The Select Board approved several appropriations and appointments. Financial actions included encumbering $15,000 for the 250th Anniversary Celebration; encumbering $253,763.61 for paving and $35,000 for sidewalks; and expending $92,000 for a police cruiser, $2,688 for park signage, $86,436 for a Recreation van, $208,401 for a Volvo Loader, and $253,357 for a 6-Wheeler. Revolving funds for PEG Station, Recreation, and Ambulance were approved, including overspending authorizations. Votes accepted a $9,112.50 FEMA grant for hazard mitigation and adopted new FEMA flood maps. The Board approved the Hancock Policing Contract and authorized $425,000 for Police and Fire radio upgrades. Appointments included Susan Howard, Carl Staley, James Kelly, Stephanie Hurley, and Sarah Ellis to the Affordable Housing Committee, and Steve Walker, David Odland, David Bernstien, Leslie Lewis, and Ed Walker to the Utility Rate Task Force. Tuesday, June 2 , 2026 — 5:00 PM

Present: Tyler Ward, Bill Kennedy, Bonnie Tucker

This meeting was broadcast live on Ustream, YouTube, and Channel 22 (Comcast)

Chair Ward welcomed everyone to the meeting and introduced the other members of the Select
Board, Bonnie Tucker and Bill Kennedy, along with Town Administrator Nicole MacStay. He then
reviewed the agenda for the meeting.

250" Anniversary Celebration Steering Committee

Michelle Stahl from the Monadnock Center for History and Culture presented a plan for the
upcoming 250" Anniversary Celebration on July 4, 2026. They are partnering with the Art in The
Park event that is happening on the same day. The program for this event includes a Classic Car
Cruise-In, Flag Raising and a reading of the Declaration of Independence, Old Fashioned Games,
Ice Cream Social, a Pop-Up Contra Dance on Grove St. and an 1876 Baseball Game at Adams
Playground. Grove Street will be closed for the flag raising ceremony and contra dancing. Thete is
also a proposal to plant an Oak Tree by the new Fire Station on Elm Street at a later date. A few
committee member had questions about road closing and trash clean-up. Ms. Stab! will fill out a
Special Events Permit with the Town so departments are aware of what will be needed on that day.

Motion: Ms. Tucker motioned to encumber $15,000.00 for the 250" Anniversary Celebration. Mr.
Kennedy seconded the motion.

Review and vote to approve meeting minutes

Ms. Tucker proposed two amendments to the minutes. The first is to clarify that she will be the
Select Board Liaison to Utility Rate Task Force. The second was to clarify that it was the Select
Board who agreed to move forward with the formal court filing for 2 Nichols Road.

Motion: Ms. Tucker motioned to approve the meeting minutes from May 19, 2026 as amended.

Vote to Appoint to the Affordable Housing Committee

Motion: Chair Ward motioned to appoint Susan Howard, Carl Staley, James Kelly, Stephanie
Hurley, and Sarah Ellis as full members, and Jared Chism and Amanda Allen as alternate members
to the Affordable Housing Committee. Motion seconded by Mr. Kennedy.

Vote: All in favor. Motion carried.

Vote to Appoint to the Utility Rate Task Force

Motion: Chair Ward motioned to appoint Steve Walker, David Odland, David Bernstien, Leslie
Lewis and Ed Walker to the Utility Rate Task Force. Motion seconded by Mr. Kennedy.

There was a discussion about scheduling the first meeting. With the end of the Fiscal Year in less
than a month, it was decided to wait until after the first week in July to schedule the first mecting.

Vote to Encumber Funds from FY2026 to FY2027
Finance Director Lilli Gilligan stated that the road paving and sidewalk contracts are in place. A vote
is needed to encumber these funds so that work done in July and August can be paid for with them.

Motion: Mr. Kennedy motioned to approve the encumbrance of up to $253,763.61 from the paving
budget and up to $35,000 from the sidewalk budget. Motion seconded by Ms. Tucker.
Vote: All in favor. Motion carried.

Vote to Expend from Police Department Fleet Management Capital Reserve Fund
Ms. Tucker inquired if this is cruiser replacement is in the FY2027 CIP. Mrs. Gilligan confirmed that
it is.

Motion: Chair Ward motioned to approve the expenditure of up to $92,000.00 from the Police
Department Flect Management Capital Reserve Fund to purchase and outfit a replacement cruiser.
Motion seconded by Mr. Kennedy.

Vote to Expend from the Public Gardens and Planters Fund

Ms. MacStay reviewed a memo from Public Works Director Seth MacLean. The Parks Committee is
requesting authorization for the expenditure of $2688.00 from the Public Gardens and Plants Fund.
‘A vote from the Select Board and Parks Committee is required to approve expenditures from this
fund. There has been a recent string of plant theft from the Town Parks so these funds will be used
for anti-theft signage. The plant theft mostly occurred in Depot Park and Putnam Park.

Motion: Chair Ward motioned to approve the expenditure of up to $2,688.00 from the Public
Gardens and Planters Fund for the purchase and installation of anti-theft signage. Motion seconded
by Mr. Kennedy.

Vote to Expend from Recreation Capital Reserve Fund

Recreation Director Craig Fraley presented a proposal to replace the current 2011 passenger van
witha new 2023 Mercedes-Benz Sprinter Van. He stated that the current van is starting to show its
age and creates accessibility and safety concerns for seniors and individuals with disabilities. Mr.
Fraley read a message from trip participant about the difficulty they had getting in and out of the
current van. A comparison chart outlined the differences between the current van and potential
replacements, including price, fuel economy, safety, storage, seating capacity, and dealer availability.
Mr. Fraley recommends going with the StarCraft Mercedes Sprinter as it has the lowest purchase
price, best fuel economy, storage, safety, availability, and lowest entrance to vehicle which is essential
for seniors and individuals with disabilities.

Mr. Kennedy noted his appreciation for the presentation and all of the work Mr. Fraley put in to
gather the information. Ms. Tucker stated that this van is fundamentally different from the previous
vans and inquired how it could be used beyond the Recreation Department. She noted that
transportation around town can be difficult for many people. Mr. Fraley stated that there was an idea
to use the vanasa shuttle for The Children and The Arts Festival. He also noted that small trips can
create a lot of weat and tear and decrease the life span of a vehicle.

There was a question about using the current van as a trade in. Mr. Fraley stated that it’s not worth
trading in and proposed using it as a maintenance vehicle for the Recreation Department as there are
5 maintenance staff members and only 1 maintenance vehicle.

Motion: Mt. Kennedy motioned to approve the expenditure of up to $86,436.00 from the
Recreations Department Capital Reserve Fund for the purchase of Sprinter Van. Motion seconded
by Chair Ward.

Vote: All in favor. Motion carried.

Vote to Expend from Fleet Management Capital Reserve Fund

Ms. MacStay reviewed the request to use funds from the Fleet Management Capital Reserve Fund to
purchase a Volve Loader and to obligate funds to reserve a 6-Wheeler. The 6-Wheeler takes about 2
years to come in. Ms. Tucker inquired about the exact dollar amount for the Volvo Loader in the
CIP spreadsheet. Mrs. Gilligan explained that she updated the CIP spreadsheet this afternoon when
the Highway Department received the quote.

Motion: Ms. Tucker motioned to approve the expenditure of up to $208,401.00 from the Fleet

Management Capital Reserve Fund to purchase and outfit a Volvo L60H Loader and to approve the
obligation of $253,357.00 from the Fleet Management Capital Reserve Fund to order a Western Star
47X 6-Wheeler and place a $25,000.00 deposit this year. Motion seconded by Mr. Kennedy.

Vote to Approve Revolving Fund Budgets for FY26 and FY27

Mrs. Gilligan reviewed each revenue and expenditure for the revolving fund budgets. The Select
Board is responsible for approving expenditure and revenue budget for revolving funds as well as
approving the overspending of their current year expenditure budgets. There are 3 revolving funds
that were presented during the budget meeting in January and February, but they are not voted on at
Town Meeting because they fall under the view of the Selectmen.

Ms. Tucker asked for clarification on the Ambulance Revolving Fund Budget balance. Mrs. Gilligan
clarified that the balance will be $102,187 after paying for the new ambulance.

PEG Station Revolving Fund Budgets for FY2027

Expenditures: $38,809.00

Revenues: $27,316.00

Motion: Chait Ward motioned to approve the PEG Station Revolving Fund Budgets for FY2027.
Motion seconded by Mr. Kennedy.

Vote: All in favor. Motion carried.

Motion: Chait Ward motioned to approve the overspending of FY2026 PEG Station Revolving
Fund Budget by $69,905.00 fot the approved upgrades to the PEG Station and Select Board
Meeting Room. Motion seconded by Mr. Kennedy.

Recreation Revolving Fund Budgets for FY2027

Expenditures: $254,779.00

Revenues: $260,900.00

Motion: Mr. Kennedy motioned to approve the Recreation Revolving Fund Budgets for FY2027.

Ambulance Revolving Fund Budgets for FY2027

Expenditures: $483,187.00

Revenues: $381,000.00

Motion: Ms. Tucker motioned to approve the Ambulance Revolving Budgets for FY2027. Motion
seconded by Chair Ward.

Vote: All in favor. Motion carried.

Motion: Ms. Tucker motioned to approve the overspending of the FY2026 Ambulance Revolving
Fund Budget by $477,056.15 for the ambulance purchase that was approved in FY2023, Motion
seconded by Chair Ward

Vote: All in favor. Motion cattied.

Vote to Approve Hazard Mitigation

Fire Chief Ed Walker informed the Select Board that when they accepted the grant for hazard
mitigation updates back in March of 2025, FEMA shut off funding for this program, and the grant
monies were never received. The program is now being funded again, and another vote of
acceptance is required.

The Select Board, in a majority vote, accepted the terms of the Building Resilient Infrastructure and
Communities (BRIC) as presented in the amount of $9,112.50 for updating the local hazard
mitigation plan. Furthermore, the Board acknowledges that the total cost of this project will be
$12,150.00, in which the town will be responsible for a 25% match ($3,037.50). Fire Chief, Ed
Walker, is authorized to sign all documents related to the grant.

Motion: Chair Ward motioned to accept the terms of the Building Resilient Infrastructure and
Communities (BRIC) as presented in the amount of $9,112.50 for updating the local hazard
mitigation plan. Motion seconded by Mr. Kennedy.

Vote to Approve Hancock Policing Contract

‘Ms. MacStay explained that Town of Hancock reached out in April and inquired about the Town of
Peterborough providing temporary police services due to their current staffing challenges. A draft
contract was put together based on the same funding arrangement that the Town currently has with
the Town of Sharon, with a few modifications. The draft contract was reviewed by both Town’s
Select Boards and ‘Town Councils. Minor revisions were made to the contract, and the Town of
Hancock approved the contract at their Select Board meeting on June 1", 2026. Chair Ward brought
forward a concem from resident about the timeline of voting on this contract, but it was confirmed
that the process was cattied out lawfully.

Motion: Mr. Kennedy motioned to approve the Hancock Policing Contract. Motion seconded by
Chair Ward.

Vote to Proceed with Police and Fire Radio Upgrades and Expend from Capital Reserve

Funds
Ms. MacStay reviewed an excel spreadsheet with the quotes from All-Comm and xybix for the

Police and Fire Dispatch system upgrades.

Motion: Chair Ward motioned to proceed with the Police and Fire Radio Upgrades and to approve
expenditures of up to $375,000.00 from the Facilities and Grounds Capital Reserve Fund and up to
$50,000.00 from the Fire Equipment Capital Reserve Fund for the police and fire dispatch upgrades.
Motion seconded by Mr. Kennedy.

Vote to Adopt FEMA Flood Maps

Town Planner Danica Miller presented on the updated FEMA Flood Maps. State statute allows the
Select Board to adopt these maps without revising the zoning ordinance.

Mr. Kennedy inquired how often the flood maps ate updated. Ms. Miller stated that updates are
based on availability of resources and watershed studies. This updated is based off of the
Contoocook watershed, which includes a total of nine towns. The Town sent notices to residents
who would see an increased impact or a brand-new impact. Ms. Miller presented comparison photos
of old flood plains vs. new flood plains. Ms. Tucker inquired about the regulatory requirements for
those in the impacted area. Ms. Miller stated that requirements are triggered by a substantial
improvements to a property. This means developing, adding, or rebuilding something on a property
that is 50% of the assessed value or more. Requirements can include elevating utilities and flood
vent openings. Ms. Miller noted that the Town cannot permit manufactured homes in the 100-year
floodplain, FEMA requires the Town to adopt these flood maps by June 10, 2026 to remain in
compliance with NFIP and CRS.

Chair Ward read aloud the resolution to adopt “Pursuant to RSA 674:57, by resolution of the Select
Board, all land designated as special flood hazard areas by the Federal Emergency Management
Agency (FEMA) in its Flood Insurance Study for the County of Hillsborough, N.H. dated June 10,
2026 together with the associated Flood Insurance Rate Map Panels dated June 10, 2026, or as
amended, which are declared to be part of the Town of Peterborough’s Zoning Ordinance and are
hereby incorporated by reference.”

Motion: Mr. Kennedy motioned to adopt the FEMA Flood Maps. Motion seconded by Ms. Tucker,

Vote to Authorize Miller State Park Patrol Contract

Motion: Chait Ward motioned to authorize Chief Scott Guinard to enter into contracts or
agreements on behalf of the Town of Peterborough with the State of New Hampshire, acting by and
through the Department of Natural and Cultural Resources, and is further authorized to execute any
documents on behalf of this municipality which may be in his judgement desirable or necessary to
effect the purpose of this resolution. Motion seconded by Mr. Kennedy.
