The Cemetery Committee met on August 24, 2026, with Members Cheryl Swenson and Susan Huntoon present. The July 20, 2026 minutes were accepted. Trust fund projects were discussed; Swenson will follow up with Finance Director Elita Reed regarding withdrawals. Poulin trimmed the Proctor Cemetery hedge. The committee will paint Philbrick and Taunton Hill fences, evaluate trees at Proctor and Old North Church cemeteries for quotes next year, and address a downed tree and poison ivy at Rollins Cemetery. The Old Center Cemetery gate requires repair. The 2027 budget figures must be submitted to the Budget Committee and Selectboard by October. The committee is establishing guidelines for natural burials. The Cemetery Tour is scheduled for October 17, 10am–1pm. Huntoon will notify Michaela that Rollins Cemetery is excluded from the tour due to poison ivy. The next meeting is September 21 at 9am.

The Select Board approved the August 6 and August 20, 2026, meeting minutes and authorized a liquor permit for Cathedral Ledge Brewing Co. for Andover HUB Market Days. The Board accepted an updated Class VI road waiver form to conform to state law.
Financially, the Town is running 3% under budget overall, with the Highway Department projected to finish with a $40,000 surplus against a $774,000 budget. The Merrimack Valley School District will return an $832,287 unreserved fund balance to Andover taxpayers. Signed manifests included $267,860.64 for the Plains Road project and $660,835.11 in payables.
Regarding the Lawrence Street Bridge, the Board moves to finalize the oversight agreement with WSP on September 8 to meet a September 30 federal funding deadline. The Board authorized Vice Chairman Fenton to draft guidelines for an Economic Development Committee and formally formed a municipal records committee. A full repair estimate for the F-550 truck is $17,662; the Board opted to park the truck and explore replacement options at Town Meeting.

Trustees voted unanimously to approve meeting minutes and to change future meetings to 6 PM on the second Thursday of the month, starting October 8 at APL. Susan Chase will locate and print bank statements for December 2025 CDs. A community survey is ready for distribution, with a response deadline of October 1; Michaela will distribute it via email and physical copies at the library and Hub. Jessica Rand is calculating figures for hours and wages; currently, Michaela works 35 hours weekly and Caitlyn 15, with further discussion pending survey results. Janet suggested inviting two potential new trustees to the October meeting. Julie Matz will bring a card to thank Suzanne Paul, and the library will start a permaculture book collection with book plates in her honor. Upcoming dates include an author visit in late October or early November and a book sale at WABL on November 6 and 7.

The non-binding consultation for 999 Bendixen Point was rescheduled per property owner request. The Board entered a non-binding consultation for 182 and 188 Flaghole Road regarding a proposal to convert existing single-family residences to condominium ownership without physical subdivision. Duclos moved to refer this proposal to the town attorney for legal advice on requirements; Carter seconded, and the motion passed unanimously. The Board discussed the Master Plan updates, specifically the Transportation section, deciding to continue review at the September 22nd meeting. Carter made a motion, seconded by Fenton and passed, to have Fenton work with the Select Board on developing an Economic Development Committee. The Board will review and vote on Draft #5 of the Rules of Procedure at the next meeting. The Andover Conservation Commission approved July minutes and voted to change the McDonough Bench location, pending approval from FNRT and NH Bureau of Trails. The Commission spent \$150 for ASLPT and \$250 for NH Lakes membership. They received a \$600 deposit for surveying town property and abutter access on Bradley Lake.
Regarding the 219 Flaghole Road wetland violations, NHDES regional inspector Calvin Diessner will visit the property. The Commission will continue contacting DES and state health officials.
For the Fenton conservation property, Les Fenton will contact the Society for the Protection of New Hampshire Forests to discuss increasing public recreation. The Commission voted to submit a Lake Friendly article to the Beacon Valley Life. Motion to adjourn meeting passed.
