Selectmen unanimously accepted the Clean Water State Revolving Fund Loan Agreement for a $400,000 bond regarding wastewater treatment plant improvements. The vote was 3-0, authorizing Town Administrator Tara Sousa to sign the agreement and related documents. A motion to hire Tyler Witfoth as a Grade 1 Water/Wastewater Operator at $32.50/hour also passed 3-0. Witfoth and Brian Golec will coordinate schedules to cover weekend rounds at both plants. The Town Administrator reported that recent heavy rain caused a violation of the wastewater plant’s effluent pH standard due to increased flow, though compliance is expected as flows recede. Additionally, a Department of Labor visit confirmed the location of most required safety equipment at the wastewater plant, and Sousa noted that ongoing confined space training for herself and Highway Department staff was proceeding well. Town of Greenville Board of Selectmen Minutes — August 5, 2026 Call to order at 3:38 p.m. in the Town Hall Meeting Room, 46 Main Street, Greenville. Present: Chairperson Kathleen McNamara, Selectmen Charles Buttrick and Daniel Sadkowski, and Town Administrator Tara Sousa. Clean Water State Revolving Fund Loan Agreement The Selectmen reviewed the CWSRF Loan Agreement for the $400,000 bond article intended for improvements at the wastewater treatment plant. Motion by Chairperson McNamara, 2™ by Selectman Buttrick, to accept the Clean Water State Revolving Fund Loan Agreement, and to authorize Town Administrator Tara Sousa to sign the agreement and any future documents. Motion carried with 3 in favor, none opposed. Water/Wastewater New Hire The Town Administrator recommended applicant Tyler Witfoth to be hired as a Grade 1 Water/Wastewater Operator. She explained that he and Brian Golec were amenable to schedules which would cover rounds at both plants on the weekends, with one working Tuesday through Saturday and the other working Sunday through Thursday. Motion by Chairperson McNamara, 2" by Selectman Sadkowski, to hire Tyler Witfoth as a water/wastewater operator at $32.50/hour. Motion carried with 3 in favor, none opposed. Miscellaneous The Town Administrator reported that, due to the recent multi-day rain events, causing 3 times as much flow at the wastewater plant, the Town violated its effluent pH standard. She anticipated we would get back to our permit limit when the flows reduced. The Town Administrator reported on the prior week’s return visit from the staffers at the Department of Labor, where they were able to locate most of the safety equipment the State wanted to see available at the wastewater plant. She reported that the confined space training she and members of the Highway Department were attending was interactive and informative. Motion by Chairperson McNamara, 2™ by Selectman Buttrick, to adjourn at 4:07 p.m. Motion carried with 3 in favor, none opposed.
