CALL TO ORDER 
Vice Chair Schnakenberg called the meeting to order at 11:40 AM. A quorum was present. 
 
ACTION ON MINUTES OF MARCH 24, 2026 
Motion by Mr. Rhodes of Deerfield to approve the minutes of March 24, 2026. Motion was 
seconded by Mr. LaPointe of Windham, and carried with Mr. Laverdure, Ms. Kunhardt, Mr. 
O’Neil, Mr. Ali, Ms. Vadney, Mr. Somers, and Mr. Battaglia abstaining. The vote was taken in 
conjunction with the roll call.

Consideration of TIP Amendment #4 
Senior Transportation Planner David Tilton provided an overview of TIP Amendment #4, which 
had a 10-day public comment period from April 13 to April 24. TIP Amendment #4 includes the 
following project changes.  
• Candia-Raymond 43889 (rehabilitation and reconstruction of a section of NH Route 101). 
The proposed amendment involved removing construction phase funding in 2026 and 
adding engineering phase funding in 2027, reflecting a schedule change. 
• Derry Londonderry 13056C, (construction of Tsienneto Road from Pinkerton Street to NH 
Route 102). The proposed change was to move construction funding beyond the TIP 
horizon due to a schedule shift and additional right-of-way acquisition time needed by the 
NHDOT. 
• Hooksett

27/Whitehall/Martin’s Ferry Rd to Alice/West Alice Ave.) The project schedule has 
changed, with right-of-way work extending into fiscal year 2028, resulting in a portion of 
right-of-way funds being moved beyond the TIP horizon. 
During the 10-day public comment period, one proposed change was received. The proposed 
amendment increases Section 5339 MTA funding for fiscal years 2026–2028 to utilize unobligated 
funds from previous years. SNHPC has worked closely with both NHDOT and the Manchester 
Transit Authority to process this change. 
Mr. O’Neil of Manchester made a motion to adopt the TIP Amendment #4, seconded by Mr. 
Rhodes of Deerfield. The motion passed unanimously. 
Discussion of FY 2029-2038 Ten-Year Plan Process 
Deputy Executive Director Nathan Miller discussed the upcoming 10-Year Plan (TYP) process. The 
current TYP for 2027 to 2036 is still under review by the legislature. Mr. Miller noted that 
preparations have already begun for the next plan covering 2029 to 2038. He explained that the 
plan includes all transportation modes such as highways, transit, and airports.

Mr. Miller outlined the typical Ten-Year Plan update process:  
• Starting in spring of even years, RPCs review and update project prioritization criteria and 
solicit project submissions from municipalities.  
• Submitted projects are reviewed and prioritized through engineering evaluations with an 
on-call engineer. 
• Candidate projects are then prioritized, and an initial shortlist sent to NHDOT for 
feedback.  
• NHDOT’s internal Ten-Year Plan committee will review and provide feedback, after which 
the shortlist will be refined into a final, fiscally-constrained set of regional project priorities.  
• These priorities will be submitted to NHDOT for inclusion in the draft Ten-Year Plan, 
which will then proceed to public hearings via the GACIT process (Governor’s Advisory 
Commission on Intermodal Transportation).  
Mr. Miller noted that this will be a different update cycle due to ongoing funding constraints, 
similar to the previous TYP cycle, including stagnant federal revenues and higher construction 
costs. NHDOT has advised that no new project solicitations be conducted for the 2029–2038 plan, 
given the current funding limitations. Instead, SNHPC will focus on reviewing and verifying the 
scope and necessity of existing Ten-Year Plan projects with municipalities. 
Mr. Miller proposed a contingency plan in case of unexpected funding increases. Historically, 
federal reauthorizations have resulted in level or increased funding. If additional funds become 
available, the first priorities for reinstatement would be the projects in the region cut in the 
previous Ten-Year Plan, including:  
• I-293 Exit 6 and Exit 7 Reconstruction  
• Manchester 44221 - Exit 8/Wellington Road Improvement Project 
• Deerfield 44223 - Intersection Safety Improvements (Route 107/Candia Rd./Church St.) 
If further funding is available, the next set of priorities would be projects previously queued for 
inclusion in the 2027–2036 plan, but not funded due to financial constraints: 
• Engineering Study of Beech and Maple Street Active Transportation Opportunities 
(Manchester) 
• Add Supplemental Funding to Project 13692F to Include Preliminary Design of the Multiuse 
Path as part of the NH Route 101 Engineering Study (Bedford) 
• Intersection Improvements at I-93 Exit 11 and Hackett Hill Road (Hooksett) 
• Windham Greenway Trail Improvements (Windham) 
• Add Supplemental Funding to Project 44221 to Extend Bicycle Lanes to Lindstrom Lane 
(Manchester)  
• Town Center Roadway Improvements (New Boston) 
Mr. Tripp inquired if any projects were removed from the plan. Mr. Miller noted that I-293 Exit 1 
in Manchester was initially cut but later reinstated by GACIT at their final meeting. He expects it 
will remain, but if removed, it will be prioritized for re-inclusion if additional funding becomes 

available. Future funding remains uncertain, especially with the pending federal transportation 
reauthorization. 
Discussion: 
• 
Mr. Tripp inquired about funding for engineering support. Mr. Miller confirmed that the 
Unified Planning Work Program provides funding for on-call engineering services, which 
are used for project scoping and maintaining the regional travel demand model. 
• 
A question was raised about whether increasing tolls for out-of-state drivers would affect 
project funding. Mr. Miller stated that higher toll revenue could facilitate funding for the 
Exit 6 and 7 projects, which are turnpike projects. Advocacy for these projects remains a 
high priority due to regional safety benefits. 
• 
Mr. Rose from NHDOT advised everyone to monitor Senate Bill 627, which proposes toll 
rate adjustments for the New Hampshire Turnpike system. 
Next Steps: 
Mr. Miller advised that, in the coming weeks, SNHPC will correspond with municipalities to verify 
the existing projects in the Ten-Year Plan are still priorities. A solicitation for on-call engineering 
services will be conducted, as the current contract with VHB ends June 30. The RFQ is expected 
to be released in early May, pending NHDOT review. SNHPC aims to have an on-call engineering 
firm in place for upcoming project work and updates.

Motion to adjourn by Ms. Kunhardt of Francestown, seconded by Ms. Kambol of New Boston, and 
carried unanimously. Vice Chair Schnakenberg declared the meeting adjourned at 12:16 PM.
