CIP Subcommittee Meeting - NON APPROVED Meeting Minutes for the CIP July 7, 2026 Meeting
The CIP Subcommittee met July 7, 2026, with Member Guifridda acting Chairman. Members approved the July 2 minutes, 6-0. The committee ranked several Capital Improvement Projects. The Pelham Park and Recreation Department restroom project ranked D/R. The Hobbs Community Center Bus Replacement ranked D for the reserve fund but N for the bus itself. Several school items were removed from consideration for lacking invoices or costing under $75,000, though PES parking lot lights remained on the spreadsheet. The PMS Boilers, PES Unit Ventilators, PES Elevators, PES Parking Lot Lights, and PES AC System phases all received rankings ranging from R to D. The $599,197 PHS boiler replacement was moved from 2028 to 2031 due to missing quotes, and the Field Lights and Track items ranked F. The committee plans to contact the School District for missing invoices and information. Department Head CIP submissions and discussion
Member Guiffrida called the meeting to order at 2:07 p.m.
Member Beauregard provided an email update from the Pelham School District showing the prices of
parking lot lights, unit ventilators, elevators, boiler, track field, gym floor, ACCU’s (2) and heat pump. No
invoices were submitted.
Members agreed to remove the gym floor, ACCU’s, and heat pump because these items were under
$75,000 and do not qualify for the CIP certification.

Members discussed writing a letter to the school because CIP did not have all the items requested by the
school (invoices, more information) to conduct the town's business needed for CIP.
Members agreed to remove all items submitted by email because they were under $75,000.00.
Members discussed either removing the filed light item because it was under $75,000 and the invoice was
from 2019. However, they decided to keep on the CIP spreadsheet because that number would be higher
as of today's date.
Members discussed more needed information to update the bond items.
