Specific Statutory Reason cited as foundation for the nonpublic session: 
X    RSA 91-A:3, II (a) The dismissal, promotion, or compensation of any public employee or the disciplining of such 
employee, or the investigation of any charges against him or her, unless the employee affected (1) has a right to a 
public meeting, and (2) requests that the meeting be open, in which case the request shall be granted.

Description of matters discussed, and final decisions made: 
 
A Mediation Agreement was presented in the matter of Jaye Vilchock v. Town of Nottingham, et al. Chair Shirland 
was authorized to sign the agreement. 
 
The Board reviewed a summons and complaint received on September 4, 2026, in case no. 218-2026-CV-00607, filed 
by Sandra Vilchock v. Town of Nottingham. 
 
A probationary period review was completed for Michael Bourque. A rate increase to $27.00 per hour was approved. 
 
The request to promote John Blake to Highway Foreman was discussed and approved. 
 
The Board reviewed progress made toward Steve Black’s training and development plan. The next pay increase to 
$75,000 is due and was approved. 
 
An employment offer was presented for a Heavy Truck Mechanic candidate who is currently pursuing CDL licensing. 
The Board approved a conditional offer at $30.00 per hour, contingent upon the candidate successfully obtaining 
CDL licensing. 
 
Merit pay increases were approved for three full-time firefighters based on completed annual performance reviews. 
 
The Board was updated on a personnel matter involving disciplinary proceedings and subsequent termination. 
Note: Under RSA 91-A:3, III. Minutes of proceedings in nonpublic sessions shall be kept and the record of all actions shall be promptly made 
available for public inspection, except as provided in this section. Minutes and decisions reached in nonpublic session shall be publicly disclosed 
within 72 hours of the meeting, unless, by recorded vote of2/3 of the members present it is determined that divulgence of the information likely 
would affect adversely the reputation of any person other than a member of this board, or render the proposed action of the board ineffective, or 
pertain to terrorism. In the event of such circumstances, information may be withheld until in the opinion of a majority of members, the 
aforesaid circumstances no longer apply.
