SELECT BOARD MEETING
Thursday, August 27, 2026, 7:00pnn
SELECT BOARD PRESENT: Susan Ossoff (SO), Mark Avery (AAA), Tim Burt (TB)
OTHERS: Eric Fiegenbaum, Administrator (EF), Deb Ahlstrom, Treasurer, (DA)
CORRESPONDENCE:
SIGN: accounts payable
TB moved and AAA seconded a motion to issue a gravel extraction tax warrant for Pike
Industries (Map 3-25) in the amount of $2,421.18. Motion passed, 3-0.
TB moved and MA seconded a motion to authorize EF to sign the Letter of Commitment
for Household Hazard Waste Day which is managed by Dover. Motion passed, 3-0.
TB moved and AAA seconded a motion to approve the signing of a time extension request
for the Bunker Lane Condominium CDBG grant. Motion passed, 3-0.
PUBLIC FORUM: None in attendance
MINUTES: AAA moved and TB seconded a motion to approve the minutes of 8/21 /2026 as
amended. Motion passed, 3-0.
GUESTS: None
NEW BUSINESS:
• On a question from a contractor for Fidium Fiber regarding the installation of
underground utility lines, EF will direct the contractor to the Road Agent for
permissions and the Building Inspector for a permit. The Police Chief should be
consulted on traffic control needs. A bond will not be required, but a certificate of
insurance should be supplied.
• To a resident's concern about a forestry operation on the Class VI portion of Jenkins
Road, the Road Agent has spoken with the logger and will monitor the issue.
OLD BUSINESS:
• TB moved and AAA seconded a motion to approve the agreement for Construction
Engineering Services dated August 26, 2026 with CAAA for the replacement of the
Freshet Road Bridge. Motion passed, 3-0.
• TB moved and AAA seconded a motion to authorize EF to sign the following
documents with regard to the replacement of the Freshet Road Bridge: Notice of
Award, Agreement Between Owner and Contractor on the Basis of a Stipulated
Price, Notice to Proceed. Motion passed, 3-0.
• The Select Board accepted a report from the Health Officer that he found no smell
or visible signs of failure during a public road observation on an anonymous
complaint about a septic system. The Select Board determined no further action is
required.

• ORYA was given the annual date of April 1st as the date to notify the Town on any
request to sublet Tibbetts Field.
• EF will consult with Primex, the Town's liability coverage provider, on Durham Park
and Recreation's use of Madbury Town land for an outdoor afterschool program.
• SO will provide the Board's draft response to Barrlngton's questions on Madbury's
draft proposal to utilize Barrlngton's trash and recycling facility.
BOARD and DEPARTMENT UPDATES:
• Buildings
•
 SO reported on work and ongoing assessments at the Safety Complex and Old
Fire Station. There was consensus that all contractors should obtain building
permits for proposed work, at the discretion of the Building Inspector.
• After considering several alternatives and a conducting a site visit, the Select
Board determined the walkway lighting at the Library was not an Immediate
safety concern. This will be revisited as part of the overall building assessment
project.

 Grounds
•
 There was a discussion on Grounds staffing, availability and completion of
assignments.
• TB reported on the recent meeting of the Regional Fire Collaboration Working
Group. The town fire chiefs continue to work on a staffing model, and are working
toward an updated report document.
TB will seek wider avenues to advertise the Unlmog fire truck. AAA moved and SO
authorized the expenditure of up to $200 to advertise the Unlmog. Motion passed,
3-0.
Other
• EF will consult the Town attorney regarding responses to right-to-know requests for
data.
• EF will sign the contract with Haydee's Pest Free Management for work at the Safety
Complex.
• EF will seek advice from Primex regarding the loan of a tractor from a private party
to be used for maintenance work at Tibbetts Field.
• The Town Clerk will be Invited to the next meeting to discuss a Sheriff's sale of
land.
