The Select Board approved minutes from June 10th. They denied six tax abatements and approved four. They granted 2026 tax exemptions to six organizations including the Winchester Kiwanis Club but denied the Forest Lake Improvement Association. They approved gravel taxes of $35.08 and $123.90. They denied one sewer abatement for Map 26, Lot 66 due to timing and approved another for Map 28, Lot 73 for $47. The Board encumbered $4,000 for a second baler and $12,000 for a skid steer or tractor with forks. The distillery requested permission for sidewalk tables and parking closures for an event on August 21st; the Board asked for more information before deciding. So the recommended, the Winchester Kiwanis Club, the Winchester Learning, Center, the United Church of Winchester, Grace Christian Fellowship, the Roman Catholic Bishop of Manchester, and Salt and Light. And the one for not recommended that didn't qualify is the Forest Lake Improvement Association. So many. Okay. Any questions or comments? I got a question about the dam, right, that property, is how was that been in the past? been in the past. It's always been denied? Or have they not asked? Last year was the first year that they filled out the application to file, and it was denied last year as well. It's denied because under the state statute, it has to be a type of residence of not necessarily residents, but it has to be occupied by people. And because it's a dam, it's not occupied. The denial is because it's from last year. Not this year, correct? Is that what I'm reading, how I'm reading that? I don't know. So they have 30 days to file, and this is from last year from 2025. So that's why the record is recommended for denial. This is for Map 26, lot 66. And one that's been approved by the superintendent is Map 28, lot 73, and the amount of $47. Thank you, Mr.C.C. So first right off the back real quick. quick. I just wanted the carnival that the Firefighters Association put on this week this past weekend, went over really well. We had great attendance, all positive feedback. No numbers yet. No numbers yet. We're not sure how well we did, but talking with the carnival owners Sunday at the end of the day, they straight up said we look forward to coming back next year. So there's a great event. Like I said, all positive feedback. had a great time, thank, was thanking us for doing it. Good weather. Oh, great weather. Couldn't have been a better weekend. Once we have some numbers so we know what we're doing next year or not doing next year, then the committee will probably send somebody in to speak on it and thank a lot of people, and it went really well. So the distillery asked me, they said they could come in sometime if we wanted, but they asked me, so Friday, August 21st, they're having a small event. It's going to be like 50 to 75 people. They're looking at renting the community center for, but they are going to have a small group of people at the distillery. And they're hoping to be able to get permission to put a couple things out on the sidewalk, like a couple tables for displays. They're not going to be like people sitting down eating and anything out there. They just want to put some tables on the sidewalk for displays. And they're hoping to possibly, just for that one Friday, we could block off all the parking spaces for them for them to use for that one event. I counted it today. And from the corner to this right at the end of the Smalley's buildings, 14 spaces, I told them that that's something that would have to come to the board, and we would approve or deny a request like that. Yeah, I don't have a problem with the sidewalk as long as there's, you know, it only goes halfway so there's people still could walk. Yeah, they said it's probably going to be like two tables, maybe. But, you know, up against... I think no more than four feet out or whatever it is. They plan on just keeping them up against the building so people can still walk by. The only question I had about parking is, is there any residents that use it in that area? There's a couple that parked there, but I'm sure for the one day, they've had pretty good communication between them and the residents. If they get approval, basically. Right. And I'm sure if they talk to them, they'd have no problem moving down and parking in the middle instead of right there. They're going to take care of themselves of the parking situation. Yeah, I mean, if anything, they might. They might ask for a couple of road cones or something to put out there so that nobody pulls in when the space is empty. Do you have a time frame? They didn't give me a time frame. They just said Friday, August 21st. Day, evening, don't know. I don't know. I don't know. I think they're trying to rent the Elm Center for the whole day. So I've been trying to find a tractor a skid steer or anything that was what's in our price range, and it's been nearly impossible. I did finally find the skid steer. It's a bobcat, 863. It is rated for 1,900 pounds, so it will lift what we need, the 1,200 pounds. It comes with forks and a bucket. It's used, obviously. It's down in Winchendam for 11.5, which looking at prices of everything else been seeing that's a pretty good price. We have 6,000 left in the money, just over 6,000. The money we had set aside for the transfer station but talked with Amy today. She was pretty confident that we could get the other 55 out of the budget. But I'm not finding any better deals. I did start getting some prices on brand new equipment. Me and Jack had talked about that a couple weeks ago. The cheapest thing I found so far was like $42,000 for the cheapest brand new tractor that would lift 1,200 pounds. That I don't know. That I didn't ask. I haven't even gone down to look at it. He sent me a couple videos of it working, and he was lifting up, it's in a log yard right now. He was lifting up piles of logs, all hardwood logs and move them around. You're going to go down and operate it. I was going to go down and look at it and operate it and make sure it's what he says it is first. Hydraulic. things and look for that. Yeah, yeah, yeah. How the hoses are or whatever. But getting towards the end of the fiscal year. He might want to sell his, that cat. He's got. Who? Bruce Lawrence. Oh, yeah, I don't know. He said the other day he was thinking about getting rid of. I don't know. I'll ask him for sure. Yeah, well. And we would have to vote next week. And we would have to vote next week one way or the other because that six, that little over 6,000 that we had encumbered a few years ago, has to be, oh, maybe Amy found something else out that she didn't tell me about yet. No, you guys can't wait until next week. So next week I'm going to be proposing to you guys the carryovers from everything that we've encumbered. So if you guys are going to entertain encumbering a little more money out of the bottom line budget to purchase this unit, we have to, I have to get your approval. today on a dollar amount so I can create that PO prior to next Wednesday. Yeah. So we would have to approve the dollar amount that would have to be encumbered because if we vote next week to purchase it, by the following week when the check that would be into the next fiscal year, it wouldn't be able to, we'd have to encumber those funds. Bottom line, we're on. We're at 10%. We should be at 1.92%. We're at 10%. So there are plenty of funds in bottom line to purchase this unit. I'm just saying we're going to put a height limit on it. It's like we can buy one up to 12,000. You can do that? You know, I mean, spend that much to get one. But if we, yeah, because. But I'll look at that one. Even if we can come in it, there doesn't mean that we have to buy this one if you found it. Right. If we encumber the money. Just encumber the money for the unit. So, and with that being said, because we have so much, and you only have one bailer out there, I don't know if you guys want to encumber some money to purchase a second bailer. So at least we have two bailers in the one unit to move the bailout from A to B. I say go down and look at that one down there and see what it is. Yeah, I'll go down and look at that. I mean, it's on Facebook marketplace, so my fear is, like, happens to me a lot. By the time I go look at it, it's already sold. So I'll try to get down there tomorrow so that I can tell them that, yes, we'll buy it. No, we won't buy it. But I really need to know that the funds are available before I go down and look at it and tell them, yes, we'll buy it. And then come back and we vote not to. Up to $12,000. So what I was going to, let me get my stuff, because this is what I was going to bring. to you guys. Okay. Yeah, because finding a piece of equipment for even the $7,000, I was having no luck whatsoever. So in the operating budget, and there's still one week remaining, we're at 10 percent, we should be at 1.92%. With that being said, the dollar amount is $741,892. So if you would like to put, say, up to 12, like Chan's saying, or 15, to purchase the $1,000. this unit to move the bales, you can do so. I can just do an open CO, and I'll just fill a name there. It doesn't have to necessarily go to that person. We can always change the vendor's name, as long as the intent's the same. And same thing with the bailer, if you want to do that. But as Ben says, we do have $6,800 remaining in the funds that we've carried over for two years, and that has to be used this year. So why you're getting that to bail? Well, when do we have the discussion on what we want to encumber for the year? So you guys have already had this discussion all through the year. So everything that is downstairs that has to be carried forward, you guys have already approved, or Kerry has approved? Because with her threshold. The reason there's so much, there's not so much on the town side. There's a lot on the water side for POs, but it's because the jobs aren't being done because of scheduling with the vendors or whatever. And then there's some smaller ones and other purchases that were made through the town. We just haven't received the item yet. They've been ordered and everything. We just haven't received them. So we have to carry those funds forward. So everything that's coming up next week to carry forward, you guys have already seen and approved. Yeah. The other thing we haven't is this money we're talking about right now. That's why you'd have to make the decision today so I can create that, so I can go on to the sheet. for you guys to sign next week. How much is another bailer? Four? It was 12-4. The last one that we bought was 12,400, and that was a refurbished one. Yeah. And you have six. And if we... It's like 6,800 left. So that's, and then another, what did you say that Skid's Deer was? Seven? 11-5. So like 18,000? Well, you have to do two separate ones because they're two separate items. So how much would you like for the bailer and then how much would you like for whatever you want to call? So Jack's asking a question. So back when we purchased the bailer, and I'd like to purchase from the same company, they were great to work with. And so far, even though we haven't really used the equipment, I'm really impressed with it. But the first one we bought was 12-4. The second one we buy will be 10,000. The third one would be another 12-4, and then a fourth one would be another 10,000. Because Because for 12-4, you get the baler and the inverter, and that inverter will power two balers. So the second bailer we buy, we don't necessarily have to get the inverter, but the third one we buy, we will. So 10,000? 10,000 would purchase a second baler. So 10,000 and how much? So we'd need another 55. On top? 5 grand, 5,000 on top of the 6 to buy the skidsteer. I'm going to negotiate with a course. Oh, yeah. Yeah, I can't think the one time I've ever paid full price, full asking price for anything. But if you're not going to get the skits there and you want something else, that's why you should go a little high, just my suggestion, go a little higher in case you don't go with that. This way you've had the funds there, and if we don't use it, it just goes back. That's what I was thinking. Because if you go down there and... Up to 12. Up to 12 total, including. including the six. No, that was just for the skid steer. So encumber another 12 towards a skid steer, and then encumber 10 towards a skidsteer, and then encumber 10 towards a new bailer, another bailer? That would be my suggestion. We got a minus the 6,000 that we have currently there to use. Right. That'll get used first no matter what, because that has to be used by the end of the year. Exactly. That cannot be carried forward again. So if you use that six plus four towards a bailer, Yes. And then we do how much for the skidsteer, 12? This particular one is 12. If it turns out to be a good deal, I'm going to try and get them down closer to 10. So the bailer, we'd need to encumber 4,000 and the skitts deer at 12. Correct. Does that sound reasonable? Yeah. Yeah. But it's going to be for a skid steer slash tractor in case you don't go to the skits deer. Right. Yeah, we've got to. make sure the wording's right, so we don't, if this falls through, but we find a tractor, but it was wording for a skid steer is the only way to go. Skid steer is definitely the best way to go, but everything I've looked at, skid steers were twice the money of a tractor. And my girlfriend happened to find this one on Facebook yesterday. So I make a motion to have 4,000 encumbered for a bailer, and then 12,000 for a tractor-slash-skid-steer with forks. But we talked about when we were out there looking at different areas before the building was even mapped out. Yeah. I remember having a conversation about moving the fence, but I don't think we, I don't remember. I don't think we ever said that that's what was definitely happening. Unfortunately, that's why we paved up to the fence on the one side. Well, not quite all the way to the fence, but towards it. And they've already put the fence post back in the very. and concreter to men that's ready to put the rest of the fence on. They're going to be doing that shortly. But I did want to mention that in the last week to 10 days, so we've lost two residents that played a big role in town, Bill McGrath, who's a many years on different boards. And Eleanor Heiden. who's also set on different boards throughout the years. But more than sitting on the board, Eleanor, a lot of people don't realize, kind of open the door. People like Teresa, Eleanor was the first female officer of the town of Winchester had. So I just thought it was necessary that they get mentioned tonight. Yeah. Yeah, they've both done a lot in the town. Yeah, that's all I have. And Eleanor was always a very, we always had very interesting conversations. I worked on our cars for many, many years, you know. I just want you to know a lot of them. The water project at the five-way intersection is going quite well. I'm doing a good job. Yeah, I'm doing a good job up there. Yeah, very good job. Yeah, very sound. Yeah, not too many complaints, but, you know, some people. feel trapped or something or things when they're packed in front of their houses or whatever so that some of that's going on but I assure you they're not trapped they can get out at any time a few driveways being backed into but I think we've mitigated that problem yeah the wastewater is kind of slowed down there's been some changes on the because of the conduit banks in between the sludge tank and the generator and operate in a headworks building in a ditch it's real tight found some discrepancies and the conduit banks were what it was feeding in that new electrical shed so that they're working on getting those approvals and maybe in some extra condoine if we have to upgrade the because our generator, we're not upgrading our generator, so it's only a 400-amp generator. This plant's, this is the third time it's been upgraded. We went a few years ago with our funds, we went up to 600-a-mp. Now we're going up to 1,200-200-a-m, so I want to make sure we have a conduit in the ground because it won't happen again. And if you guys come on, we take a look at all the condo and what's going on right now. It's very busy and going through what, the condoing that's already in the ground. So to make sure we have the proper connolly for future improvements if so happens in the future if that generator has ever been upgraded. Because this design, we did not upgrade generating because it would have been from our advice with that from engineering a little bit too costly. So the dewatering equipment that we're going to put in, which we don't usually run the dewater equipment now because it would not get out when the generator is running. So that basically that'll be our path moving forward. We won't be dewatering as much because that generator if it had to come on wouldn't carry that. That's what's going on there. Amy did mention the comforting funds of some of it's Piney Woods. I'm still working on getting a start date for that. I am working on it. I just don't have a date for you guys yet. I haven't been pushing a contractor, so hopefully I get a date. I was hoping to have that this week, but as soon as we can. And the other bunch of conference to you next week is for that other Route 119 going on to Asheville and Street, that project too. So that's supposed to go this fall off, so. So just so you know.
