Rick McQuesten cast the opposing vote. The board found the lots meet well and septic radius requirements and other setbacks, despite neighbor concerns about water supply, privacy, and flooding. Neil Reardon recused himself from the vote. The board approved the July 8, 2026 minutes 5-0. The next public hearing is scheduled for September 2, 2026. A 30-day appeal period applies to the variance decision.

The Hampstead Planning Board met August 3, 2026, with Bob Weimar, Matt Johnson, Ryan Gray, and Paula Maroun present. The board set September 8, 2026, as the next public hearing date.
The board accepted jurisdiction and approved a Lot Line Adjustment for Map 17 Lots 299 & 300 aka 15 Victoria Lane, presented by owners Mark Murowski and Ken Shedden. Both motions passed 4-0.
The board accepted jurisdiction and approved a Subdivision of Land for Map 18 Lot 085 aka 70 Danville Road, represented by John Marcinkevich from Lavelle Associates. The driveway sight distance issue was resolved, and all monumentation was set. Both motions passed 4-0.
Jenn Rowden and Nicole Berry from the Rockingham Planning Commission presented a Land Use Regulation Audit. The board agreed to provide feedback within two weeks. Chairman Weimar remarked the state is trying to "homogenize Hampstead."

The Select Board voted 5-0 to request CART notify Hampstead residents that service interruptions may occur after January 1 due to budget constraints. CART funding currently sits at $17,142, but the organization requested an increase to $45,006 due to lost federal funds.
Chief Kelley received authorization to hire Shawn Ranlett as a part-time custodian pending a background check (5-0). The board approved restructuring the Police Department, promoting Chris Rothwell to Sergeant and reclassifying Sergeant Randall to Detective Sergeant effective August 30 (5-0). An $8,500 NH Highway Safety grant for traffic enforcement was also accepted (5-0).
The Board awarded the heat and fuel bid to Palmer Gas and Oil (5-0), with fixed propane rates at $1.899 per gallon and #2 Heating Oil at $3.599. The 2027 budget draft is scheduled for October 7, 2026. Chairman Eaton authorized a prepayment of $77,694 from the Ambulance Revolving Fund for a new ambulance chassis. Fire Department staffing will reduce from five to four on-duty personnel in September due to budget constraints.

Selectboard members Warnock, Eaton, Guthrie, and Worthen approved several spending requests. The Board authorized $14,019 from the Building Repair and Maintenance Fund for fire department repairs on a 4-0 vote. They also approved $6,600 from the Ambulance Revolving Fund for EMS equipment and supplies, passing 4-0. Salary adjustments for per diem firefighters were tabled pending available funds. The bid for annual HVAC services was awarded to Southern NH Plumbing and Heating for $16,832, saving $4,570 compared to the competitor. The Board did not decide on a proposed CART funding increase from $17,142 to $45,006, requesting a future meeting with CART representative Laura Jones instead. The CIP committee meets 8/20 to vote on capital requests. Election day workers are needed for September 8, 2026.
