Beverly Lacoy made a motion to approve the July 15, 2026 meeting minutes, seconded by Lauren Hargrave, which passed unanimously. Lauren Hargrave will attend the NHCA Fall Meeting on October 20, 2026, with Conner Bailey handling registration payment. The Trustees seek a new member; Lauren Hargrave confirmed no conflict of interest for Karen Bailey and asked Conner Bailey to contact her regarding the potential appointment. Beverly Lacoy approved the enlargement of cemetery rules, which Lauren Hargrave will have prepared before Conner Bailey hangs them. No current rules exist regarding "butter dishing"; Lauren Hargrave will research Blossom Hill Cemetery's procedures. DPW is short-staffed, affecting maintenance, though a wooden fence was replaced. Capital Reserve Funds are available without Selectboard approval for future cemetery mapping research. The next meeting is scheduled for November 18, 2026. 1 Draft Minutes of the Cemetery Trustees Location of Meeting: Boscawen Municipal Facility 116 North Main Street Boscawen, N.H. 03303 Present at Meeting: Lauren Hargrave, Cemetery Trustee Beverly Lacoy, Cemetery Trustee Connor Bailey, Sexton The regular meeting of the Cemetery Trustees was called to order at the Boscawen Municipal Facility, 116 North Main Street, Boscawen, N.H. on September 16, 2026, at 9:00 a.m. Approval of minutes from last meeting: Beverly Lacoy stated she gets the notice of the meeting but does not receive the draft minutes for review. Lauren Hargrave stated she will send her the draft minutes when she receives them and see if that works and is helpful. Beverly Lacoy made a motion to approve the Regular Meeting Minutes of July 15, 2026. Seconded by Lauren Hargrave. Passed Unanimously. New Business: 1. NHCA Fall Meeting: Lauren Hargrave reported the NHCA Fall Meeting will be held October 20, 2026. Beverly Lacoy and Conner Bailey will not be attending. Lauren Hargrave will attend. The registration will be signed off by Conner Bailey and given to the finance department for payment. A brief discussion took place regarding Lauren Hargrave’s appointment with the NHCA as secretary. She noted her term expires in 2027. 2. Cemetery Trustee Search: Lauren Hargrave explained that she received confirmation that having Karen Bailey become a Cemetery Trustee would not be a conflict of interest and requested that Conner Bailey reach out to her and see is she is interested in the position. Beverly Lacoy and Lauren Hargrave are fine with adjusting the meeting time to later in the day to accommodate Karen Bailey. It would just be a matter of making sure a meeting space is available at the chosen time. Beverly Lacoy and Lauren Hargrave have no other potential people to accept the position. Old Business: 1. Cemetery Signs: Lauren Hargrave presented the enlargement of the cemetery rules and Beverly Lacoy approved. The enlargements will need to be laminated before hanging. Lauren Hargrave will as Tanya to make the 3 additional enlargements. Once laminated Conner Bailey will make sure that they are hung at the appropriate cemetery locations. A brief discussion took place regarding the posting. 2 2. Butter dishing: Conner Bailey explained that someone called regarding butter dishing, which is a term used for inverted vaults to allow the body to be on the soil itself. He explained he is unsure and told the individual he would look into it. It was noted that currently Boscawen does not have any rules regarding butter dishing. Beverly Lacoy and Lauren Hargrave do not see an issue with it. Conner Bailey has no issue except it is unknown who would lower the body and how it would be achieved. Conner and his crew would not be in contact with a body. Lauren Hargrave will call Blossom Hill Cemetery and see what process they go through regarding butter dishing and let Conner Bailey know their process. More information may need to be gathered from outside sources. A discussion took place regarding placement of a body which was not in a coffin. Conner would need to discuss this with Dignified and/or the funeral home involved. 3. Update from Conner Bailey: Conner Bailey explained that DPW is currently shorthanded because 2 employees have left. He asked for patience at this time with maintenance of the cemeteries and expressed that the current employees will be working hard at trying to stay up all with all their other duties along with the cemetery maintenance. Beverly Lacoy questioned when the fence will be restored by the barn south of the Plains Cemetery. Conner Bailey confirmed that a new wooden fence has been placed between the cemetery and the south house by the homeowner. The iron fence in front of the cemetery located on the south side is still in need of repair. Beverly Lacoy made a note that the cemeteries look nicely mowed and in good condition. Conner Bailey noted that he and his staff have been weed whacking/edging the footstones and corner markers in the cemeteries. Beverly Lacoy noted she had an individual that wanted information on Maplewood Cemetery and she directed them to the Boscawen Historical Society. Lauren Hargrave reported she would be willing to help people with cemetery information in the future. 4. Capital Reserve Fund: Conner Bailey reported that he discussed the Capital Reserve Fund with Kate Merrill and it does not need to be approved by the selectboard in order to utilize the funds. When Conner Bailey has time he would like to research mapping of the cemeteries to utilize the funds. Adjourned: Lauren Hargrave made a motion to adjourn. Seconded by Beverly Lacoy. Passed Unanimously.
