And after the parade is over, they'll go back to Main Street so that they are making sure that nobody's coming at all.
We have two people for, we have four people for each barricade, two for five to seven and two for seven to nine.
And we have backups.
We have over 41 volunteers, not all for barricades, but for everything else that's happening as in two days.
So after the, after the parade comes back out of the hillside, back to the town.

We've had it taxed to get repairs some.
We got a partial estimate that was over $2,300 from both years,

It's cost us $4,800 in repairs,
and with another $2,300.
$2,300, it won't get it on the road.
The last car that we optioned, we got about $3,500 from it,

This is a 10-year-old car.
We've been getting quotes for the past six or eight months,
and the reason I brought Chris with me
is because he's been doing a lot of the,
to give me the information.
I've created all my spreadsheets.
But if there's any specific questions on the car,
the reason, I'm going to defer it quickly.
We have a history with Montgomery.
It's out of Massachusetts that will prove.
that will procures the car for us and does the bills for one price.
And there's one transfer of ownership at the end of the cruiser bills.
We also got some quotes from independent dealerships
who sell the police interceptor and the Port Explorer.
And we got quotes for what the outfitting would cost from
a couple of companies, one being a local company.
So we would have to make the purchase of a cruiser
from one of these companies that provides the interceptors
and then take it to Keene and it would be a,
do we know if the turnaround is what they're booking?
It's months, I believe, for them to put us on the way.
How long?
It's months.
Months.
They're a very small company.
But we would have to procure the cars that would be two transactions.
In addition to having an established relationship with McGovern,
we've learned that they utilize
to them having an established relationship with us.
They utilize equipment based off of this.
So they procure equipment that they procure equipment
that's already state bid approved.
And I believe that includes the cruiser and everything else.
So the quote, it's true.
We don't, we know, New Hampshire doesn't currently have a state.
I believe July of last year,
because we have a relationship with any.
$69,000, almost $70,000.
Once our car went out of service,
McGovern started doing visits to local PDs.
And they told us about a new program
where they're actually kind of pre-thali cruisers.
So they have an assembly line which reduces their cost
to make the cruisers.
And by doing so, they pass the cost savings on to the fees.
So the only caveat is they create black.
So the cruiser would be blacked.
But they gave us a quote on May, that to max,
to give you a $64,906.
What you guys have.
So that comes in about $5,000 less than the quote.
And that's correct.
The turnaround time on this is about two weeks.
Cars bill, they would just have to do it to our specs,
which is our meat period, our decaling.
And that is the quote, including all of our detailing,
includes everything.
So my request, we have permission to purchase here,
currently in a deficit, and I could go into extreme detail
about how much money we're losing on the details.
Upwards of $16,000 dollars.
We currently have a cruiser that's in an on-call capacity.
A cruiser out of town, we've had a cruiser out of service.
Technically by contract, I'm assigned a take-home cruiser.
I haven't done that for two years, but, you know,
think it's more important.
We do have a shortage of cruisers.
Right now, we're running two and three details a day.
We could be getting a huge amount of money into detail revolving because, again, with our aging
fleet, we need to likely replace another unit next year that's also filling as much as unit
to it.
And again, how many years it was a cruiser procured every single year.
The last time we asked for a cruiser is 22.
So we've gone a few years without asking for any cruiser, I figured we could try to get a little bit

I tallied up everything I had spent two day, including wages,
and every single item we purchased.
I calculated if we were to fill positions seven and eight
with just enough time for position seven
to hopefully make it into the August to cap.
Position eight on or around September 1st.
And if we were to purchase the cruiser out of our current bottom line
budget and if I was to expend every single dollar in the operating budget, we would still have
$68,000 to return on spent.
Is that this year, because we are in a deficit of hiring, we have excess funds, that we make
the purchase of this cruiser within our bottom line budget and then utilize detail revolving,
which we're continuing to build, to extend, this will be a next year's request,
but this is the plan, to extend.

And the three, the three-year plan is, in 2028, hopefully we will have enough money
crew to each hour evolving again to replace unit four.
So that's three years, three cruisers that are going to be a need of replacement.
I think one in five, we can then skip a year.
When it's a three-year plan to expend money with no additional taxpayer impact,
and that's my request for today.

In 2020, and it was paid for that and partially paid for out of money, again,

I found out that we were in a deficit in the retail revolving account by like $30,000.

But when I took over his chief,

to purchase a cruiser, which I don't think is free or allowable.
I'm not sure, but we had to then, we had to work
for the next year and a half to recover funds that had been expended,
so we zero the balance out and now we have...
It's taken four years.
Take four years to get staffing,
quite sure where revenue and just administered.

So in May and June with the available details.
Susie did a lot of math for me and I rematch it again today.
With unfilled details and other towns taking details, we estimate that by July 3rd from May 1st,
we will have lost $15,680 in revenue into the detail revolving.
And we will have lost $29,400 in officers' additional wages.
And again, that's at no cost of the town except for Medicare.
And on that amount, I would have lost the town $675 to the officers would have taken.
Because details do not go into their retirement, so there's no town contribution for retirement,
and it's 100% reimbursed to the town when the officer gets paid a detail rate,
plus our administrative and cruiser fees.
So for every hour in officers on the road detail,
the town makes $40 into detail revolving.
I want these guys to work as many details.

We're not sure where the budget is going to win.

staffed last year we were fully staffed with the media.

Well, we need to have a legal contract, and if that contract spells out two delivery days, it's a legal contract, then that's a legal contract.

So mostly Aspland, they're working a big project.
There's an opportunity to bring in a lot of money, which
we're trying to jump on, but we're trying to jump on.
We're not getting them all.
So if you've got that one new cruise, it wouldn't take that long to get money into that fund.
At the current project, yeah, but we can then go two months without getting a detail request.
So at the current project, we are able to add copious amounts of money.
So they're going to replenish the funds with.
They've only booked us through July 3rd, so we have an opportunity in total.
What we put into our detail of April 1st of this year is only 10,200.
So we've had an opportunity.

So if we worked in May the details that were available, we could have added 8,960 had range worked.
There were 2800.
We only added 2,880 for the month that we were able to work.
So 2,880 went into detail revolving and so far we're projected to only put 6,400.

So if we're able to fully staff our details, these guys want to take the details, the rate is really good,
then we're getting some much money, it doesn't cost the town for retirement, it's a win-win, but we're losing a lot of money.

Presentation of Friends of Rings regarding capital project
for some of RSA 3-3-1.

Hi, I'm Richard St.
So, I'm a fairly new resident to the town, but I've been working
with Dan Bemis as the chairman of the Recreation Committee in Lawsville Conservation
and Living there in Taitro Park.
So I use that frequently for hiking and I bring my friend up over there.
So talking with people who have used Taitro,
they say the park then got finished. So if you've ever been to the playstate, they've got it was about 50% completed.
And people that I've talked to over there say one of the things they really like to see is swim.
And we have no money in the town to, you know, put these things in.
The other thing that's come up is the condition of the tennis courts.
So for anybody who knows the tennis courts, they're really deteriorating.
The cracks. It cracks almost two inches of light.
And they're now.
and the fencing is having issues.
So Ann Reed and Carl Puder and myself,
and some other people on the board,
on our board,
we created an organization called the Friends of Brinch initiative.
And the specific goal is to try to find money
to reinvest in our parks and playscapes
and conserved land
in any of those types of projects that the town currently doesn't have the money
to fund.
So the good thing is that right now,
I think for the last four years,
the voters have put aside $25,000 a year towards the tennis court.
So there is money starting to accrue there.
We've been working with Dan on getting the equipment quotes
to finish the play-scape and to rebuild the tennis courts.
Tennis courts are going to be similar to the nature of 200,000.
$250,000, maybe a little more.
To finish all the features of the play-scape would be about $50,000.
But the key thing over there we're trying to get the money for is a swing set.
Those are about $12,000.
Right now, we have pledges for about $55,000 to help with the tennis courts.
So if we take the money that the time has pledged, we're kind of closing in on that gap.
Obviously, we don't want to be working on projects and trying to get grants and raise all this money.
If there's going to be any other issues that might come up as far as creating additional expenses for maintenance or any of those types of things.
So if that's something that anybody is concerned about, we would try to set aside a fund that would cover any of the existing new stuff that's put in to handle any of the existing new stuff.

So I think we did sign a package out.
I don't know if you got that, but I've got another.

We just kind of show some of the things we're talking about.
As far as the place cake, it would be the swings, including a handicapped swing over there,
some tidal basket swings and some regular swings.
We want to put in a small slide for anybody who's over there.

It's like 20 feet more.
The old kids love it, but some of the little kids are a little favorite of it,
so we'd like to put right next to a toddler slide.
And a couple of other little features to finish off that area.
So that's where we're at.
We've been working closely with Dan on all these projects
and getting bids from a number of companies on the tennis courts.
We want to leave one tennis court and create four pickleball courts on that space.
on that space. Picklewall is the fastest growing recreation as court in the country right now has been for many years.
A lot of the people aren't playing there anymore. They're going other places.
We'd love to re-concentrate some of our efforts over here and get those courts rebuilt.
We're pretty confident that it's, you know, as long as you're happy with it,
we'll have a funding to be able to do that by next summer.
I think it's great every time I've been there.
I've been there. I've seen people put it in the full.

Well, Richard, you're working on a couple of different grants, one for the tennis courts and one for Tateo Park.
Yes.
Two different grant.

Yeah, we've got one grant out for the more of the recreation for the place cave stuff.
We didn't want to go forward with any of this stuff because put the energy in the time and the money.
And, you know, unless we were positive that, you know, that everybody's in support of this and what we're trying to do.
I know Dan and Dan is, but just wanted to make sure the select board was.
And just one other thing, when it comes to the cost of tennis courts, we've contacted four of the largest tennis court builders in New England.
And all of those bigs came in or built to do soup to nuts.
fencing, new asphalt.
Part of the problem of the courts is I guess they didn't put enough of a gravel base down,
because that used to be a gravel pit or something.
You really should have 12 to 14 inches.
It only has four, so it's part of the reason why it's cracking.
But anyway, to redo the whole thing and grade everything,
new nets, painting, all of that stuff, there's over 300,000.
We've subbed out a lot of this stuff.
We've got some local builders and contractors who have given us a really
good pricing. Right now, we're down in the range of closer like 210,000. So if we've raised
the 55 that we've thought we've got pledged and there's 100 from the town, we're actually getting
pretty close. If we could find one or two good grants out there, USTA has a matching grant of 20,000.
So if we can get that USDA grant, there's another 20,000. And none of these are guaranteed. But we do
have people in town who have some deep pockets that are coming forward and saying they really want to help us do these projects.
So I see that the tennis courts is kind of a separate animal from Taitrault Park, right?
The Tennis courts has buy-in from the town, obviously, if they're voting forward on the ballot, right?
Tatriot Park was not.
And I know serving on the Recreation Commission committee last year.
That was kind of one of my things that I kept bringing up is that the town voted to buy,
the land for Conservation Commission, Tadro Park, but the town that have voted for the
upkeep of anything they got placed there. And that's always been my concern is that we have
grants coming in, we build something, and then all of a sudden it's on the tax payers back to take
care of it when they didn't even vote on. And that's my concern of that. So if you're going to
place more equipment down at Tadroo Park, to me anyways, and I'm just, again, one vote here,
about it. I would like something in writing that in perpetuity you are going to maintain that.
I'm not at the point where I can commit to that, because I don't know what it means by maintain.
Like right now, to replace the wood chips, we've got a bid for 3, 3,500, 3200 to put a new coating
in the wood chips. That has to be done every couple of years. You know, I don't know how this whole
thing got sort of put together. It's in the recreation departments. Because it's on them to make sure that this
happens. But certainly anything that's new that's put in there, if we put a new swing set in,
I mean, the maintenance of that might be, you know, checking bolts and chains and stuff
every year to make sure they're safe. I don't know if there's a lot of maintenance required in that.
As far as the rest of the park, you know, we've been working with the recreation committee
to do, you know, landscaping and pulling weeds. Right now, we were ready to go and weed
and clean it all up. There's Japanese nutweed over there. So we have to have
a mitigation plan for that, which we just met with a company on Tuesday. And we're going to get
a bid for that before we can put the new chips down. We've got to rip out some of the stuff that's there.
So, you know, it's kind of a gray area as far as committing. Are we going to come in to raise money
for wood chips every year? Are we going to replace the net wheel? I'm just going to mull the lawns and
do all of that. And Dan's, I guess, got a kind of fight for some of that in his budget.
We can help, and the Recreation Committee has certainly been good with trying to
bring volunteers over with weed whackers and stuff like that to clean it up.
So I guess, you know, my point, so where is the $3,500 coming from for the woodchups?
It's fine, the air rack revolving plant.
And then one of the meetings that I attended last year, we talked about the P-stone
and you did re-replace and the steps on the slide.
And I know at one point, we asked, where's the money from that?
We said, well, we're going to take it on our mic's budget.
And I have no timeout.
I'm not sure why it's going out of DPW's budget.
And I suggested maybe asking Jane Fitz.
You kind of see my point, right?
We're creating things in town, and then that can still happen.
Volunteer work.
I think it's great.

It's to try to match the decor of all the place to get the natural city.

There, they, there's a chance of some checking and splintering the first year.
The contract includes them coming out at the end of the season to, and after it's been installed to make sure that they,
take care of all that. After that, once that first chipping happens, they say, it's very rare that
anything needs to be done.
You're just, you've got to keep moving forward, try to rule of annual camper permit application
pursuant to our say 6704 homes. I summarized it in that now.
The camp of permit application is a request from Karen and Joseph Landry for a 2026 seasonal
seasonal camp of permit, probably located on 4th Street in the recreational zoning district,
attached not 15, lock 20.
The applicant can propose his placement of a camper on site during July and August 2026.
The application states that the camper contains self-contained waste water storage to be empty
at an approved disposal facility, and that trash will be removed in the property upon departure.
I guess I have just one question, how often is that going to be former camper?
