2026-09-08 Conservation Commission Meeting Minutes -Unapproved
The Hillsborough Conservation Commission met on September 8, 2026. Doug Lischke was appointed to vote in place of James McDonough. The commission approved its August 25, 2026 minutes by a vote of 5-0-2. The NHPDIP account balance was $288,197.94. Regarding the Low Forest Volunteer Agreement, Jim Riddle will follow up with Inge Seaboyer regarding questions on chain saw training and liability insurance, while Roger Shamel will check the House Rock parking area. Chair Richard Head reported the Borey subdivision was approved with a no-disturbance condition for wetlands, while the Gibson Road application was postponed for 8 weeks. Jim Riddle will follow up with James Clough about glass at Grimes field. Head and Andy Edwards are scheduled to speak to the Selectboard on October 14th about kiosks. HILLSBOROUGH CONSERVATION COMMISSION September 8, 2026 Unapproved Minutes Hillsborough Town Offices, School St. Chair Richard Head called the Hillsborough Conservation Commission (HCC) meeting to order at 7:00 pm. Doug Lischke was appointed to vote in place of James McDonough. Members present: Chair Richard Head, Jim Riddle, Linda White, Terry Yeaton, Roger Shamel, Jim Narloch, Doug Lischke (Alternate). Staff: John Segedy, Secretary & Alternate. Public: Steve Gehman. MINUTES a. August 25, 2026 Roger Shamel moved: To approve the minutes of August 25, 2026. Jim Narloch seconded. Motion passed 5-0-2 (Jim Riddle and Linda White abstained). CORRESPONDENCE a. Town of Hillsborough – Monthly expense report. b. NH Department of Revenue – Intent to Cut. Sand Knoll Road (M 3, L 1). c. NHPDIP (NH Public Deposit Investment Pool) – Monthly Statement. Balance $288,197.94. OLD BUSINESS a. NRI (Natural Resources Inventory) – Linda White said there was no update this week. b. Wetland Ordinance – Richard Head said it will be on the agenda for the Planning Board’s next meeting. c. Conservation Easement – No update. d. Low Forest Volunteer Agreement – The HCC discussed a model agreement that had been provided for review. Items noted included: i. Chain saw training requirement – How and when would this be provided? ii. Liability Insurance – Would towns insurance cover? iii. Annual reporting. Jim Riddle will follow up with Inge Seaboyer regarding some of the questions. Roger Shamel will check House Rock parking area. e. Planning Board Applications Update – Chair Head reported that the Borey subdivision had been approved with the condition that there would be no disturbance of wetlands. He also said the Gibson Road application had been postponed for 8 weeks while the applicant pursued other options. f. Intern Report – Jim Riddle reported that Jack Blevens had completed his 100 hours and has returned to school. John Segedy asked if he had contacted James Clough (Parks and Recreation Director) regarding the glass at Grimes field. Jim Riddle will follow up about this. g. Kiosks – Chair Head said that he and Andy Edwards would be speaking to the Selectboard on October 14th.
