Planning Board Minutes

The Rumney Planning Board met July 28, 2026. The June 30 minutes were approved via a motion by Jen Prouty, seconded by Zack Richards, with all members voting in favor. Regarding correspondence, State Subdivision approval was received for a campground at the old Macomber property on Rt 25. Gate City Properties applied for a state road permit onto Rt 25. The Board approved the Brox/Sobetzer Lot Line Adjustment, submitted to satisfy NH Electric Coop meter requirements. Brian Flynn recused himself. Isaac DeWever motioned to accept the application, seconded by Zack Richards; all voted in favor. DeWever then motioned to approve the adjustment, seconded by Richards, and all voted in favor. The Board discussed Joe Chivelle’s subdivision on Old Stage Coach Rd and the Sobetzer Easement lot line adjustment. For Oasis Place, Seren Elizabeth requested a waiver for a single lot subdivision for her father's home using veteran’s benefits. The Board will conduct a site visit next. MEETING MINUTES 
July 28, 2026 
 
Present: Brian Flynn, John Dow, Randy Reed, Isaac DeWever, Zack Richards, Jen Prouty, Judi Hall 
Absent: Rebecca Adey-Merrithew, John Allen 
Also Present: Maggie Brox, Tom Hahn, Joe Chivelle, Seren Elizabeth 
1. Isaac called the meeting to start at 7:03 
 
2. The minutes of the June 30, 2026, meeting were approved.  Jen Prouty made the motion to 
approve, and Zack Richards seconded.  All voted in favor. 
 
3. Selectmen’s report 
a. Budget requests have gone out.  Budget season is starting. 
 
b. Road crew is sealing cracks on old Rt 25.  Also blown header on culver on School 
Street is being repaired.  Footings have been poured. 
 
c. Old Home day is August 8th 
 
d. State Primaries are September 8th. 
 
4. Correspondence: 
a. We have gotten State Subdivision approval for a campground at the old Macomber 
property on Rt 25.  The Board has not been contacted yet about the campground. 
 
b. Gate City Properties has applied to the State for a road permit on to Rt 25.  No 
further information about how soon they plan to move forward. 
 
c. Letters to Pit owners should be written by Brian and Zack since they were at the 
inspections. 
 
5. Brox/Sobetzer Lot Line Adjustment – Tom Hahn representing.  The purpose of this lot line 
adjustment was to satisfy the requirements of the NH Electric Coop.  The electric meter for 
the house owned by Kathy Sobetzer, formally owned by Brox is located on the existing 
sugarhouse on Brox’s property.  The Coop requires meters to be on the property being 
served with power.  Brox is planning to relocate and build a new sugarhouse on her property.  
This LLA allows power locations to conform to NHEC regulations without having to relocate 
wires.  Brian Flynn recused himself from this as Maggie is his wife. 
Isaac DeWever made a motion to accept the application.  Zack Richards seconded the 
motion.  All voted in favor of the application. 
After no further discussion Isaac DeWever made a motion to approve the LLA.  Richards 
seconded the motion.  All voted in favor.  The motion passed. 
 

 
 
6. Joe Chivelle subdivision on Old Stage Coach Rd.  Tom Hahn representing.  Chivelle would 
like to subdivide a lot oƯ his property on Old Rt 25 and Stage Coach Road.  The lot is on 
Stage Coach Road, a Class VI road. 
 
7.  Sobetzer Easement lot line adjustment – Tom Hahn representing.  Sobetzer’s would like to 
reconfigure their land in conservation easements.  No new lots would be formed and 
acreage remains roughly the same. 
 
8. Oasis Place – Seren Elizabeth has requested a waiver to allow a single lot subdivided oƯ the 
main lot.  This is not a start to more subdivisions later but rather to allow her father to build 
a house using his veteran’s benefits.  The Board will visit the site to look at the situation first 
hand. 
 
9. The meeting was adjourned at 8:30.  Isaac Dewever made the motion to adjourn, Jen Prouty 
seconded.  All voted in favor.
