Call Meeting to Order:  The meeting was called to order at 6:02 pm in the Town Hall second floor 
meeting room. 
 
Approval of Agenda:  The agenda was approved as printed. 
 
Approval of Minutes:   David Mank moved and Bree Rossiter seconded a motion to approve the 
minutes of 08/27/2026.  Motion passed with 5 yes votes. 
 
PERMITS AND APPLICATIONS

Planning Board/ZBA Department Head Review Agenda Items: 
P26-24, Green Light Development, LLC, Erik Jones, Manager, Map 8 Lot 25, 182 Frank 
C Gilman Hwy - Proposal: Amended Subdivision to update the site layout to  
accommodate minor surface upgrades and to change to condominium ownership.

Wetland Permit By Notification (PBN): 
PBN 2026-    William Moores, M76, L18, 144 Rattlesnake Island – Permanently remove 
existing 5ft x 32ft seasonal dock.  Repair or replace an existing 5ft x 24ft wharf with 
seasonal stairs into the lake as a water access structure (WAS) in-kind with no 
change in size location or configuration.  Proposed installation of a 6ft x 40 seasonal 
dock in the same location as existing dockage and a 4ft x 7ft concrete anchoring pad 
tied into existing rocks and ledge at shore.  Proposed relocation of one existing 
seasonal PWC lift and installation of a single seasonal boatlift and one seasonal PWC 
lift.

PBN 2026 -  New Hampshire Electric Cooperative c/o Sean Donovan, NHEC ROW, 
Lake Winnipesaukee – Proposed utility maintenance work located within an existing 
and maintained NHEC Distribution Line ROW associated with Sleeper and 
Rattlesnake Islands in Lake Winnipesaukee for replacement of an existing 
underwater utility cable (i.e. submarine cable) in an existing NHEC right-of-way 
located on the shore and within Lake Winnipesaukee.

Standard Wetlands, Dredge and Fill Applications (STDWET): 
STDWET 2026-   Evans Family Rev. Trust, M54, L19, 6 Legal Lane – Wetland approval 
2024-02502 is being amended to extend the replacement of more lake wall than was 
already approved.  Also, the approval is amended to relocate the existing lake steps, 
replace a concrete shelf on the lake wall, and to replace the permanent dock.  Also, 
amended in the displacement of rocks in the navigational area of the dock.  No work 
has started on the Wetland Permit Approval 2024-02502.   
The Commission has no objections to this application.  
 
STDWET 2026-   Lois A. Day Rev. Trust, M41, L5, 11 Virginia Court – Proposal to 
replace an existing permanent piling supported dock repaired under NHDES 
Wetland Permit 1997-01339 accommodating two boatslips with a NEW seasonal 
6’x40’ crank out dock in the same general location to better accommodate the two 
boatslips as defined as 8’ wide x 25’ long x 3’ depth (when measured at full lake).  
Provide a 7’ wide anchoring pad behind full lake elevation to anchor the proposed 
dock per Enc-Wt 513.13.  The project will meet Env-Wt 307.13 (d).  This dock is in 
common with TM# 41-6, 13 Virginia Court (each owning one boatslip) and abutter 
consent has been received.  
The Commission has no objections to this application.  
 
STDWET 2026-   Eric & Christine Johnson, M55, L13, 166 Roger Street – Proposed 
plan is to construct a perched beach. 
After discussion, the Commission would like confirmation that the location of the proposed perched 
beach is not a wetland. 
 
Shoreland Permit Applications (SP):  
SP 2026-02339 Madge Nickerson, M48, L33, 15 Loud Road – Proposed project entails 
the installation of a new subsurface disposal system to support the expansion of an 
existing home from (2) bedrooms to (3) bedrooms.  The new disposal system replaces 
an existing substandard disposal system and a new drilled well will be installed on 
site.  There is no net increase in impervious area on site for this project and there are 
no trees or existing natural vegetation that will be cut or removed to facilitate the 
installation of the new system.  
The Commission has no objections to this application.  
 
Reoccurring/Unfinished Business & Projects:

1) Water Quality testing and monitoring 
• VRAP invoice – Russ Wilder moved and Tara Lamper seconded the motion to pay the 
invoice for $320.00.  Motion passed with 3 yes and 1 abstain votes. 
 
2) Master Plan ConCom Action Items – There will be a Master Plan Implementation 
Committee meeting with Cameron Armstrong on 09/21/26 at 6:00 pm in the Town Hall 
second floor meeting room.

• Sawmill Brook Site Visit Report 08/31/2026 – Gene Young moved and Bree Rossiter 
seconded the motion to accept this report.  There will be another site visit on 09/26/2026.
