8-26-2026 Selectmen’s Minutes

The Select Board approved minutes for August 12 and 24, manifests for August 19 and 26, an amended June 17 manifest, the annual audit, and a Hazard Mitigation Grant letter of intent. Mike moved to approve all, carrying 3-0. Brenna recused herself; the permit for S. and B. Kucinski’s shed passed 2-0. New Planning Board fees were approved 3-0. J. Filipi reported the J-ONE State Police Grant approval, requiring a $20,000 warrant article. The Board approved $1,000-1,200 for tires and ~$400 for decals for the old cruiser. Building permit fees increased to $100 plus 50 cents/square foot for residences. A letter was sent to DES regarding 707 Granite Lake Road. T. McEachern was asked to create the new weathervane fish. Brenna called the August 26, 2026 meeting of the Nelson Select Board to order at 3:00 PM. 
 
⚫ R. Roland came before the Board with a parking question regarding Holt Farm Road.  He 
wonders if the No parking signage is on public or private property.  Don used to own the 
property and said the sharp corner is okay for parking but beyond that is private land.  Edie will 
check the maps and property file to determine the owner.  Roland could then seek permission 
from the owner to park and walk in the area. 
  
⚫ Mike made a motion to approve the minutes for August 12, 2026 as recorded. 
Brenna seconded. 
The motion carried 3-0. 
 
⚫ Mike made a motion to approve the Emergency meeting minutes for August 24, 2026 as 
recorded. 
Brenna seconded. 
The motion carried 3-0. 
 
⚫ Mike made a motion to approve the manifest for August 19, 2026 as presented. 
Brenna seconded. 
The motion carried 3-0. 
 
⚫ Mike made a motion to approve the manifest for August 26, 2026 as presented.

⚫ Mike made a motion to approve an amended manifest for June 17, 2026 due to a voided 
check that was lost in the mail. 
Brenna seconded. 
The motion carried 3-0. 
 
⚫ Mike made a motion to approve the MS-535 (Annual Audit) and submit to DRA. 
Brenna seconded. 
The motion carried 3-0. 
 
⚫ Mike made a motion to approve a letter of intent to apply for a Hazard Mitigation Grant for 
Granite Lake Dam. 
Brenna seconded. 

The motion carried 3-0. 
 
⚫Following a review of submitted plans, setbacks, and acknowledgement by the property 
owner that a current use penalty will be levied for any area designated as “Current Use” land, 
Mike made a motion to approve a Building Permit for a storage shed/barn for S. and B. Kucinski. 
Don seconded. 
The motion carried 2-0.  Brenna recused herself from the vote. 
 
⚫ Following a review of new fees submitted by the Planning Board, Mike made a motion to 
approve the new fees as requested. 
Brenna seconded. 
The motion carried 3-0. 
 
⚫ J. Filipi came before the Board with a Police Department update as follows: 
➢ Number of calls up from last year – residents are getting used to an officer in town. 
➢ The J-ONE State Police Grant has been approved for Nelson and is good for one year.  As 
this grant requires payment in full by the town and then reimbursement Filipi suggests a 
Warrant Article for 2027 as the total is around $20,000. 
➢ All trouble areas have been regularly checked for traffic concerns – speed etc. 
➢ Filipi expects a couple more weeks of detail work on Rt 9 for the paving project. 
➢ Total for Revolving Fund will be approximately $10,000 when all invoices are paid. 
➢ There will be further discussion on use of the Revolving Fund balance as budgets and 
Warrant Articles are developed. 
➢ Tires are needed for the old cruiser - Mike made a motion to approve $1,000-1,200.  
Brenna seconded.  The motion carried 3-0. 
➢ Filipi plans to purchase new body armor if money remains in this year’s budget. 
➢ Filipi is developing a “House Check” service for residents away from home.  A Request 
form is being developed and will be available at various locations when completed.  The 
Granite Lake Association will be notified when the plan is ready to launch.  
➢ Police Decals need to be replaced on the old cruiser – Brenna made a motion to approve 
new decals and installation from Silver Direct for around $400.  Mike seconded.  The 
motion carried 3-0. 
 
⚫ The Board then reviewed Building Permit fees that have been used for approximately 20 
years.   With multiple site visits needed for most projects including a site visit as the projects 
begin, to determine compliance, as well as assessor visits when the project is in various stages 
of completion, the Board agreed that $100 would be a reasonable fee along with an increase of 
square footage fees to 50 cents for residence and 30 cents for ancillary.   
Mike then made a motion to approve these new fees as presented.   
Brenna seconded. 
The motion carried 3-0. 
 
⚫ With heightened concern and multiple complaints coming to the Selectmen regarding the 
change of a seasonal cottage to a full-time residence at 707 Granite Lake Road, the Board has 
developed a letter to be submitted to the DES compliance division requesting their 
investigation into the intended wastewater/septic changes for the property upon completion of 
their newly rebuilt and enlarged residence.  
Brenna made a motion to approve the letter to be sent as soon as possible. 
Don seconded. 

The motion carried 3-0. 
 
⚫ M. Tarr has confirmed to Brenna that he would rather not carve the new weathervane fish 
for the Town Office cupola.  He suggested revisiting the task with T. McEachern. 
Brenna agreed and made a motion to ask T. McEachern to create a new fish for the 
weathervane. 
Mike seconded. 
The motion carried 3-0. 
 
⚫ With nothing further, Mike made a motion to adjourn. 
Brenna seconded.
