Capital Improvements Committee (minutes)
The Capital Improvements Committee met on August 31, 2026. They unanimously approved the July 28, 2026 minutes with a revision clarifying Parks and Recreation contributions. The Bow School District reported drawing $46,000 of approved $500,000 CIP funds for the completed elementary school renovation. Upcoming 2027-28 projects include Blue Light Warning Systems ($40,000 each), flooring asbestos abatement ($62,974), irrigation extension ($75,000), LED lighting ($50,000), and roof replacement ($252,000). A proposed three- to four-year HVAC replacement project totaling $2,850,000 aims to avoid bonding. Committee members requested the Library Director return with revised project information and explanations. The Facilities Manager discussed paving projects and vehicle replacement. CIP Committee –Unapproved Minutes Page | 1 August 31, 2026 Town of Bow Capital Improvement Committee August 31, 2026 Unapproved Minutes The Capital Improvement Program (CIP) Committee met, Monday, August 31, 2026 at 5:30 PM in Room C at the Municipal Building, 10 Grandview Road, Bow, NH. Committee members present: Vice Chair Glenn Dugas (Citizen Representative), Harry Judd (Citizen Representative), Jenna Reardon (Alt. School Board Representative), Angela Brennan (Selectboard Representative), Jonathan Pietrangelo (Planning Board Representative), and Jeffrey Knight (Budget Committee Representative). Absent (excused): Mark Davis (Citizen Representative) and Martin Osterloh (School Board Representative). Also present: Finance Director Cheryl Lindner, Facilities Manager Chris Andrews, SAU Business Administrator Duane Ford, Library Director Kaitlin Camidge and Library Trustee Shari Vincent-Crisp. I. Call to Order The Vice Chair called the meeting to order at 5:30 PM. II. Approval of Minutes – Harry Judd moved to approve the minutes of July 28, 2026. Jeff Knight seconded the motion. Vice Chair Dugas called for comments. Harry Judd wanted to clarify Section III Department Reviews – Parks and Recreation to note Director Little stated the contribution of $150,000 couldn’t be maintained ad infinitum. Both the motion maker and seconder agreed to the revisions. A vote was called on the revised minutes which were carried by unanimous vote of the Committee. III. Department Reviews Bow School District – Business Administrator Ford gave a brief synopsis of several school projects completed over the summer. i.e. all projects in the infield and replacing the flat section of the roof of the high school. The Bow Elementary School (BES) renovation/addition is complete. The district was approved, at the annual school meeting, to draw $500,000 CIP funds. They have only drawn $46,000. CIP projects projected to be completed in 2027-28 include: a Blue Light Warning System for each of the three schools. This was a recommendation from a safety audit performed on the buildings. Cost is estimated at $40,000 each. Bow Memorial School (BMS) - abate and replace the remaining asbestos flooring, estimated cost $62,974, extend irrigation to the remaining sports fields, $75,000. There has been some discussion about the track at BMS and whether to repair or remove it because the high school also has a regulation track. The Committee would like to see the track fixed if the decision is to keep it. Administrator Ford will check on the status. Bow High School (BHS) - LED lighting, $50,000; replacing the roof on the gym portion of the building (Phase 2), $252,000. Complete replacement of the HVAC units on the BHS building is being proposed over a 3- to 4-year period, total estimated cost of $2,850,000, to avoid having to bond for the project. Baker Free Library – Library Director Kaitlin Camidge explained changes/adjustments have been made to some of the projects listed on the library’s CIP. After much discussion, Committee members decided they would like to have the library director come back to the Committee with an explanation and revised information for further discussion. They suggested adding items to the listing which will eventually have to be replaced to allow for better tracking of the projects. There were questions about what was included, or not, in bids/quotes for the projects. There was also some discussion on whether to put the HVAC replacement in a separate warrant article or leave it in CIP. CIP Committee –Unapproved Minutes Page | 2 August 31, 2026 Buildings and Facilities Department – Facilities Manager Chris Andrews reviewed the department’s proposed CIP projects. Some of the information and decisions on the proposed projects may change depending on input of the Buildings and Facilities Advisory Committee (BFAC) after they meet. There was much discussion about the municipal building parking lot paving and safety concerns and replacement of the 2013 truck and plow, currently being used for plowing of municipal lots. The Committee mentioned adding “place-holder price(s)” until final pricing is available. Further explanation is needed for some items pending decisions made by the BFAC. V. Meeting Dates - The Committee decided to hold the next CIP meeting on September 14, 2026, 5:30PM in Room B at the Municipal Building. VI.
