The Joint Loss Safety Committee approved minutes from the March 16, 2026 meeting by a 5-0-2 vote, with Lynne Moreau and Ben Ashton abstaining. The committee reviewed three incidents: a Public Works employee suffered a crushed toe through a reinforced boot, a Fire Department employee received a forehead burn during training possibly due to mask failure, and a Police officer sustained a finger laceration. No safety recommendations were issued for these incidents. The Fire Department will provide a report from the Fire Academy next month. Geoff Pinard moved to recommend the Town consider alternative solutions for town-wide snow removal to reduce snow/ice-related injuries; the motion passed 7-0-0. The Select Board unanimously approved August 24 minutes, accepted Planet Fitness workout equipment valued at $11,000 for the Fire Department, and appointed Tina Daniels to the Historic District and Heritage Commission through 2029.
The Board authorized auctioning surplus vehicles via Municibid, excluding high-value items pending reserve prices. They approved purchasing precast concrete beams for the Tirrell Hill Road Bridge from JP Carrera for $178,080, funding source to be determined later. Floodlight video switchers valued at $1,458 were accepted from Saint Anselm College.
Regarding blasting violations, the Board agreed to place enforcement discussions on the September 28 agenda with the Fire Chief. Public hearings were held but no action taken on proposed ordinances restricting camping, fires, and recreational vehicles on public property.
Following legal advice recommendations concerning the Namaske Lake Milfoil Treatment funding, the Board directed the Town Administrator to obtain a formal opinion on the Conservation Commission's spending authority.

The Planning Board adopted the 2027–2032 Capital Improvements Program (CIP) Matrix on a 5-1-1 vote (Barbara Griffin opposed, Joshua Douglas abstained). Major budget items include a $2,060,000 road plan for FY2027 and increased Fire Department capital reserve deposits of $450,000 annually starting FY2027. The Board unanimously approved a site plan waiver for a commercial kennel at 553 Mast Road, subject to four conditions. Applications for 165 St. Anselm Drive and 40 Henry Bridge Road were continued to October 8 and September 24, 2026, respectively by 7-0 votes. The Board approved a motion requiring Town Engineer review of the Goffstown High School parking lot expansion plans and released the $200,000 surety bond for Dearborn Village Condos. The September 24 agenda will include the Henry Bridge Road site plan and a conceptual review for a storage unit on Daniel Plummer Road.

The Board approved the August 24, 2026 meeting minutes. Doug Totten presented financial reports, including business operations, vouchers, budget transfers, August expenditure and revenue reports, and an audit contingency vote for encumbrances. Members authorized the Business Administrator to issue out-of-sequence payments. Old business included board authorization for the GHS Rear Parking Lot Expansion Project using impact fees. QA policies related to school buildings, repairs, traffic control, and recycling were scheduled for a second read and adoption on October 5, 2026. New business addressed GHS new field trip approvals and a board member resignation. The upcoming Goffstown School Board meeting is set for September 28, 2026, at 7:00pm in the GHS Library. The meeting adjourned to Non-Public Session under RSA 91-A:3II(a) regarding personnel matters.
