with our officers
on motorcycles
and motorcycle riding.
He worked at
Seacoast Harley
doing

doing motorcycle training
for them.

he passed away
last February.
This was supposed
to happen last year
and it didn't get done
just because of timing
and sequence of events
last year.
So they would like
to place a tree
on the town green
up by the bandstand.
Piscataqua is taking charge.
There is no charge
to the town.
They're going to handle
the tree.
They have the tree
already donated.
They were looking for a spot
to place it
so we went up
and looked.

Piscataqua is going to handle
irrigation
because on that side
of the green
there is no irrigation.

remembrance part
for the veterans
but on that side
of the road
there is no
irrigation.
So Baracic Instruction
has donated
time and material
to run a conduit line
so they can run
an irrigation line
up to the bandstand
so there will be
a water spigot
at the bandstand.
This tree needs
a lot of water
when it gets put in.
It is a mature tree
right now.

everything is donated
and they were just
looking for acceptance
to plant the tree.

leave

staff

economy

role

Hampshire
state
wharf
which is
what
where
this
salt
ship
docks
the role
that it
actually
does
play
and the
reason I
keep
hammering
and using
the word
economics
is that
Stefan and I
learned
from Hartley
that they
believe
at least
this director
believes
that it
is under
the director
being me
I think
we're under
using it
and I
think
it has
to do
a lot
with habit
and a lot
with how
the marketing
for this
particular
state
facility
has been
done
now
the wharf
in its
present
dimensions
has only
existed
I would
say
in usable
state
for about
four months
because it
was extended
out into
deeper water
and also
made longer
and it
also is
has a
greater
weight bearing
load
than it did
two years
ago
because of
the extra
pilings
that are
underneath
it
therefore
the loads
that are
coming in
can be
more frequent

heavy lifts

giant things
that come in
often manufactured
in Europe
sent by ship
because that's
mainly the way
to get them

plan

greater degree

the wharf

the barge wharf

north side

land
and allocate
it to
the Sarah
Mildred Long
construction
and it was
never used
so it's
lying
fallow
so to speak

are they going
to do

a barge
but there's
constraints on it
but they've got
the new
configurations
and we were
treated to what
those plans
are too
but it will
increase the
usability
then on the
south side
and if you
know where
the Thomas
Layton
comes in
and docks
and goes out
to the
Isle of
Shells
if you
look at it
from the
porcelain
side
and you
just have
eyes
on the
ship
you don't
see
what I
would say
is a
really
goofy
awful
looking
setup
underneath
that
wharf
and the
reason it's
awful
looking
is that
it's
the
current
wharf
built
on top
of
old
pilings
I mean
1800s
type
pilings
but that
were
reinforced
with
another
type
of
I'm
not
sure
what
year
construction
maybe
the
20s
but anyway
it was
pretty bad
looking
wasn't it
and they
have
a game
plan
now
to
clean
all
of
that
up
and
that
has
been
existing
Stephen
will
probably
tell
for
all
of
his
life
I
think
so
it's
nice
to
see
that
people
are
people
paid
in
their
positions
to
take
responsibility
for
doing
something
a little
differently
and
thinking
outside
the
box
it's
nice
to
see
that
actually
coming
to
fruition
so
in
this
gigantic
thing
which
you
have
and
I'm
sure
you
had
a
hard
time
figuring
out
what
to
do
with
it
in here
there
is a
whole
thing
having
to do
with
the
capital
plan

it's
all

up
in
different
pages

sort

really
worth
taking
a look

see
that
there's
this
intention

they

Rye
Harbor

capital
plan

worth
looking

you

that
even
just
in
the
market
wharf
section
they're
planning
on a
54
million
dollar
redo
which

divided
between
what I
just
described
to you
north
side
south
side
and
then
on
the
front
putting
something
out
as
another
extension
again
capitalizing
on
that
fast
deep
moving
water
and
Rye
Harbor
in
for
example
2027
812,000
and
same
with
Hampton
Harbor
and
then
if you
go a
couple
of
pages
down
and
this
is
all
passed
and
this
has
all
been
accepted
RIPRAP
you guys
know what
RIPRAP
is
well that's
what it's
going to
be

RIPRAP

hear
the
selectmen
in other
towns
including
Rye
talking
about
the need
for
RIPRAP
and
it
gets
damaged
because
we have
giant
rollers
coming
in

it
can
carry
it

RIPRAP

RIPRAP

yeah
it's rock
it's rock
that's piled in a certain way
at a certain angle
to
when you get the big ocean rollers
and then you get the wind
dribbling junk on top of the ocean roller
and then you have a king tide on top of that
it's all meant to
stabilize
stabilize it
but also take the wind
take the
some of the force
out of the roller
as it's coming in
because of the angle
I don't know the
hydro physics of all that
but
that's
they do
well as long as they do
and as they get the angles right
and the amount of rock right
what they say now
is that there's not enough rock up there
and that's part of the problem

as inexpedient
to legislate

can be used
if it's generated
by commercial
FAA
sanctioned
efforts
and it's stipulated
what you can do
with it
and one of those things
is not to put it
in the state general fund
right
I mean
this is a federal law
you know
so it's using
the FAA
improvements
and as you know
from your budgeting
here
you can't match
federal money
with federal money
that is a definite
no-no
although
they've tried it here
in ways
that I
used to know about
but they got caught
and that
wasn't good
for the general fund
in the year
I think on that one
was about 1986
and it had to do
with Medicaid
anyway

it was
it was bad
I mean
they in principle
knew it
but they decided
to try it
they won't do that
DOT
has its eyes
on the issue
PDA
has its eyes
on the issue
so now
the legislature
learned that
they can't do it
either
but
each
item
when I say
they focused
in here
on
fees
because
this is the end
of a fiscal year
it's the end of
I don't know
I think in their minds
an era
we can put it that way
it's a little bit
dramatic maybe

they
decided
to
increase
the rate
of fuel
flowage
rate
that is a
term
that means
we take
gasoline
for airplanes
out of a tank
and you dump it
into the
airplane
and the
word
flowage
signifies
it goes
from point A
to point B
so the rates
they first started
for years and years
the Jet A
and the
whatever it was
1,000 or
100 LL
cost
2 cents a gallon
many years
2018
that started
to change
I don't know
why it started
to change
but it did
then the fuel
costs
and the
usage
of the fuel
over there
became
more and more
an income
item
that was
bigger than
it ever had been
and that had to do
with the active
marketing
by the
port city
air
that is
what they call
an FBO
fixed based
operator
does all the
ground stuff
to service
aircraft
so they
put on
their
big boy
pants
and got
off
and got
into
all the
markets
that would
have an interest
in lower
rate fuel
and the
biggest
consumer
of fuel
and flowage
of fuel
is really
the army
and the
cargo
aspect
of army
flights
so
the deal
was
they changed
the rate
it has been
at 8 cents
for 2024
2025
and they
upped it
3 cents
up to 11
and
I was a little
surprised at that
because they
pride themselves
on marketing
under
everybody
else
and it
apparently
is a penny
or two pennies
still
under
everybody
else
and the
national average
is 7 to 15
cents a gallon
so
but
their
competition
is
within
proximity
to here
you know
it could be
300 miles
here's the
middle point
300 miles
in every
direction
so
anyway
they passed
it
they believe
that they
had the
justification
for it
and the
justification
is that
the capital
improvements
they've got to
replace
two runways
they haven't
been done
for 22
years
the
asphalt
has started
to
break down
they need
to upgrade
those
things
according to
maintain
a certain
security
certification
there's not
just one
there's about
five
also
the capital
improvements
I think I
told you
earlier
about the
tower
it's
really
it's
awful
I've actually
been in it

people
sitting up
there

could think

a lot
of people
in this

time in the
last few

on thinking
about unit
costs
what the
past has

what needs
to happen
and what we
need to do
next
and they
got them
all done
and I was

impressed
with that
another
rate shift
that has
happened
is the
tariff

that word
with some
measure of
caution
because it
doesn't mean
tariff
coming in
from another
country
it means a
tariff
increase
on the
market street
rates
and the
reason
we just
put
900,000
into that
market street
wharf
and what
we have
to do
here
is
use it
to generate
more funds
and in
order to
do that
they have
these
econometrics
called
wharfage
and dockage
wharfage
is how
many times
you're
or what
it is
you're
using
on the
dock
on the
wharf
and the
effort
going into
actually
putting
that
giant
pile
of pink
salt
with its
roads
up to
the
top
on there
and the
dockage
is the
actual
being tied
up to
the wharf
itself
two separate
fees
it's remarkable
how they
figure all
this out

but I
also learned
that
these
econometrics
are
are
really
in line
with
certain
types
of
federal
legislation

they
govern
shipping

ships
coming

in
America

harbors

they

through

maintenance

is
really
possible

the
current
rules
the
regulations
and
the
rates
all
were
changed
and
things

rules
of
conduct
public
safety

stipulated
in
the
state
RSA
that
covers
this
kind
of
activity

aligned

United

phrase

the
rates
are
now
all
