Select Board Meeting

The Select Board unanimously approved the consent agenda, comprising seven items. Specific actions included a $99.90 sewer abatement for Erica Pratt and a $299,800 assessment abatement for Michael and Kerry Kristen Perry due to fire destruction. Solarex exemptions were granted to John and Ophelin Fort Perelli, Jennifer Peacock, Maria Alberti and David Lupertozzi, and David and LaGaria Woodward. We have the payroll or manifests have been passed on already, and they have the abatements.
The payment number 2026-35 for Erica Pratt at 17 Memory Lane for $99.90 for sewer.
Evidently, she was filling her ground per pool.
The customer had made aware that the deduct meter, and that will be their only abatement we got a pool filling.
Item number 202636, which is Michael and Kerry Kristen Perry, 169 Thornbeck Road, Conroe, for 299,800 an assessment.
Wow, the building was destroyed by a fire applicant has filed for duration application per RSA in 76-21, where buildings will be assessed in how many days.
it would be available for its intended use divided by the number of days in the tax year multiplied by the billing assessment. So it turns out that she gets a $299,800 for document.
Item number three for exemptions. We have John and Ophelin Fort Perelli from 71 Prescott Road for solar exemption.
We also have Jennifer Peacock at 8 Chalone Street, solar exemption.
and Maria Alberti and David Lupertozzi of 2019 Gilmore
Porn Road solar exemption. And David and LaGaria Woodward,
a 443 Mountain Road solar exemption. So each item is under change of ownership
for the original exemptions granted. And item number four, the tax collector six cycle.

of the comprehensive financial policy every year, which we are doing. We typically do. We want
to have it done before July 1st. There have been no changes since you reviewed and approved
it previously. So it was submitted to you for your review and my recommendation is that you
certify the annual review of the finance policy.

Now we have the road naming for Melville Circle.

Yeah, so this request was submitted by Mike Shea on behalf of MJMJMJ.
Very simple process.
They're requesting the name in the development be Melville Circle.
If you approve, this goes to David Chamberlain, he goes to E911, and then it becomes
an official road name in the 911 system. So it's part of that process.
Do you have any comments or any thoughts on it? I'm fine with the name.
James final. Which one? Melville. Yeah, yeah. It's, you know, if you look at the
historical annotation here, the stone building was built by Jonas Melville back in the
1800s and it seems fitting that since the school's gone but the
convent the building George's house is still there.
Melville plays circle is appropriate name for it.
I agree. I did a little research on that with the
Seattle Historical Society's building committee back where it came vacant and
looking for a place for a home for a society. It's a handsome building and inside is pretty

We have under new business, the sale of union streets, again, the town manager, John.
I remember we had some discussion on this last year.
Yes, and you would actually approve the sale of the property, you know, on the terms as we had discussed.
We're getting to the point where closing is imminent, you know, in the fine New Hampshire way,
your indefinite delegation of authority to sell property.
includes a required recommendation from the Planning Board and the Conservation Commission
to public hearings and then a separate meeting to hold the vote.
So in order to satisfy the legal requirements, we want to get this done by the end of August.
July 14th, I'll be presenting to the Planning Board to request the sale and getting their recommendation,
presenting to the Conservation Commission before our July 15th.
July 15th meeting. We meet on July 15th. That'll be the first public hearing.
The second public hearing will be July 29th. And then you'll be meeting on August 12th without me.
This will be the only item on the agenda to vote on the sale. Because for whatever reason,
the state RSA does not allow you to vote on this after the public hearing. You have to wait
seven to 14 days.
So that is the timeline.
You know, we'll get this all ready to go so that then, you know, we can get the legal things out of the way and on to the discharging the easement to John.
Is this just a physical sale or just transfer of the property to another?
It's a sale of the easement. It's a sale of that property that was delineated in the easement that was we entered into, God, five years ago.
No, John, when the lease that, wasn't it?

Yeah, I mean, it was quite a while ago, we entered into the easement, and then John Frederick approached me regarding selling the property
because the easement only benefits me or whoever owns the properties, and now it's delineated
by offense, so it really only benefits me. So I agreed to a sale, and that was quite a while
back. Yeah, we get through all his legal business and move it along. I'm ready. So there was a purpose
for the easement. I don't know if you were involved with that or not. Not originally. No. Okay. Well,
purpose for the easement was that home, that house was, um, had an address of Union Street.
The fact is Union Street stops, comes off from Stratton Road to the east side of, uh, of the
property and then stops kind of like by, if you're familiar with Phil Connoir's house.
So it, Strat, I mean, Union Street does not continue through community field.
So this house was, you know, virtually landlocked. And so we made the agreement with this,
with this 20-foot easement to be able to gain access to this home.
If I remember correctly, Union Street used to go right through the parking lot.
And this is not in my time, I don't know, feeling new to Jaffrey, but I was told by some of the
older folks that that that street used to go right through all.
Almost to the river. Well, it was horseshoe shaped, and it came back, and it followed parallel to the railroad tracks and came back out where,
where a lab and lager is now gone, but it's kind of horseshoe shape. Just kind of served the freight yard back there.
When the town absorbed the freight yard property, I guess being a town property, then maybe get.

Yeah, when the town bought community field, that was kind of left by the wayside for somebody else to the later time to clean up.
And that's exactly what we're going to be doing.
So we need a motion on this, too.

unrepairable stones in there.
Some of them have initials on them. Some might have some carving on them.

However, the Menadnach Food Co-op is going to have two information sessions.
One will be Wednesday, July 1st, from 4 to 5 p.m. at the Civic Center.
And the second meeting will be Wednesday, July 22nd, from
5 to 6 p.m. and I'll be at the American Legion.
I would encourage you to go. They've got some exciting things happening at the new
Food Co-op where the former Rite Aid Building was.
The Conservation Commission did meet.
We had a presentation and continued discussions about the rails to trails,
their extension from Webster Street, which is where the Legion is, towards Old Sharon Road,
More to come on that.
We were supposed to have a presentation by a group for the Gilmore Pond Association.
Apparently, they're concerned with the water quality, and they will be at our next select board meeting on July 15th at 4 p.m.
And then up at Stony Brook, there was an old bridge that went over a trail up there.
Stony Brook, and they'd like to reconstruct that bridge and connect the development to the golf course, more to come on that.

Joanne Carr submitted to you an update on WW Cross and Elite Laundry with the Brownfields
updates. We're moving along with WW Cross trying to come up with a suitable timeline that would work with DES's desire to have Black and Decker involved in the liability piece.
So that's there for your review. And, you know, Izzy's been with us now since mid-March, and we'll continue. She'll be working with Judy well in my absence while working on
filing old select board records and then she hasn't been told yet that she'll be submitting
to you the budget report next week in my absence so oh oh boy I thought you were going to tell
that on your way off the door no you get a little word yeah so no there's no she's been reviewing that stuff so
put together uh you know revamped the town
code reformatted it, linked it. So when you go online, you can actually, instead of flipping pages, you can just click on what you want to see and it'll get you there. So did a really good job with that. That's a nice little feature that. I can assure you I did not have a patient for. So thank you for doing that. That's all I have.
