And I do the checkmate payroll every two weeks. Your boss, you're on camera. I'm on camera. I'm telling you, sir. No overpayments. No, sir. To what extent? And what are you referring to? It was a payroll error. And people were overpaid. Are you speaking about what happened over a year and a half ago that was resolved? Is that the one? I'm not sure, sir. Okay, so I can tell you that that one was an issue with our former payroll offender that was MRI. All right. There was a glitch between, that was Kim Byrne, who was actually our administrator then, still. And there was some overpayment that they admitted to sticking to, and they had to recover all that money back in the town. Everyone that was involved was made aware. They discussed how their payment plan would be done. And it's all paid and done. How much money was it? I don't know what the total was. I do know that there was one overpayment for $5,000 to one individual. And I recall there were smaller amounts, maybe ranging from $120 sticks out to my head to $1,100. And it involved six people, seven people. I mean, I don't have those documents in front of me. I would be happy to follow up with you. I have them in a folder because I oversaw making sure everything was done through our current payroll administrator. Checkmate, I do have that folder at home. I'd be happy to discuss it with you when I have it. I don't have that information right now in front of me. Can you tell me what steps, if any, that doesn't happen again? Yes, we don't do payroll with our checkmate. Seriously, I'm smiling because I'm so much happier with them and it's saving the town $28,000 because MRI, what we found out afterwards, sir, if you want to know more detail, what we found out afterwards converted to this new checkmate system. We found out that MRI was doing things manually, not in the software piece, what was called MTS. That's their proprietary software. Sean, Stephanie, because you were on the board before me with this when MRI was the place I picked up in the end. MTS is the software that MRI used. They were doing things manually in the system so that when we transferred that MTS software over to what the MTS software had in checkmate, it was wrong. And we spent six months figuring out how to do it. So, in essence, the people that were working at MRI, every time they had payroll, were making manual entries and then filling us back to those entries. So, they're done. They're gone. I've got another question. Was the money returned from all departments? Every penny, and it was only involving the fire department and I believe two PD people. And the town clerk, because Michelle reported her was wrong too. So, those were all repaid. So, these funds were paid? Every penny. Every penny? Every penny. Okay. However, I can tell you that the town does have a generative AI policy in place, and it has been in place for over two years. So, what happens in that instance is it becomes a personnel issue, and that is under the purview of the fire chief, okay? Um, and when that is addressed, it would normally be a write-up, from what I understand. Again, that's the purview. I'm just afraid that you guys are opening, like, the town up again to, like, another lawsuit. And, I mean, so this is, this is a, a behavior that was done by the employees. But it's, it's not just a behavior that you, that a loss for over. Well, we don't know that for sure. That's the problem. So, I work in the medical field as well, um, even if it's here today. Like, I know you took the right steps, I know for a fact you did, but the problem is that we all have a bad look and a bad view. I know, but nobody else knows, right? Like, not everybody knows that it was handled the best it should have been handled. So, that's why everybody's getting frustrated. And it's going to escalate. It is going to escalate. You know, at the very least, I want to know, okay, that whoever had this guy on call, he took care of children, he took care of elderly people. At the very least, there's outreach to those families, personally, to let them know that he had those on. So they can do their own investigation. They can look into their room camera and they can draw attention to it however they want outside of the town. Like, you guys owe the townspeople that, at the very least. However, I can tell you that I worked with town council to put a generative artificial intelligence mandate that is not allowed in the workplace. It was in the handbook. And I can tell you that every employee received that handbook. Whether they read it or not, I don't know. I can't. But they sign off on an acknowledgment that they have read that handbook. So I put that policy in place over two years ago because of my paranoia of AI. And if she had given me a second, we could have talked about it. But that's okay. Well, I have two hands up. In addition to the AI policy you've speaked up, there must be other things in the handbook and policies regarding patient privacy and all that stuff. Am I wrong? Does the town have other policies? Well, privacy is within the employees. However, the fire department and the police department are in a whole different litany of policies and procedures. They have something to do with SOPs and SOGs, et cetera, yeah. Okay. I think some of the town in the neighborhood service would have something to do with that. They do. And we worked on that. Fire G's Alvarez and I worked on that. And they have SOPs and SOGs in place that we've brought all of us to speak as the department is growing. Any questions we're going to share? Just also, kudos to Aunt Marie for putting that in there. I remember working with you with Ann and from Woodson putting that policy together and you added that in there. So that was good foresight in doing that. And if you're looking at all of the other surrounding communities, they are all reactionary. You see one of them, for instance, Georgetown, they have a new policy on their bed and glasses are excluded from the workforce. They are being reactionary because that is missing in their policy. We do not. We have a policy that's been there for a few years. But again, like, I mean, and I don't mean to, like, I don't mean to be, like, mean or anything, but if we present the handbook and all the policies and the employee says they've read it and they will abide by it and they sign off the acknowledgement, there's not much more I can do. I can't, I can't, I can't read it for them. I can't help them understand it. I think, you know. It's when they break the rules. They get written up and it's discipline. I just, you know. And that is what's going to be addressed. And just for the record, I think whether that was on the agenda or not, this would have been spoke about tonight by this table. It would have came up. And I have just another question. The families that were given care by this individual, were they notified that this happened? Or was it just kind of like, oh, we'll wait and see. Moving on to the agenda items, the Alliance Club Community Center Shed Shack. So I was here a few weeks ago when we talked about certain ways to make improvements to the snack shack and how making a donation to the town would be a better approach because then the bed still belongs to the town and it would still be covered under insurances, etc. So what I did was I went back to the club and we were looking for somebody to advise us on whether the snack shack was a complete two-part bond to fix or if it needed a little bit of TLC and can be brought back to life. So I drove by the Baptist church one day and Carl Skinner was out there building their handicap ramps and I know from knowing him for 25 years that he's done a lot of work and so I trusted his opinion on where the shed stood. I asked him to come over and take a look at it. I have a key to it so I was able to let him in and he inspected the whole thing and said that the roof is great. He jumped on the floor inside and said that it was secure. It's not the prettiest looking thing because it has half vinyl and half plywood. Yeah. And an explosion coke. I'll talk to you later. Yeah. Yeah. He did say that if we invested a little bit of money we could bring it back to life. So I took that information and brought it back to the club and they decided that we could donate to the town $5,000 to help with some of the repairs. But I did draw up a little sketch of things that he thought would survive. Like the door is new. We could paint the actual siding that's on. The roof was okay. What he proposed changing to kind of make it last longer was all the white trim, the stairs, the trim around the windows. What he couldn't guarantee was once he takes that trim off if that window needed to be replaced because obviously he wasn't going to take trim off while he was inspecting it. The new shelf in front of the serving window and basically all the trim. So I don't know if you want to pass that around but basically I just need to know from you what the next steps would be because I understand that that would need to go out for bid to make it the right process. So we could donate the money to the town and then proper procedures with, you know, getting quotes and stuff could happen. I understand, you know, building materials are pretty expensive and we obviously have to pay someone to do the job included and all of that as well. So I don't think if, I don't know if everything can be addressed but he was willing to do the work that he could put in. Did he give you a quote on what he thought? Maybe he could get the stuff for X amount? He didn't give me an exact quote but he did give me the impression that $5,000 would really like bring the outside back to life and then at that point he could bring it back to the club and maybe make another proposal to pretty up the inside. So I just need to step up, like where do we go from here? Obviously donating the money would be the first step. We can certainly do that because we already voted on it. And then initially we talked about if this was like a complete demolition and buying a new one, we could potentially buy a bigger one and use some of it for storage. But since this is salvageable, I think all we'd be looking for is just coordinating with the rec department to see if the dates allow us to maybe run like selling snacks out of it during an event or something. And we've been working a lot together, turning in lines. Yeah. I don't see any issues with that at all. Okay. So we're donating the money to the town. I think we're donating the money, you know, for the purpose of that and so it would be segregated. It would be the easiest. Because then we're taking funds and fixing things and paying for it versus, you know, okay, you go ahead and do the work and then when you send the bill, it's going to the Lions. Yeah. It just gets more. And do I need to find the people to give you a quote for it? No, we're not going to offer that. Because I don't even know if we do it. Yeah, you're all right. I know far. And this person came to my back door. Obviously, he saw me sitting where I would stay until I finally went to the door to answer. It was nearly 15, 20 minutes. Okay. I know years ago, and it was before Wade, that when we did in-home businesses, I'm skipping back. The ordinance I'm looking for is for a solicitor. Okay. I looked quite a few times around us. Hampson has one really deep. But I'm looking for this town to do an ordinance in which people have to sign in at the police department so we know this is in this town, knocking on doors. Okay. This guy came up on a little two-wheeled, I don't know what they call him. The segregation player. Yeah. I have no idea who he was. I called the police department. I was, let me tell you, I was upset. Did he have no, like, logo on his clothes, no match, no ID? No ID. I don't have a shirt. I mean, I'm standing because I'm not going to open my door face-to-face with him. And he was very hard to get rid of, which would make me more concern that he was not going to go away. And you did call him PD? Yeah, I did call him PD. Go ahead. And they were aware of this guy coming around. But, of course, in PD, they don't have an ordinance. I know years ago we did have one. We had something that was sort of in place. It was way before 8. I'll check on that for you. But, I mean, I'd be glad to go through the ordinances to the different towns and make one up for us. If you don't want to have any solicitation on your phone, you can put a sign up there and then stress not seeing another one. I know, but again, they shouldn't be out there. All right. Just then at that point. So we're basically from the board's approving or ratifying of that until town meeting is in effect. And then after town meeting, it's the vote of the town meeting. So we should ask that it's an ordinance that stays on until we're sitting in effect. Okay. All right. So we have a list that we're keeping? You know, it's part of the tax card so you can pull all the tax cards up and it should be saying what kind of business has been approved. So the other thing is, at one point, and I know this for a fact, that years ago when we did in-home businesses, they notified the police department and the fire department. For the civil reason, if you went up to a fire and somebody knew that there was a business there, you could have, he or she could have chemicals there that you got out of. I can assure you I do have a copy of getting home businesses and did have the inspector go through and reach out to the individuals to see what type of business they were to see if there was something that, like you said, there has this material in there that we have to be aware of, how they handle it. But I can assure you of that. So once can I, after they're approved, do you guys get notified? Um, the last update caught me, honestly, I think was about three months ago or four months ago, which I can share that with the municipal workers. And I can say that I probably would not have the most recent ones. Well, the other thing is, you know, even if it's an in-home business, if it's a child care. Um, so with child care, yeah, with child care, the state has to notify us because the inspector has to go up and approve the facility, um, to make sure it meets the standard of the state. And also, um, foster care, foster care homes also have to be approved too. So, uh, boarding facilities. Not to my knowledge, you know, in Danville, I have not inspected, nor has my, um, fire inspector gone out, um, to inspect. So I think maybe just, maybe just, maybe three have come through that. Detailed, one for the truck, and one for the, um, the rental, yeah, but the lady that was doing the, the cost. You know, you are right, Sheila, there are annual inspections for certain businesses that have to be done every, you know, you know, by, you know, year or once a year. So I wrote this down because it's just easier for me to do it. So I'm here tonight because I have some serious concerns about information we quarterly cheered during the recent department head work session which was attended by only two board members and not open to the public. So I'm asking the board to confirm whether the following, following statements were made. Did the police chief state that the two police officers are currently in ICE training and that he, and that he, and that it is the power of Danville participating in the ICE related program. You would, you would, yeah. So I asked Chief had we made any headway on this program and he said that four of our officers are qualified to take the training. Yeah, that's what that statement was. Mm-hmm. Okay. And did he state that the town receives money from each person arrested or identified as an illegal immigrant? Arrested, sure does. It's a small way of doing it. If we can make it happen anyway. And is the town of Danville accepting per person payments connected to immigration arrests and detentions? Not currently. No. Has the town signed any contract, memorandum, or upper understanding, or non-financial agreement, or any other agreement with ICE or any other federal agency? And has any individual board member signed an NFA or similar agreement? No board member that I'm aware of. No. And if an officer arrests someone who cannot easily prove legal status and that person later turns out to be a lawful resident or U.S. citizen, will the town be legally liable for resulting black lawsuit? I don't believe so. I don't believe so. They'll follow the state guideline which trumps us. What do you do about that? The town is operating under the default budget, and if ICE-related training or participation is determined, is it reflected anywhere in the police department's approved budget lines? No. If it happens, it doesn't need to be. I'll pay for it. It's our attorneys pay for it. Not out of our budget. It doesn't come out of the budget. That's the beauty in this thing. If we can get into there, it's going to get our guys through, and we can get some extra revenue coming into the town. That's the beauty in what we're trying to do. And we'll get some bad ass off the street. And we have one. I'm asking these questions because it's deeply concerning that our town will participate in any program that pays money for immigration arrests that effectively puts a price tag on our human beings. Without the ethical issues, legal and financial risk that's significant, and wrongful arrests, especially of individuals who simply lack documents at the moment, could expose this town to lawsuits. And any ICE-related activity occurring under a default budget raises a serious question about budgeting, transparency, and compliance with municipal finance laws. That's all I have. So what concerns would you have if the town is, if we're able to get into this program, and we're able to bring some revenue to the town for helping and assisting ICE to do their job? What is that a concern on our budget? From what I understand, we only have two illegals in town. Is that correct? I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. How would you know that we had illegals in town? No, we didn't state that we had illegals in the town. That we knew of two illegals in the town. I would be surprised if the way they made such a statement. That would be very, it would be so hard if they drive through town. There's a lot of people driving through this town. More friends. So just the way this was pitched to us, okay, was that the federal government ICE will come to our department when our officers are all trained up. Right? Different pages of training when our officers are all trained up. They will come to us. What do they make it? And say, here's this person. Here's their deportation order. If you have a deportation order, that's not how to approve your, if you have a deportation order, there's no proof that you're an American citizen now. If you have a deportation order, you're set to be courted by the federal government. And the federal government gives us that name, last known location, and we go get it. If you make a successful arrest, there it is. It's compensation. There's some ramming. And in a default object, we have to look for ways. And if we arrest somebody, then you shouldn't be arresting.
