On September 5, the Select Board and Road Agent met with property owner Paul Tremblay regarding drainage issues at 128 Clark Road. In Attendance:  Rich Zacher, SB Chair, Jan Ledbetter SB Member, Chris Kinville, Road 
Agent, and Paul Tremblay, Property Owner
The Select Board and Road Agent met with property owner Paul Tremblay to discuss 
roadway drainage concerns and the absence of a driveway culvert, which is contributing to 
water flowing across the lower driveway.
The discussion addressed the Town’s responsibilities regarding trees, roadside growth, and 
highway safety under RSA 231:150, as well as the property owner’s responsibilities for 
driveway access, drainage, and culverts under RSA 236:13, VI.
The Board reviewed a driveway permit issued to the property owner on December 12, 1998, 
which included the following condition: “Install culvert under driveway, 12” diameter 
minimum, to be graded so water does not run onto roadway.”
The Road Agent provided observations regarding water flow in the area and offered to assist 
with grading within the Town right-of-way above and below the driveway entrance.
The property owner indicated that, due to his work schedule, he would be unable to address 
the culvert issue until after the winter season. Following discussion, the parties agreed to 
revisit the matter in the spring.
