Selectmen Minutes 05-05-2023
Julie Hoyt and Sean Garland addressed the Selectmen regarding Butter Hill Road washout from the May 1 storm, requesting better ditching and culvert cleaning. Road Agent Alan Eastman agreed to work on the road and meet with them. Toby Veno presented a certificate of insurance for repairs to the Class VI portion of Robbins Hill Road; Selectmen approved repairs provided no damage occurs to the road. The Selectmen approved minutes from April and April 25, signed vouchers, an Intent to Cut for Ron Briggs, timber warrants for W. Henry Shaw and Millard Davis, and the MS-232. Selectmen approved a Surviving Spouse application for Doris Kane and declined participation in the Hazard Mitigation Plan from Homeland Security. Upcoming dates include a May 16 workshop hosted by Ted Wright and the WMNF at the town house. Bill Briggs will contact Neil Henry for a wood floor refinishing estimate. SEOC advised documenting May 1 storm flood damage. Updates to the Emergency Management plan will occur at the next meeting. May 4, 2023
Attendance: William Briggs, Riley Pitman, Jason Eastman Tricia Pitman,
Alan Eastman, Julie Hoyt, Sean Garland, Toby Veno
Julie Hoyt, Sean Garland addressed the Selectmen concerning Butter
Hill Road. On May 1 there was a storm that produced a lot of rain in a
short period of time. Butter Hill Road washed out from the top of the
hill down to Bonnie Arbogast’s homestead. Hoyt/Garland stressed that
they would like to see better ditch work done and the culverts cleaned
out more often. They inquired about grading the road and possibly
compacting the road. Alan Eastman (road agent) stated that he would
be working on the road again today and offered to meet with them
about the road.
Toby Veno addressed the Selectmen concerning Robbins Hill Road.
Richard Sosis and Charon Feldstein own a second home on Robbins Hill
Road and have hired Mr. Veno to repair the class VI portion of Robbins
Hill Road. He gave the Selectmen a certificate of insurance. The
Selectmen reminded Mr. Veno that he can fix the road but cannot
damage the road in anyway.
The Selectmen approved the minutes from April and also the minutes
from the special meeting held on April 25, 2023.
The Selectmen signed vouchers.
The Selectmen signed an Intent to Cut for Ron Briggs.
The Selectmen reviewed and signed timber warrants for W. Henry
Shaw and Millard Davis.
The Selectmen received notices from the Department of Environmental
Services. Dredge and Fill notice form Map 10 lot 1
Shoreland permit for Messing.
Driveway, septic and portion of primary structure for
Grotzinger.
The Selectmen signed the MS-232.
Mid Maine Waste sent a copy of the new tipping fee schedule.
On May 16, from 7:30-9:30 Ted Wright and the WMNF will be hosting a
workshop in the area. They will use the town house as a classroom and
then venture into the forest to complete the workshop. Mr. Wright will
provide the town with a certificate of insurance. Jason Eastman will
unlock the door that morning.
The Selectmen approved a Surviving Spouse application for Doris Kane.
Consolidated Communication sent a letter notifying the Selectmen that
they will begin installing fiber optics in the town this year and will
complete the project in 2024.
The Selectmen signed paperwork confirming that the town voted to
join the CCCD at town meeting.
Bill Briggs will contact Neil Henry to give an estimate on refinishing the
wood floors in the town house.
The Road Agent reported that SEOC reached out to him. Advised him to
document and take pictures of the flood damage from the May 1
storm. There is a sink hole on Province Brook road that should be
looked at.
Homeland Security asked the Selectmen if they wished to participate in
a Hazard Mitigation Plan. The Selectmen declined to participate.
There will be an update to the Emergency Management plan at the
next meeting.
A motion to adjourn was made and seconded.
