business is um we are no longer calling
it old business, but unfinished
business. You'll see some changes to our
agenda this season, which I hope will
make things a little clearer. So, at
this time, I turn this over to Chris
Young.
>> Good evening, everyone. Uh our order for
unfinished business is the North Walpole
School. Um as you know there is a plan
in place uh currently uh for it to be
unoccupied as the transition has been
quite successful with Walpole uh second
grade through fourth grade moving over
to the big school and being on one
campus that has been very successful. I
would, as some of you may know, there's
been a lot of RSA changes in regards to
this topic. And as a result, what I'm
proposing tonight as an update is I
would like to have a community forum uh
in which we would invite our legal
council to not only be able to answer
our questions, but uh the community's
questions in regards to this because
there are a lot of questions still
outstanding that um may help being in
that public session and uh being able to
get support through legal counsel. So
that is the update.

At this time, I could have our student
reps. You take yours. Um, introduce
yourselves for the public and give us
your report, please.
>> Uh, I'm Andrew Richardson, uh, a student
representative.
>> I I would like you to speak into the mic
for the people, please.
>> The first two weeks have brought great
promise of a successful 2026 to 2027
school year to Fall Mountain. Students
have been hard at work in classes,
sports, and clubs. We're excited to see
what this year will bring. Prior to the
start of school, Heidi Westover
organized an event for seniors to come
and decorate a parking spot. A large
group of students came with their
families and spent the afternoon
painting their parking spot with unique
designs. It was a wonderful event and a
great way to bring everyone together
before the start of their last year
together. On August 26th, Fall Mountain
welcomed new students into the building.
Freshman, transfer students, and
exchange students all came to learn how
their class schedule works before the
first day of school. The event held by
counseling and the peer mentor program
helped new students get a feel for the
building, meet their teachers, and
interact with their classmates. It was a
great start to the school year. Girls
varsity volleyball started their season
off strong with a three-0 victory
against Springfield High School. The
team is rebuilding after losing both the
varsity and JV coaches last year, but
seemed to be bouncing back with the help
of their coaches Katie Town and Shauna
Barney. We wish them luck with the rest
of their season.
Along with new coaches, Fall Mountain
has welcomed two new teachers. Mi Mr.
Morell stepped in as a new science
teacher, Mrs. Franco as a new parap
professional. They're both settling into
the school environment well, and
students enjoy their help in teaching.
Boys varsity soccer had a promising
start to their season as well, winning 4
to1 against Masoma and 8 nothing against
Conanit. Senior Quinn Mitchell has
accumulated six goals within the two
games. We're excited to see what the
rest of season will bring. Within the
next few months, there will be very some
very exciting events. Our annual
powderpuff game hosted by Heidi Westover
and Salt will be on October 1st. This
year looks like it should be an exciting
match as both teams have already begun
practicing. Homecoming weekend will be
October 16th and Salt will be hosting
their mac and cheese cookoff at the
football game. We are looking forward to
an exciting new school year at the
mountain.

>> Good evening again. Uh I will keep it
short because we do have a quite
extensive presentation uh from Joey
Carter regarding our summer projects and
our updates. Uh just a quick few things.
We did start school. Students are
quickly settling into routines. Uh as
some people may know, we do have uh a
few positions that we have not been able
to hire for. That is especially true
within our pair of professionals. Uh but
we have been working over the past
couple weeks to fill additional roles as
you can see on the agenda tonight. Uh
but we still are missing a few and that
seems to be um a challenge right now
filling those roles. Um so that is an
area that we're going to look at. Um, as
you can see, we have our administration
here that is going to be more of an
ongoing piece. Every meeting, we're
going to either have an update from the
school or a department head um outlining
some of the things that are happening
within the school so that we can get a
feel of not only a district but school
settings. Um, but it'll be short and
it'll be only one or two so we're not uh
so it's appropriate for the meeting. Um
and besides that, um
we have engaged in starting our budget
conversations that started last week.
That will continue. Please understand
that enrollment numbers will not be out
until at least October 1st. Uh we have
had some transitions in and out. Um but
as a whole, uh that will be our October
1 deadline. So those will be
forthcoming.

summer projects?

And now we have uh Joey Carter, our
facilities director, with an update of
all the projects that fill two sides of
this piece of paper. So, it's been busy.
Good evening.

>> Yep, you're good.
>> Okay. So, I put together what I thought
was going to be a brief little
slideshow, but in the end, it's actually
quite extensive because there was quite
a bit of stuff that was completed or was
worked on or should have been worked on
this summer that's still in progress or
has to be begun. So, I'm going to just
kind of randomly go through these
slides. Um, some of you have the sheet
in front of you that follows along with
the slides. Um, not every slide has a
descriptive title, but we uh start with
North Ball Pole School. Got gutters
across the main entrance walkway.

>> Moving on to Violet School, which got a
window into the focus room. Um, that
room never had a window up until now.
So, that one in the center of the screen
is brand new. There's an interior view
of the new window uh giving light to
that classroom that not had none before.
That's good.
While this school got uh the front
stairway from the cafeteria up to the
top floor repainted in blue. Um it was a
dark dingy kind of green color before.
We also did the staircase to the
gymnasium.
The front entry got new wall paint, new
ceiling paint to brighten up the entry.
Uh some additional projects for VIAS
were uh repairing the elevator switches
which allow the elevator to stop on the
individual floors. Um the storage shed
replacement back is going to get done
hopefully in the spring and uh a lot of
camera installation took place.
>> Can I ask a question about the VIS? Are
there any plans to paint the exterior
trim of Vio Middle School?
>> Yep, there is.
>> When is that? Do you know? I don't have
a timeline on any of it. Okay. Something
that's in my plan on my paperwork, but

>> it's needed. Okay. Thank you.
>> Um Charles Town Middle School had some
gym floor repaired this summer. Um
it got new lines and a new finish coat.
The whole thing got sanded out.
Uh along with that, it got new four new
anchors for the volleyball net system so
that they are actually structurally
supported.
Uh, classroom 12 got an abatement done.
So, the asbestous was removed and the
floor tile was put down.
The gym shades were replaced on the
south side of the building. There's six
shades across that side of the gym that
now are functional.
The CMS back steps were um repaired and
resurfaced.
uh interior hallway on the main floor of
CMS was repainted. Um had a lot of
maroon trim on the ceiling and maroon on
the walls um which was removed and
turned into the the neutral ground color
to brighten up the hallways.
The exterior wall of room 10 um had a
lot of spalling and paint chipping. So
that was properly repainted with the
proper paints and uh refreshed.
The main entrance was redone in the
white paint.
North and south entrances, the ceilings
were uh the metal lentils that hold up
the brick were corroding and rusting.
So, those got resurfaced properly and
repainted.
The underneath side of the south step
stair pan um got resurfaced, rein
restructured and painted.
And some other projects, uh, there's
ballards that going to be installed in
the outside of the locker room, entrance
doors, uh, boulders across the front of
the school building, and some external
PA speakers, none of which has been done
yet.
Charlestown Primary School got a whole
fire alarm replacement.
Um, the red box in the corner of this
photo is the new fire alarm panel at the
front door. And also the
main hallway got new wall paint and new
doorway paint. So the door frames got
painted the blue.
Um other projects in that school were uh
we're going to be constructing new
playground and moving structures from
the ELC um along with new playground
fence. Um none of that has taken place
yet. It's been put on hold. And the
repointing of the brick should be
starting hopefully on Monday.
WL
Walpole Elementary School um got
abatement in room seven. So the
asbestous tile was removed and new tile
was put in.
The range guard was serviced um due to
an uncompliant suppression system that
was updated.
Um we did a large amount of tree removal
on the playground um on the the wood
side. Um opened that up, removed a lot
of unsafe and large trees.
uh large trees in that in that picture
and un very unsafe trees in that
picture.
Um moving into the building
reorganization of Walpole Elementary. Um
this is the new library space uh which
is downstairs. Um all shelving and all
books removed from the top floor to the
bottom floor this summer. Um the wall
that you're looking at used to be an
accordion door. That door was removed
and the wall was installed with a single
entry door.
um more of the library and all the
shelving and books that were removed.
Uh this is the new focus room. Um
they've got the same other side of that
wall that was installed.
Uh this is example of one of three
cubbies that was built for the um second
through third graders
um to accommodate their bags and coats.
Um this is what once was a library is
now um educational space as well as this
room was the other side of the library
been converted to educational space.
Uh this is the music room with new
shelving which is in the place of an old
sink that was never used in the music
room um and shelving that was falling
off the wall. Um so that's been
remodeled.
This is what Justin would refer to as
the wait room slash storage area. It's
now a nice bright um open conference
room for his staff.
Uh front entry of Walpole had two very
overgrown shrubbery. Um those have been
removed for not only safety but
aesthetics. Um exposing a lot more of
the front of that building.
Uh Walpole Elementary School parking lot
got repainted this summer. Um, part of
that repainting was a parent pickup
parent drop off line. Yellow arrow on
the right indicates where parents would
come in. They'll follow the yellow
arrows through the parking lot. Um, get
to the back of the gymnasium and stay
close to the building divided by a
yellow line and on the north end of the
building, they'll come to a stop and
pick up students at the crosswalk to the
playground. So now there's a design
designated travel lane for people
getting out of the parking lot and
people wanting to be in line for for
parent pickup which most of the time
extends almost all the way around the
building.
Um other Walpole Elementary School
projects were camera installs, uh the
North Walpole school movein, um a lot of
painting and some fence replacement
which has some been started and some
still to be done.
Walpole Primary School. We start with um
our grounds guy did a whole lot of
clearing of trees in preparation for
fence. This is on the south side of the
building. And on the westerly side of
the playground, the 6ft fence you're
looking at was not even visible before
the tree removal. Um
I'm going to guess we took down what
30ft tall trees to expose that fence.
Again, this is another section of that
same fence. Um, all of that fence will
be getting a protective cap around the
top because it has the twist tie tops
which are not safe. Um, so that's going
to be getting improved.
Um, our smoke wall project here at the
high school. Um, we had three sections
above double doors that got smoke wall
um, sheetrock put in. This is a picture
without being finished. I didn't get a
finished picture, but you can see they
put sheetrock from the top of the door
frame to the ceiling of the uh, roof
deck.
Whoops, wrong direction.
Another photo of that sheetrock. Very
tight space, very difficult to work in.
Um, we made improvements to the softball
dugouts and the shed. Um, lots of trim
replacement, replacement of rotten
plywood and a full paint job along with
the announcing shed.
And our very own Sarah Edmonds and her
husband were willing to come in and do
up our Wildcat sign for us. So, that's
been redone.
>> Um, out back at the high school, we have
the storage shed. Um, you can see all
the yellowish colored wood has been uh
installed this summer. It was
collapsing. The front post wasn't
touching the ground. The middle
mezzanine um better seen here was
sagging and not properly supported. The
back wall only had three studs in that
whole distance. Not sure how it was
staying up, but it's definitely better
now.
Um, track resurfacing was completed. It
looks beautiful out there. We, uh, took
the initiative to buy a runway mat for
the football team to, to go across
without damaging our track.
Um, gravel parking lots got resurfaced
behind the high school, the practice
soccer field, the main soccer field, and
at the transportation building.
Um, here at the high school, we did
probably I didn't count exactly more
than 15 classrooms. The windows got
repainted on the trim. Um, a lot of that
trim was original, primed, hadn't been
done yet. High school, most of those
classrooms that got paint also got the
door frames painted to the hallway.
Um, and high school projects that uh the
emptied the ELC and moved it to other
schools. New athletic door key system
upgrade. Um, two new locker room doors
to the gym are going to be coming soon
and we'll be eventually demoing the
sugar house which has been condemned.
Uh, at the facilities building, we
installed four of these double set
windows.
We installed two new doors
and the entire building got trim
upgrades and painted.
Um, we also have the waist shed over at
our maintenance area which needs to get
cleaned out. That's um on schedule. The
diesel pump got an upgrade for access.
Um, the key system that the bus drivers
were using failed. It's no longer
replaceable. Um, so we ended up putting
in a new key system for them. Um, all
the old vans have been auctioned off and
are in the process of being sold. Uh we
painted the director's office in the
staff bathroom and we emptied out the
old Langon fire station of storage.
Um additionally this summer fire
extinguishers were inspected, range
hoods were cleaned and inspected and
fire alarms were also inspected.

forgot some projects on this list. And
there's a long list of projects that did
not get completed this summer that are
just going to be carried over to the
next summer or done along the way.

I um I'm glad that you've got it under

Nice presentation. Yeah, it's it's
easier to understand what got done when
you see it.

>> All right. Wow. I'm I'm actually floored
by the improvements. So, our next order
of business certainly is an important
one. It is to begin discussions about
the budget process and what we have for
expectations
from all of the um administrators and
department heads for the budget. So at
this time I'm going to have uh Chris
give us a little update about what's
been done and what's to come.
So, as I alluded to, we have started our
budget process, which is typically
started with the principles and
directors meeting with myself and the
Lori uh the BA to discuss uh not only
staffing
um student
need um and what is needed for their
building as they progress into the next
year. And then capital improvements.
Those are our kind of our three things
that we start our discussions around. Um
we are based on a zerobased budgeting um
practice and as a result every principal
comes to us with a zerobased budget
meaning they're starting from scratch
working their way up. the discussions
are being had, but what I'm looking for
this to turn into is a discussion from
the board of our expectations as uh Lori
and I guide and support the the
principles in the budget process. And as
you know, we want to be informative and
transparent to the community. And as a
result, we're looking for some guidance
from you as we begin these discussions
as as we get into it. This is going to
be quite the process. It starts now.
Actually, it started uh back in June
really. Um and it is going to progress
all the way up until the vote as
outlined in the um the budget schedule
and that's in March. So there's a lot of
time between here and there and the more
direction we have the better we are able
to support the administration and and
the staff as we make these decisions. So
today was just supposed to be an open
discussion.
>> Does anybody want to start with some
thoughts?
Jamie.
>> Yeah. I think as you start to move into
the budget building process um it was
nice a few of us were able to go to the
uh budget committees meeting and it was
nice you know to be there and be
chatting with them about the new laws
that are coming out that may or may not
depending on you know what happens um
with a couple of them that are being
contested right now.
But to keep in mind, you know, the
inflationary pressures that everybody is
under right now, uh, specifically, you
know, with the fact that diesel prices
are at historic highs and everything is
pretty much moved by diesel still. Um,
so I would I would encourage everybody
as they look at building their budgets
to try to stay below the inflation or
CPI index for the New England region. um
just to use it as a guide, right? Um
even though it is trending higher as
well. So, I'm glad to hear that we're
going to do zerobased budgeting and kind
of look at each line item to be sure
that we need it and we're not just
carrying it forward because it's always
been there. So, thank you.

I don't know how we're progressing with
negotiations with the teachers because
I'm not on that committee. It's my hope,
of course, that we reach an agreement.
But if we do, we're going to need some
to leave some room in the budget to to
get it supported because unfortunately
last year, not only did the teachers
contract fail, but so did the budget.
Okay,
>> heating oil this winter is going to be I
don't know what uh not so much for us
because we don't use that much oil here,
but you know for for the people who are
going to pay the bills and vote yes or
no come March. That's going to be a
factor. Um so I think we need to
continue to look at right sizing the
organization accept the fact that we're
no longer a 2200 student school
district. We're less than a 1400 student
school district and and uh you know we
have done some consolidating so that's
good. We've closed two schools. I
frankly don't think we're done yet. Of
course, that'll be up to the community
as to whether or not they do, but they
can't answer the question if we don't
ask it. And I think it's time to ask it
and to think about how we might
restructure uh in a more economical
manner. I certainly don't want to go
another year without a teachers
contract. So, that's got to be, you
know,
we got to make room for that, if you
will.
>> Absolutely.
Go ahead, Chris.
>> I would think u moving forward we've
done a over the last um several years
we've done a really good job with um
with the local town schools for the most
part um at least in Charleston. And I
know we've
at least working with the um past
principles or the current principles,
we've got those budgets down as far as I
can see at this point. But having said
that, we know we're having a declining
decline in uh student population.
So I will be looking to see how
full mountain will be remedying
the teacher student ratio as we move
forward. That will be something um
certainly we need to take a look at.
Does anybody want to add anything else
at this moment?
I just want to express that I know um
every one of our administrators looks at
this with a very fine um vision and a
fine tooth comb. There's not a lot in
there that is extra. And so it is very
difficult to think that there are costs
that we won't be able to control at the
expense of educating children. And so um
I just want to acknowledge that we know
this is not going to be easy for anyone
and we appreciate that the hard
discussions will be had.
It's one one thing that comes to mind as
I have seen the documents, you know, for
budgeting come through like on a monthly
basis. Um I it just seems like there was
always
uh costs for like supplies for each uh
school that I'm wondering if there's a
way to
more streamline that so that there's
only and maybe there is already a
limited number of folks who have the
ability to order or because maybe what
I'm thinking is maybe there's an
overabundance of some supplies at one
school that the another school could
use. Um maybe things are, you know,
stowed away in a closet that no one's
remembering that they already have, but
they're just purchasing and maybe
unnecessarily. Uh more of a a want
versus a need as well to just consider
that.
All right. I know this is going to be
a discussion for every meeting here on
out. So, is there anything else you
wanted to add to that or would you like
to move on?
>> I think the only other thing that um we
are opening up more conversations with
the budget committee our last
conversation we had uh we had Lori and
myself at that meeting. We also had a
few board members. So, we are opening up
those discussions to be had. Um, so it's
it's more back and forth and more of a
discussion than just handing papers and
saying here interpret this. So I think
we are trying to to mend that um and
support them and them support us. Really
what it comes down to is they have the
bottom line. However, the board um is
really the factor that I'm most in um in
tune to because our job is to educate
our students and that's our our job. We
we work incredibly hard to do that and
we need guidance from you to be able to
make those tough decisions when needed.
So the more information that we can
share and the discussions we can have,
the more information we can have to um
make those tough decisions when needed.
All right, at this time we are going to
move to policy review. There are a lot
of policies here. I'm going to have um
Misty's not with us this evening. She's
generally got a terrific grasp on what's
going on with our policy. So Chris is
going to give us the update and and then
we will um look at first read if there's
any changes that we want to make and
then we can bring it back for the next
meeting to make uh some final decisions.
>> So as you can see it's pretty extensive
list for policies. What we have been
charged with is looking at all our all
our policies. We are look um moving
forward with a program called assembly
which um is a online platform in which
we will house all our policies in. It
also communicates with the New Hampshire
School Board Association so we can draw
some of the policies from
um what they have and put them within
our policies. Um ultimately what um has
been discussed is with the New Hampshire
school board as we move into this
program um it will make our lives easier
down the road. However, what you will
see is there are going to be some name
changes. So some of the policies may
just be a name change with the same
policy. You may see some new policies
and you may see some rescended policies.
As you look at our internal controls for
policies, we have quite a few that are
just unique to Fall Mountain. And as you
get into the weeds of things, you notice
that some policies as RSAs change over
the years, they relate to other
policies. So what we are inherently
finding is um some of these can be
rescended because other policies were
put in place that reference the same
type of policy that we were getting at
the the first time we we proposed it. So
it is a heavy lift. We have gotten
through the policy committee uh met last
week uh that consists of myself, Jamie,
Steve and Karen and we have started
going through as you can see we went
through quite a list. We went through
the A's and B's. We are going to
continue to work kind of strategically
and then as we get through all of them
we're going to have to go back and then
really dive into some of the unique ones
for just Fall Mountain. So over the next
probably 3 to 4 months, you'll probably
see a lot of activity in regards to
policy and then it will slow down just a
little bit and then we'll get into some
more unique ones that are, as I said,
unique to to Fall Mountain.
Do either of you want to add anything in
regards to policy?
>> I just had our one meeting and I'm
already overwhelmed.
Yes. Um I you know the school boards
association is is a very useful and
helpful tool in this area. I think we do
need to just use what they have as much
as possible. Uh you know it's well
vetted and and uh you know it's there's
so much so many changes in the law. It's
just
unbelievable. So, and God bless I mean
both of you, but Misty is really into
this and you know I can't even imagine
the two of us trying to tackle this is
is just it's a lot there.
>> Yeah. And as soon as one just so people
know the RSAs are coming out so quickly
that as soon as one is kind of finalized
it's already changed again. And that's
that is just the current practice that
is coming from the state legislative
body right now.

I thought this was a pretty great list.
I love being able to just simply see
what you all decided was outdated, where
it's going, where it could come from,
and so I really appreciated being able
to read it with that eye. So, thank you
for that hard work.

they'd like to see made, uh, then I'd
like to move these to the next agenda
for second and hopefully final read.

>> just one thing for the public. One of
the reasons that you're seeing so many
title changes is as we transition to
assembly and the New Hampshire School
Board Association, the recommended
policies, they need to align within the
names, too. So those title changes are
now going to align with the schoolboard
association recommended policies so that
when they're cross referenced, they
align within within both systems.
And the Simlia system is almost up and
ready. We are working through the last
few pieces of it, but hopefully within
the next two to four weeks, we'll have
that up and running and you'll see some
big changes on the website in regards to
policy.

we can move to board committee uh
reports
>> and

>> Christa, would you like to start with
budget committee or Chris as he was your
representative that day?
>> Yeah, I stepped in for uh Christa um
last budget committee. Um, also there
was a a few other board members there
which um I'll let Jamie speak to all of
the rules and regulation changes that we
had in discussion that are going to be
affecting the budget season. Um, but uh
for uh a part most of it a part of it
was a discussion regarding um student
teacher ratios at Fall Mountain and
a lot of discussion went around that. uh
but and what we're looking at was
ultimately the effects on the budget
regarding those numbers. So, and in
those changes that may come forth. So,
in simple terms, that's really what we
talked about at the budget committee,
Miss Teague.
All right. And I just want to remind
everybody that the um budget committee
meets the first Wednesday of the month
at 6:00. It is an open meeting. So, um,
everybody is welcome to attend.
Jamie, did you want to add anything
regarding the, uh, presentation to the
budget committee on policy? I mean, I'm
sorry, on the legis legislative updates.
>> Um, I would encourage people to go watch
it because it was a really good
discussion.
>> It was. And I would also tell people
that
the um environment surrounding
uh HB
um is it 564 and 13 1300 or 1500? I
don't remember. I'm sorry. There's a few
of them. Um the one on the tax cap uh
has been challenged in court and it did
go before a judge. Um they're waiting
for the judge to make a decision on
whether the question can be called. Um,
and so they're expecting to have that uh
uh decision very soon because the
Secretary of State's office has to order
the ballots. Um, so and they can't hold
them up. So that'll be interesting to
see where that comes down on the
testimony. It was it was interesting. It
was pretty short and succinct. Um, so
we'll see how that how that shakes out.
Uh, the one on the SAU budget though
does become law. So, you will see two
different, you know, warrant articles
next spring and that has not been
contested. Um,
yeah. So, we'll keep you posted and and
uh you know, we'll see what happens.

negotiations committee. Just want to
update uh

>> Uh so we have met um with the teachers
union. Uh we have set all of our dates
and we had to we actually rescheduled a
few dates because of the tax cap um bill
that came out. Um we thought it would be
prudent to push some of the dates back
just to see if we're going to if we
might potentially be dealing with a
situation there. Um because the order of
operations on how warrant articles are
voted makes a difference on how uh
dollar amounts are added up and when the
tax cap if it was to be voted could be
put into place. So anyway, we had good
discussion around that with uh all of
our representatives. Um and we're um
right now in the early stages working
mostly on some language updates. So we
hope to have it wrapped up though still
by you know December so we can bring the
information to the school board.

>> Mr. Young's been too busy.
>> At this point, we have not had a chance
to meet. Our first meeting is in
October.

update on the CTE programs that you are
involved with?
>> Um, there's really no update at this
moment.
>> Perfect. Uh, the cooperative review
committee, I know, has been meeting.
Chris Balding has stepped in as chair of
that. Do you mind giving us a quick
update on that one?
the cooperative review committee. Um
it's been an interesting uh
collective or collaborative so far. Uh
but it I I do believe that uh Christa
Christa Chris O Chris uh guided us along
and fostered us along on a couple of uh
handholding um meetings which was nice
and flowers and things and got us into
the team spirit. So thank you Mr. Young.
Uh and but uh the last meeting we
finally did break up into some groups
that uh started to um
um get into some details and it was very
revealing. But I do I I uh there I I
believe in the funnel we'll have
something that will come out at the end
of the funnel at some point down the
long down the line. Um everybody does
seem to have a mission that there is
going to be some things some changes
coming both structurally and with the
methods of
so those things there are there are
changes coming. So it's a it's really a
positive group and a lot of informed
people that sit on that committee that
have experience witnessing this uh for
the last 30 years. So, um,
that's what I have.

has not met individually yet, but as you
have heard throughout this meeting,
there are people paying attention to
what's going on and having conversations
with the appropriate committees so that
everybody is aware of what they need to
be thinking of in terms of budgeting and
