Board of Assessors Meeting (minutes)

The Board of Assessors approved several motions at their September 15, 2026 meeting. Nicole Howley and Bryan Clark voted unanimously to grant Veterans Credits to Denise Schwendimann and Bonnie Peaslee, while Daniel Durant's application was tabled. They also approved Solar Exemptions for Mathew Pelrine & Hannah Josephson and the David & Sahar Snyder Trust. The Board granted a tax abatement of $83,900 to Joshua and Marney Durand, resulting in a refund of $1,371. Land Use Change taxes were accepted for three properties: Michael Guiney ($16,000), Michael Breton & Beth Ayers ($35,000), and Connor Guiney ($20,000). The Board reviewed 2025 and 2026 comparison values submitted by Municipal Resources, Inc. The meeting adjourned at 6:30 pm. MINUTES MEETING
September 15, 2026

The meeting was called to order at 6:00 pm.   
It was noted that Board member Jacques Belanger was unable to attend this evening's meeting due 
to a prior commitment.  
Minutes of Meetings:  Minutes of June 16, 2026 meeting were reviewed.  Bryan Clark accepted and 
signed the minutes.  Jacques Belanger will sign later.  
Applications for Veterans Credit:  The following applications for Veterans Credit were reviewed:
1. Denise Schwendimann, 11 Clifford Farm Road, lot #H2-04-03.
2. Bonnie Peaslee, 1011 Gorham Pond Road, lot #C3-01-06.
3. Daniel Durant, 43 Overlook Drive, Lot I4-01-22.
Motion:  The motion was made by Nicole Howley to grant the Veterans Credit for Denise 
Schwendimann, lot #H2-04-03 and to grant  the Veterans Credit for a Surviving Spouse for Bonnie 
Peaslee, lot #C3-01-06 as recommended by Municipal Resources Inc. The motion was seconded by 
Bryan Clark and the vote was all in favor.  Motion Passed.  
The application submitted by Daniel Durant, lot #I4-01-22, was reviewed by the board and tabled 
for further clarification. 
Applications for Solar Exemptions:
1. Mathew Pelrine & Hannah Josephson, 1003 School Street, lot #E3-05-08.
2. David & Sahar Snyder Trust, 5 Birchview Drive, D3-02-05.
The board reviewed both applications for Solar Exemptions.  
Motion:  The motion was made by Bryan Clark to grant a Solar Exemption for Mathew Pelrine & 
Hannah Josephson, lot #E3-05-08 and for David & Sahar Snyder Trust lot D3-02-05 as 
recommended by Municipal Resources, Inc.  The motion was seconded by Nicole Howley and the 
vote was all in favor.  Motion Passed.
Application for Abatement:    The application for tax abatement in the name of Joshua and Marney 
Durand, 16A & 16B Stark Highway North, Lot #E3-02-27 was reviewed.  It was recommended  by 
Municipal Resources Inc that an Abatement of $83.900 be granted with a refund of $1,371.   
 
Motion:  The motion was made by Bryan Clark  that the abatement be granted based on the 
recommendation of Municipal Resources Inc.  Nicole Howley seconded the motion and the vote was 
all in favor.  Motion passed.

Land Use Changes :  The follow Land Use Changes were reviewed and accepted by the Board:
1. Michael Guiney, Kelsea Road, Lot #B6-01-05-05.  This 5 acre parcel was subdivided 
from a larger tract which disqualified it from Current Land Use.  It was determined 
by MRI to have a market value of $160,000 which amounted to a $16,000 land use 
change tax.  
2. Michael Breton & Beth Ayers, Owls Nest Lane, Lot #C7-03-03-09.  This 2.67 acre 
parcel is a new subdivision and was recently transferred.  Being less than 10 acres, this
parcel no longer qualifies for Current Use.  It was determined by MRI to have a 
market value of $350,000, which was based on the sale price, resulting in a land use 
change tax of $35,000.  
3. Connor Guiney, Kelsea Road, B6-01-05-02. This 7.91 acre parcel was subdivided from 
a larger tract and transferred to a different family member in April of 2026.  Being 
less than 10 acres, this parcel no long qualifies for Current Use.  It was determined by 
MRI to have a the fair market value of $200,000, resulting in a land use change tax of 
$20,000.
Other:  
The board reviewed the Comparison of values paperwork for 2025 & 2026 submitted 
by Municipal Resources, Inc.
There being no further business, the motion was made by Nicole Howley to adjourn at 6:30 pm.  The
motion was seconded by Bryan Clark; the vote was all in favor; meeting adjourned.
