amended personnel slate?
I'll make that motion.
And second?
Second.
All in favor?
Hi.
Any opposed to the extensions?
Thank you very much.
All right.
What's that what that's good?
Who knows is in public comments?
Do we have anybody online?
No?
No.
Okay.
I doubt somebody's going to show up at this point.
So, agenda building.
Is anybody have anything that would like to
which they would like to propose to be on the next agenda.
With regards to committee assignments, we're going to want to finalize the next meeting.
I think you mentioned a couple of one that you wanted to be on or because you're going to get these assignments.
I know you're not going to be here, but I think it's important to get those assignments in so we can start getting other meetings.
And along with that, the scheduling, I think it would be great if everybody on the board knew when the meeting
are taking place for all the committees in an easier format.
Yeah, absolutely. I will get that information out to everybody.
I know that you had agreed to be with facilities as well.
Yeah, I was hoping Craig would be here tonight.
I think that's just of Jeff's as well.
Oh, great.
Consider it.
And if it's something good about to pursue it, that's fine.
I can also get Jeff involved in one committee.
Let me know.
Yeah, yeah.
No, I actually, you know, I, there would be no problem.
be no problem with me. If Jeff, I could spend some little time with him mentoring him, but we meet with Craig. I mean, just say what we've been through. You know, if I can help that way, otherwise.
I know Jeff was involved with Craig during the budget bill.
Oh, good.
He was on that.
Fine.
Yeah.
It's kind of his area of expertise.
Yes.
Excellent.
Excellent.
Yeah, and I'll get out information to each of me with the respective communities.
And Melissa, do we have a date?
Melissa, do we have a date yet for our negotiations?
Yes.
Yes.
Yes.
Fill us in publicly or later?
Sure. No, I can fill you in.
Mesa negotiations.
We're looking at August 11th and August 20th.
Times to be determined, whether that's a morning or an afternoon.
I think we were trying for earlier in the day as opposed to later in the day.
Mitch, you'll be here for the 8-11, right?
Yeah, I'll be here for those.
for the 11th and the 20th.
If it's okay, I may, I may, schedule-wise, I may join you just so I see the tone.
I don't think you can.
Isn't that a forum?
Who else is going to be there?
Oh, yeah, no, I can't.
No.
Although there may be a loophole in negotiations because the lawyer is there.
It's considered consultation with a lawyer.
I'll reach out to Kathy and ask her.
Yeah.
Any consultation with a lawyer and negotiations is usually.
is usually exempt from that.
Then I would assume we're meeting beforehand with.
Yes, we will be having a...
Yes, I did share...
Yeah.
I shared in your... I shared an email for those of you who are on the negotiations committee
documents that Kathy had for record and for conversations.
Excellent.
All right.
We need to, at this point, I'm going to...
point going to non-public. So I'd like to have somebody make a motion to enter into public.
Make that motion will enter into public under...
Under RSA 91-91-A, column 3. Roman No, 2, A or C?
Yes.
I would make that motion.
Okay.
Second?
Second.
On fair?
No, local.
Yes.
Yes.
Yes.
Yes.
Okay.
It is now 658, we'll say, and we'll take maybe a three-minute break and then come back and we'll get into
the home.
But if you get the personnel work done without having to go with a bunch of questions.
Yeah.
There was a hole.
Yeah.
Are you needing a signature?
How are you?
Yeah.
That's one of things to mention to Jeff is the signature.
signature.
Manifest.
And I think, you know, the two big important things.
