The Windham Zoning Board of Adjustment met July 28, 2026. Board members approved six sets of meeting minutes from April through July 14, 2026, with votes ranging from 3-0 to 5-0.
For public hearings, Karl Dubay withdrew Case 13-2026 (60 Range Rd) without prejudice by a 5-0 vote. The Board accepted the withdrawal for Case 19-2026 (165 Kendall Pond Rd) via 5-0 vote. The Board granted a variance for Case 35-2026 (30 Telo Rd), approving a detached garage and addition within wetland buffers by a 5-0 vote. Nick Couture must remove existing structures per plan. Case 28-2026 (2 Sharma Way) was continued to August 11 at 7 pm by a 5-0 vote. The Board granted a variance for Case 38-2026 (12 Gardner Rd) for a deck by a 5-0 vote, provided it remains unroofed.
The Board denied a rehearing request for Case 27-2026 (63 Mammoth Rd) 5-0. They reaffirmed denial of use variance for the 350-unit development in Case 14-2025 (82 Range Rd & 102 Indian Rock Rd) 5-0.

The Windham Economic Development Committee met June 5, 2026. Bill Urbon was appointed as an Alternate for Mitch Jacoby. Minutes from May 8 were approved 9-0-0.
Alex Mello reported several properties at Rockingham Road are occupied, including leased contractor bays and an Indian Rock Road restaurant foundation. A Sports Complex received initial Planning Board feedback; a public hearing is scheduled for the Ledge Road self-storage proposal. The Arena Square housing petition was referred back to the Town ZBA.
Heath Partington reported the Select Board approved Nashua Road Field well fracking, Rogers Field paving, and watering restrictions. Payal Ballaya noted the Planning Board is restructuring impact fees and discussing a residential Growth Management Ordinance.
Promote Windham rescheduled a business speaker event to June 24, 6-8pm, and is preparing a July business appreciation event with advertising budget support from Mello. The meeting adjourned unanimously at 8:24 am.

Bill Urbon was appointed as a Full Member, replacing Shariq Yousfi. No votes or budget allocations were recorded. Development updates include: Convenient MD received a Certificate of Occupancy; 7, 1, and 11 Indian Rock Road projects are progressing; the ZBA heard a Gateway Park master plan requiring variances; the Windham Woods Sports Dome ZBA hearing continues August 25th; the 14 Ledge Road Planning Board hearing continues July 15th; and Starbucks is amending their site plan for Enterprise Drive. The Rt 111 Corridor Study final PAC Meeting is scheduled for July 30th. The Promote Windham Subcommittee’s third speaker installment is set for September 22nd. Gary Garfield moved to adjourn at 8:14 am, seconded by Simon Senior, passing unanimously.

The Windham Zoning Board of Adjustment met on February 10, 2026. The Board granted a variance for Case 02-2026 (16 Viau Rd) via a 5-0 vote, approving a 12’ x 24’ front addition finding no health or safety issues. Case 03-2026 (6 Cross St) was continued to March 24, 2026, at 7 pm and a site walk scheduled for March 18 at 5 pm to address drainage and road concerns with a 5-0 vote. Similarly, Case 04-2026 (Cross St) was continued to the March 24 hearing and March 18 site walk via 5-0 vote due to neighborhood character and drainage questions. Case 05-2026 (23 Golden Brook Rd) was granted 5-0, allowing an addition for more space. The Board discussed procedural rules regarding timelines, preserving minutes until appeals are exhausted, and the use of Teams for public input.

The Zoning Board approved a 4-0 vote to grant variance Case 21-2026, allowing George Zalaket to add a second story to a non-conforming garage at 5 County Rd. The Board denied Case 27-2026 in a 3-1 vote, rejecting Cally Weymouth’s request to remove a commercial use condition on her garage at 63 Mammoth Rd. Case 13-2026, regarding Karl Dubay’s modifications to a motorcycle dealer at 60 Range Rd, was continued to July 28th at 7 pm with a 4-0 vote. The Board requested updated plan details, including stream markings and performance bonds. Case 16-2026 for Carole M. Martin’s house replacement at 2 Cross St was continued to July 14th. Case 33-2026, Eric Lavoie’s deck variance at 46 Hadleigh Rd, was continued to August 11th for further fire department information. The meeting adjourned at 8:47 pm.
