September 17, 2026 Monthly Meeting
The Board permitted Erik Bissonnette and Erica Stevens to hold a wedding at Meetinghouse Beach on October 16, 2027, contingent on a May meeting confirmation regarding specifics and parking. Commissioners voted unanimously to approve a three-year lease with Hillsborough Property (10/1/26–9/30/29) and authorized the Treasurer to make a supplemental deposit to match the required $1,200.00 security deposit. A motion to install a mailbox cluster box also passed unanimously. Rafts will be removed by September 30, 2026. The Trunk or Treat event is scheduled for October 24. The BlueLeaf pilot test begins in late October for 45–60 days. LCCR documentation review is due September 24, 2026. 1 ` Emerald Lake Village District Office: 147 West Main Street Hillsborough, NH 03244 Tel: 603-464-3128 Emerald Lake Village District (ELVD) Monthly Commissioners’ Monthly Meeting September 17, 2026 In attendance: Brett Taber (Commissioner) Josh Poff (Commissioner) Lorinda Giarrusso (District Clerk) Other people in attendance: Erik Bissonnette Erica Stevens Roll call of officials completed. The meeting was called to order at 6:31 pm by Commissioner Taber. We had a quorum. Public Comments: None Request for Beach Usage: Erik Bissonnette and Erica Stevens attended tonight’s meeting. They wanted to discuss their upcoming wedding on 10/16/2027 and their desire to hold it on the Meetinghouse 2 Beach. They stated there would be forty (40) guests and they would like to put up a tent, chairs and have a food truck present. The time would be approximately 6:00 pm – 10:00 pm. Commissioner Taber thanked Erik and Erica for giving us so much notice and he stated that if Erik and Erica were planning on having any alcoholic beverages that they should obtain an Alcohol Permit Rider. That way, if anything happened, they could show law enforcement they have the Rider and it would be beneficial for them to have one. “A lot of insurance companies offer this kind of policy”. We can make sure the beach is cleaned up and offer assistance with placements. Whereas the event is in the evening, there is usually limited usage. Whether there are forty (cars) vs. 10 or 15, we can look at alternative roads if needed. Commissioner Poff asked, will the pop-up tent and chairs be picked up the same night? Commissioner Taber stated that where the next day is a Sunday, if they were not picked up until the next morning, that would be OK. If they could use 10 am as the target time for pick-up, that would be good. Commissioner Poff requested that any and all trash be picked up and to limit the use of any “glass” as children and dogs play on the beach. Erik and Erica asked if they could rent a port-a-potty? Commissioner Taber said “yes”. They can have us leave our Beach Port-a-Potty for an additional month and pay the cost OR rent their own. The port-a-potty that is currently on site has handicap access. It’s cost, a month, is $200.00-250.00/month. A standard one is $100.00-150.00/month. Erik and Erica stated they will know by April 2027 how many people will be coming and they will let the Board know. Commissioner Taber stated he could then tell them how to best maximize parking. It was agreed by everyone that Erik and Erica will come to a Board meeting at the 1st meeting held in May and we can confirm all specifics, but the Board did give permission for the use of the Beach. PROJECT UPDATES: Water Meter Project: Commissioner Taber reported that the installs are still pending. He had received a response from Aquaman. Aquaman is fully aware this is TIME-CRITICAL! HUMMINGBIRD TREATMENT: Commissioner Taber reported that this Project is still ongoing. The installation of the fencing is required by Dig Safe, and the work will start tomorrow or next week. We will need to do a site clean-up. We are waiting for the VFD’s to be installed. Once that happens, they can complete the SCADA and get the well pumps done and tying them into main lines. Commissioner Poff asked, “Are we still waiting for the generator. Commissioner Taber stated, “yes”. It is due in December. There is plenty left to do and we are pushing them, weekly. 3 OTHER PROJECTS: Commissioner Taber stated he connected with our Postmaster. The Board has previously approved lights and a heater (14’ LED’s and 6-foot base heater). These items can be purchased for under $300.00, and we can coordinate getting them installed before the winter. Commissioner Poff asked, “why are we not allowed to have a key to this room? Commissioner Taber responded the Postmaster changed the lock. The only authorized parties are if there needs to be any maintenance on the structure. We will have to coordinate with him. You are only allowed an hour a day. If it’s longer than it has to be coordinated with all parties involved. Commissioner Poff asked if we knew the cost and timing. Commissioner Taber stated we don’t know yet. Hanging the lights might take a ½ hour (inside). We will make sure to make a request that the outside light switch will be left on for safety for our residents when they pick up their mail. Commissioner Poff offered to put a different cover on the switch, but Commissioner Taber stated he is putting up a block. The Postmaster has asked us to remind our residents to pick up their mail on a timely basis, every week/day. He has told us that recently, residents are not picking up their mail for weeks at a time. The Postmaster has to then shut the box down and close it. Then, a resident will have to PAY to get the box open. If you are going to be away, you can stop your mail and then re-start it. The mail will be held at the post office. You can go online to do this. It is very easy. Go to USPS.com; Create a Username and Password. Click on HOLD MAIL. If will ask you for a start date and a pick-up date, then click on Manage Hold Mail Request. After you’re done, they will email you a USPS Hold Mail Confirmation Number. TRUNK OR TREAT: Commissioner Taber reported that this year’s TRUNK OR TREAT will be held on Saturday, October 24th: a. Set up: 4:00-5:00 pm. b. Trunk or Treat: 5:00-7:00 pm. There will, again, be two (2) pinatas. This will start at 6:30 pm. There will also be games for the kids. Decorate your trunks. We will be giving out 1st, 2nd and 3rd place for the best! If anyone would like to donate if you have any questions, reach out to Melissa Taber at 603-491-7854. 4 BEACH LAKE RAFTS: Rafts will be pulled from the lake by 9/30/26. Commissioner Taber said he will get the winch from Commissioner Przybyla. Commissioner Poff offered to assist with this. Commissioner Poff asked about” personal docks or rafts in the lake”. This is the individual resident’s responsibility. Commissioner Taber stated that we offer a month’s advance notice. A “board” a week is removed at the dam. PILOT TEST/BLUELEAF: Commissioner Taber reported that BlueLeaf currently has full schedule. Wright Pierce is trying to get exact dates. Tentatively, the work will begin at the end of October. It will be a 45–60-day process. We hope it will be done by the end of December. LCCR: Commissioner Taber reported that Hazen &Sawer has sent this. We have until 9/24/26 to review and make any changes. If we choose not to submit anything, we are responsible to send it to the State in a timely manner. Commissioner Taber stated he will review this weekend and gave copies to the other Commissioners for their review. Commissioner Poff asked for clarification about what LCCR is for. Commissioner Taber stated it is for review of unknown curb stops for the District as well what’s in resident’s homes for piping. We have another 7-8 years to take corrective action. We will again be working on this next year and getting the required information to the State. LEASE AGREEMENT: Commissioner Taber reported that it is time to renew our Lease. It will renew October 1, 2026. He has read over the Lease. Section 2 (Security Deposit) had a difference in value, of money retained this year. (single month retainage vs. two (2 months). We do pay our lease, every month, in advance because if not, (it has to be there by the first (10/1) …) and we would be late. Commissioner Taber asked if we wanted to take twenty-five ($25.00) from each Budget (Water and General) to bring us up to date with the new rate? I will work with the Treasurer to make a deposit to the Bank to hold the security. ($350.00-400.00). Do we want to do a 50/50 split between the General and Water Budgets or just Water? “We have more funds in the “Water Budget”. Commissioner Taber MADE A MOTION for our Treasurer to make the supplemental Security Deposit to the Bank account to match the required security deposit level of $1200.00. Commissioner Poff SECONDED THE MOTION. ALL IN FAVOR. 5 Commissioner Taber MADE A MOTION to enter into a Lease Agreement with Hillsborough Property for a three (3-year) Lease Agreement from 10/1/26 – 9/30/29. Commissioner Poff SECONDED THE MOTION. ALL IN FAVOR. CLEAN WATER/STORM WATER SUPPORT: Commissioner Taber reported that the NHDES sent in the Notice regarding CWSW support. They are reaching out to see what kind of technical support they offer and will be offering suggestions and possible inspections before snowfall. It may have to be after, but before vegetation grows back. Wright Pierce also had conversations with the suppliers regarding backflows and have spoken to a number of vendors: 1. Master Meter 2. Kampstrup 3. Neptune Meters 4. I expect to have updated information net week. Our initial quotes were for 3-5 years. I have reached out to Wright Pierce to see if we have Engineering funds or need to draft a new one. ASSET MANAGEMENT TRAINING SEMINAR – NHDES – TECH SUPPORT OFFERED: Commissioner Taber said that NHDES is offering a training seminar on November 18, 2026. The cost for the all-day event is $45.00 and is considered an educational event. He asked if the Board would consider paying this fee so he can attend. Commissioner Poff stated he would like to attend also. Commissioner Taber stated they would need to register this coming week. He will reach out to Chairman/Commissioner Przybyla.
