Barnstead Elementary School Board Meeting June 24th, 2026

The Barnstead Elementary School Board met on June 24, 2026. A motion was made and seconded to accept the agenda. The board approved minutes from the May 20, 2026, public meeting with a second. Regarding the school construction project, Gordon reported the budget is approximately $21 million, with about $8 million remaining and the project roughly 66% complete. He explained that $291,000 in change orders was a bookkeeping transfer for owner-side items like equipment, not increased spending. The board heard that the kitchen/cafeteria renovation and boiler work are ongoing summer projects. The library renovation is scheduled for fall, with the playground installation potentially moved up from spring. The board also discussed design issues with the new gymnasium floor, emphasizing the need for all required basketball lines and a "spectacular" final product. The next meeting is scheduled for August 19. Source: https://www.youtube.com/watch?v=KxbNTzwTQY4

I want to start out with the important
I want to start out with the important thing that we always say at all all
thing that we always say at all all
thing that we always say at all all meetings is are we on time and are we on
meetings is are we on time and are we on
meetings is are we on time and are we on budget? And right now, I'd like to

report that we are on time and we are on
report that we are on time and we are on budget. To tell you where we are with
budget. To tell you where we are with
budget. To tell you where we are with the budget, we had done a construction
the budget, we had done a construction
the budget, we had done a construction budget for you folks. The construction
budget for you folks. The construction
budget for you folks. The construction side was about $21 million with
side was about $21 million with
side was about $21 million with milestones and they have only 8 million
milestones and they have only 8 million
milestones and they have only 8 million to go. So that would tell us that we're
to go. So that would tell us that we're
to go. So that would tell us that we're about 66% completed this current time.
about 66% completed this current time.
about 66% completed this current time. So that's right where we should be going
So that's right where we should be going
So that's right where we should be going into this summer busy period. So we're
into this summer busy period. So we're
into this summer busy period. So we're about 66% complete. Looking to follow up
about 66% complete. Looking to follow up
about 66% complete. Looking to follow up follow up throughout the fall and into
follow up throughout the fall and into
follow up throughout the fall and into the spring with leaving very little to
the spring with leaving very little to
the spring with leaving very little to go over into the spring.
go over into the spring.
go over into the spring. I know you had a budget passed out and I
I know you had a budget passed out and I
I know you had a budget passed out and I won't go into it in detail because you
won't go into it in detail because you
won't go into it in detail because you you can all read it on your own. I'll
you can all read it on your own. I'll
you can all read it on your own. I'll answer questions you have. But one thing
answer questions you have. But one thing
answer questions you have. But one thing that does jump out is you might say,
that does jump out is you might say,
that does jump out is you might say, "Why do we have $291,000
"Why do we have $291,000
"Why do we have $291,000 worth of change orders?" And I wanted
worth of change orders?" And I wanted
worth of change orders?" And I wanted you to know that that is a little bit of
you to know that that is a little bit of
you to know that that is a little bit of bookkeeping that we do when we do the
bookkeeping that we do when we do the
bookkeeping that we do when we do the project. We have the construction budget
project. We have the construction budget
project. We have the construction budget and then we have the owner side budget.
and then we have the owner side budget.
and then we have the owner side budget. And owner side would be things like it
And owner side would be things like it
And owner side would be things like it equipment, would be things like
equipment, would be things like
equipment, would be things like playgrounds. We we presume to buy those
playgrounds. We we presume to buy those
playgrounds. We we presume to buy those directly as a school. Well, as the
directly as a school. Well, as the
directly as a school. Well, as the project goes on, sometimes it's more
project goes on, sometimes it's more
project goes on, sometimes it's more couldn't buy it through Milestone who's
couldn't buy it through Milestone who's
couldn't buy it through Milestone who's your contractor. So basically, we gave
your contractor. So basically, we gave
your contractor. So basically, we gave them about 300
them about 300
them about 300 $300,000 worth of work that they were
$300,000 worth of work that they were
$300,000 worth of work that they were going to assume, but we also send them
going to assume, but we also send them
going to assume, but we also send them the money. So that is a zero wash. And
the money. So that is a zero wash. And
the money. So that is a zero wash. And in fact, on the owner side, we get
in fact, on the owner side, we get
in fact, on the owner side, we get carried slightly more than $300,000 for
carried slightly more than $300,000 for
carried slightly more than $300,000 for these items. So we're doing well with
these items. So we're doing well with
these items. So we're doing well with our budget. So I just don't want you to
our budget. So I just don't want you to
our budget. So I just don't want you to think we're out there making changes
think we're out there making changes
think we're out there making changes without you all. about that's that's a
without you all. about that's that's a
without you all. about that's that's a bookkeeping.
I'll go on to what some of the things
I'll go on to what some of the things the milestones and uh first of all we
the milestones and uh first of all we
the milestones and uh first of all we have a committee that meets every week
have a committee that meets every week
have a committee that meets every week and I think the board needs to know that
and I think the board needs to know that
and I think the board needs to know that your entire administration and your own

meetings. It really keeps us on our
meetings. It really keeps us on our toes. It keeps you informed if you need
toes. It keeps you informed if you need
toes. It keeps you informed if you need to be through them. So, we appreciate
to be through them. So, we appreciate
to be through them. So, we appreciate them being there and and want them to
them being there and and want them to
them being there and and want them to continue.

in your own home. That's where all the electric plumbing, the flooring, the
electric plumbing, the flooring, the
electric plumbing, the flooring, the ceiling, everything is. So that takes a
ceiling, everything is. So that takes a
ceiling, everything is. So that takes a particularly long period of time. So
particularly long period of time. So
particularly long period of time. So that was devoted to be done over the
that was devoted to be done over the
that was devoted to be done over the summertime. It actually started a little

before summer. Boiler work is happening. Good time for
Boiler work is happening. Good time for
Boiler work is happening. Good time for that to happen because you don't need
that to happen because you don't need
that to happen because you don't need number one, we don't need heat right
number one, we don't need heat right
number one, we don't need heat right now, but also where we get some of our
now, but also where we get some of our
now, but also where we get some of our hot water from those things. there's not
hot water from those things. there's not
hot water from those things. there's not that many students around. So, it's not
that many students around. So, it's not
that many students around. So, it's not like we're using an excess amount of of
like we're using an excess amount of of
like we're using an excess amount of of hot water. And as you know, we're
hot water. And as you know, we're
hot water. And as you know, we're bringing new water into the new water
bringing new water into the new water
bringing new water into the new water capacity into the area. So, the sistern
capacity into the area. So, the sistern
capacity into the area. So, the sistern work is going on out back. But these are
work is going on out back. But these are
work is going on out back. But these are things that if you drove by at 20 m an
things that if you drove by at 20 m an
things that if you drove by at 20 m an hour, you wouldn't see. So, we're
hour, you wouldn't see. So, we're
hour, you wouldn't see. So, we're talking about those.
talking about those.
talking about those. What do we see getting to the fall of
What do we see getting to the fall of
What do we see getting to the fall of this year? The two big things for the
this year? The two big things for the
this year? The two big things for the fall is number one, the library. Uh
fall is number one, the library. Uh
fall is number one, the library. Uh that's again the libraries are their own
that's again the libraries are their own
that's again the libraries are their own world. They have a lot that that of
world. They have a lot that that of
world. They have a lot that that of moving parts to them. And also as we
moving parts to them. And also as we
moving parts to them. And also as we start now with libraries, they're in in
start now with libraries, they're in in
start now with libraries, they're in in flux in some ways. Some less books, some
flux in some ways. Some less books, some
flux in some ways. Some less books, some more technology. So that area will be
more technology. So that area will be
more technology. So that area will be attacked this fall. The other thing that
attacked this fall. The other thing that
attacked this fall. The other thing that we hope to uh quote sneak in this fall
we hope to uh quote sneak in this fall
we hope to uh quote sneak in this fall is the playground. We had thought of
is the playground. We had thought of
is the playground. We had thought of doing the playground next spring, but we
doing the playground next spring, but we
doing the playground next spring, but we think we're seeing a window of
think we're seeing a window of
think we're seeing a window of opportunity to do the playground just
opportunity to do the playground just
opportunity to do the playground just before winter this fall, but we haven't
before winter this fall, but we haven't
before winter this fall, but we haven't promised that to you. We promised it to
promised that to you. We promised it to
promised that to you. We promised it to you next spring, but we might be able to
you next spring, but we might be able to
you next spring, but we might be able to get that in. We're starting discussions
get that in. We're starting discussions
get that in. We're starting discussions on that with our committee and we'll see
on that with our committee and we'll see
on that with our committee and we'll see if that's something that can happen. And
if that's something that can happen. And
if that's something that can happen. And then one of the other un unseen things
then one of the other un unseen things
then one of the other un unseen things that you that you need to know about is
that you that you need to know about is
that you that you need to know about is your IT group is again another great
your IT group is again another great
your IT group is again another great group and they are doing an awful lot of
group and they are doing an awful lot of
group and they are doing an awful lot of IT of IT upgrades for you. So you are
IT of IT upgrades for you. So you are
IT of IT upgrades for you. So you are going to have a very modern modern
going to have a very modern modern
going to have a very modern modern school in that regard. Those are the
school in that regard. Those are the
school in that regard. Those are the biggies and and I'll stop there and let
biggies and and I'll stop there and let
biggies and and I'll stop there and let you digest it and see if you have any
you digest it and see if you have any
you digest it and see if you have any questions. I thought maybe you could
questions. I thought maybe you could
questions. I thought maybe you could update them on the the transition to I
update them on the the transition to I
update them on the the transition to I think over the summer they're going to
think over the summer they're going to
think over the summer they're going to work on the D-wing and then they're
work on the D-wing and then they're
work on the D-wing and then they're going to finish some classrooms that'll
going to finish some classrooms that'll
going to finish some classrooms that'll be temporary.
be temporary.
be temporary. This reminds me of the puzzle that you
This reminds me of the puzzle that you
This reminds me of the puzzle that you have that all of the squares are filled
have that all of the squares are filled
have that all of the squares are filled in except one and you move [snorts] this
in except one and you move [snorts] this
in except one and you move [snorts] this one down and you have to move that one
one down and you have to move that one
one down and you have to move that one over. And that's sort of what she's
over. And that's sort of what she's
over. And that's sort of what she's talking about that we're going to be
talking about that we're going to be
talking about that we're going to be doing this fall is that not all of the
doing this fall is that not all of the
doing this fall is that not all of the rooms are done in a 1 through 10 order.
rooms are done in a 1 through 10 order.
rooms are done in a 1 through 10 order. So, we're going to be opening up some of
So, we're going to be opening up some of
So, we're going to be opening up some of the classrooms, but then that'll mean
the classrooms, but then that'll mean
the classrooms, but then that'll mean they'll have to be used for something
they'll have to be used for something
they'll have to be used for something else because we're closing others down.
else because we're closing others down.
else because we're closing others down. And that's where again your staff is
And that's where again your staff is

invaluable. They've been helpful in in
invaluable. They've been helpful in in shuffling people around. And that's what
shuffling people around. And that's what
shuffling people around. And that's what she's referring to is that we are this
she's referring to is that we are this
she's referring to is that we are this fall going to be moving some into new
fall going to be moving some into new
fall going to be moving some into new classrooms, but there'll be, I think,
classrooms, but there'll be, I think,
classrooms, but there'll be, I think, right up until February, March, the
right up until February, March, the
right up until February, March, the constant moving of of around, but we're
constant moving of of around, but we're
constant moving of of around, but we're trying to do this so we don't upset the
trying to do this so we don't upset the
trying to do this so we don't upset the kids' academia. uh it's trying to be

done in some logical fashion and we try
done in some logical fashion and we try to do the changeovers over vacations and
to do the changeovers over vacations and
to do the changeovers over vacations and so forth so they don't we don't disrupt
so forth so they don't we don't disrupt
so forth so they don't we don't disrupt classes and that sort of thing and you
classes and that sort of thing and you
classes and that sort of thing and you have testing that you have to do as

the proof doesn't include the secondary
the proof doesn't include the secondary lines we call them for basketball. Those
lines we call them for basketball. Those

see the proof doesn't have those yet. I
see the proof doesn't have those yet. I I think I figured out the problem and
I think I figured out the problem and
I think I figured out the problem and Matt Jazokus can assure you that I've
Matt Jazokus can assure you that I've
Matt Jazokus can assure you that I've communicated clearly with everybody
communicated clearly with everybody
communicated clearly with everybody involved that uh I think the problem is
involved that uh I think the problem is
involved that uh I think the problem is that the floor company milestone has
that the floor company milestone has
that the floor company milestone has selected subs out design. They don't do
selected subs out design. They don't do
selected subs out design. They don't do it handle it the way our previous vendor
it handle it the way our previous vendor
it handle it the way our previous vendor did. Um, so my
did. Um, so my
did. Um, so my previously I've already made the
previously I've already made the
previously I've already made the suggestion to them that if they've
suggestion to them that if they've
suggestion to them that if they've chosen a vendor who can't meet our
chosen a vendor who can't meet our
chosen a vendor who can't meet our expectations, they can always go back
expectations, they can always go back
expectations, they can always go back out and pick a different vendor. There's
out and pick a different vendor. There's
out and pick a different vendor. There's enough money in the project. We're
enough money in the project. We're
enough money in the project. We're running below budget. Um, so this isn't
running below budget. Um, so this isn't
running below budget. Um, so this isn't a do we have enough money to get a first
a do we have enough money to get a first
a do we have enough money to get a first rate product. We do. Um, this is a we

won't settle for a second rate product
won't settle for a second rate product situation. Um, and again, Matt will

that's how this works. Project B
that's how this works. Project B costs are what we're working on now. So,
costs are what we're working on now. So,
costs are what we're working on now. So, we got the original contract, the change
we got the original contract, the change
we got the original contract, the change orders that were on the March version of
orders that were on the March version of
orders that were on the March version of this report, additional change orders
this report, additional change orders
this report, additional change orders that Gordon talked about, and now the

new total project amount payable to
new total project amount payable to milestone. Um, based on those change
milestone. Um, based on those change

security work is here as a cost at $100,000, but
work is here as a cost at $100,000, but
work is here as a cost at $100,000, but it's also down below as a revenue
it's also down below as a revenue
it's also down below as a revenue because we're receiving a grant. So
because we're receiving a grant. So
because we're receiving a grant. So there will be $100,000 coming in to pay
there will be $100,000 coming in to pay
there will be $100,000 coming in to pay those costs.
those costs.
those costs. Then you see two additional things.
Then you see two additional things.
Then you see two additional things. These are things that I have believed or
These are things that I have believed or
These are things that I have believed or that I decided after seeing what our
that I decided after seeing what our
that I decided after seeing what our financial condition looked like in March
financial condition looked like in March
financial condition looked like in March were going to fit in the project. So I
were going to fit in the project. So I
were going to fit in the project. So I believe and you you all I know it's been
believe and you you all I know it's been
believe and you you all I know it's been a long time. It's been a very long road.
a long time. It's been a very long road.
a long time. It's been a very long road. The school board made the decision going
The school board made the decision going
The school board made the decision going into the special district meeting that
into the special district meeting that
into the special district meeting that approved the borrowing for this project
approved the borrowing for this project
approved the borrowing for this project to take the playground out of the scope
to take the playground out of the scope
to take the playground out of the scope and to commit to withdrawing up to
and to commit to withdrawing up to
and to commit to withdrawing up to $500,000 from your capital reserve fund
$500,000 from your capital reserve fund
$500,000 from your capital reserve fund for building improvements
for building improvements
for building improvements to take care of that playground if you
to take care of that playground if you
to take care of that playground if you need to do that. So, I've got money here
need to do that. So, I've got money here
need to do that. So, I've got money here for playground and by the way,
for playground and by the way,
for playground and by the way, scoreboards on the outdoor athletic
scoreboards on the outdoor athletic
scoreboards on the outdoor athletic fields, which you're going to hear about

again under my report tonight because I
again under my report tonight because I think it's time to take action on that.
think it's time to take action on that.
think it's time to take action on that. Um, so I've got the roughly estimated
Um, so I've got the roughly estimated
Um, so I've got the roughly estimated cost here and then again under revenues,
cost here and then again under revenues,
cost here and then again under revenues, you see the potential capital reserve
you see the potential capital reserve
you see the potential capital reserve fund transfer of $500,000.
fund transfer of $500,000.
fund transfer of $500,000. The one of the reasons this is
The one of the reasons this is
The one of the reasons this is definitely not the end state of the
definitely not the end state of the
definitely not the end state of the project is if it turns out you don't
project is if it turns out you don't
project is if it turns out you don't have to withdraw $500,000 from that
have to withdraw $500,000 from that
have to withdraw $500,000 from that fund, then Matt and I will ultimately
fund, then Matt and I will ultimately
fund, then Matt and I will ultimately recommend not doing it, withdrawing a

recommend not doing it, withdrawing a lesser amount or none or whatever.
lesser amount or none or whatever.
lesser amount or none or whatever. That'll change that number. Right. Right
That'll change that number. Right. Right
That'll change that number. Right. Right now, if the project ended today with all
now, if the project ended today with all
now, if the project ended today with all of the assumptions on this sheet,
of the assumptions on this sheet,
of the assumptions on this sheet, you would have $63,347
left over.
left over. Well, that won't really happen. What
Well, that won't really happen. What
Well, that won't really happen. What that would mean is we'd say, don't take
that would mean is we'd say, don't take
that would mean is we'd say, don't take the $500,000 out of the capital reserve
the $500,000 out of the capital reserve
the $500,000 out of the capital reserve fund and look, you'd still have $103,000
fund and look, you'd still have $103,000
fund and look, you'd still have $103,000 left over. So, it's all going to change.
left over. So, it's all going to change.
left over. So, it's all going to change. Okay. I think what I've tried to get
Okay. I think what I've tried to get
Okay. I think what I've tried to get Gordon to do and hopefully can start

this. Um, I think Ununice just mentioned
this. Um, I think Ununice just mentioned the electrical um work in D-wing. when

excess at the high school. Approximately 52% of that is just under $71,000.
52% of that is just under $71,000.
52% of that is just under $71,000. Then there's um approximately 52% of

open enrollment revenue we've collected
open enrollment revenue we've collected so far for this year's student

attendance at the high school. And then the same thing for past due open
the same thing for past due open
the same thing for past due open enrollment revenue that we did collect
enrollment revenue that we did collect
enrollment revenue that we did collect this year. So you put that all together
this year. So you put that all together

The problem is that of the four vendors who have responded to our business
who have responded to our business
who have responded to our business office, only one has complied with the

requirements of our RFP. So, we have
requirements of our RFP. So, we have three prices. We have prices much lower
three prices. We have prices much lower
three prices. We have prices much lower than almost $32,000, but we cannot

sometimes it can be difficult, especially for local small business

means is we'll spend less than this, but
means is we'll spend less than this, but we still need to ask you to procure this
we still need to ask you to procure this
we still need to ask you to procure this much. Likewise, on the baseball dugouts,

for changes to take effect in fiscal 27
for changes to take effect in fiscal 27 because they would have happened this

more of the same next year and that
more of the same next year and that money is just going to go back to the
money is just going to go back to the
money is just going to go back to the towns. My my other question is more for

Heidi.
Heidi. We know that the town severely cut our
We know that the town severely cut our
We know that the town severely cut our budget. So I guess
budget. So I guess
budget. So I guess one of the questions because we know
one of the questions because we know
one of the questions because we know what we cut. I mean busing was one of
what we cut. I mean busing was one of
what we cut. I mean busing was one of those things that we reduced and you
those things that we reduced and you
those things that we reduced and you know some other things. But um I guess
know some other things. But um I guess
know some other things. But um I guess the public might be saying well how did
the public might be saying well how did
the public might be saying well how did you end up with a surplus if we cut that
you end up with a surplus if we cut that
you end up with a surplus if we cut that much money? So to repeat Carol's
much money? So to repeat Carol's
much money? So to repeat Carol's question of last night, do you know
question of last night, do you know
question of last night, do you know exactly where our savings were
exactly where our savings were
exactly where our savings were >> which I can after I'm going to bring

operating budget. So after you you had two meetings about next year's operating
two meetings about next year's operating
two meetings about next year's operating budget. The first one we had to schedule

submit a budget to DRRA by April 10th. Heidi's given you each a copy of that
Heidi's given you each a copy of that
Heidi's given you each a copy of that budget because we sent she she and I

budget because we sent she she and I have had this conversation since that
have had this conversation since that
have had this conversation since that meeting or actually since our May

meeting with you when we were talking
meeting with you when we were talking about shifting some of the savings
about shifting some of the savings
about shifting some of the savings around to different places right saving
around to different places right saving
around to different places right saving less money on transportation by having
less money on transportation by having
less money on transportation by having two high school bus routes for example
two high school bus routes for example
two high school bus routes for example that's the most important one that I
that's the most important one that I
that's the most important one that I know everyone cared about this is the
know everyone cared about this is the
know everyone cared about this is the budget we submitted to DRA so bec the
budget we submitted to DRA so bec the
budget we submitted to DRA so bec the way we've always done your expenditure
way we've always done your expenditure
way we've always done your expenditure reporting is we don't move money around
reporting is we don't move money around
reporting is we don't move money around in the budget. We show over and under
in the budget. We show over and under
in the budget. We show over and under spending in the various budget lines. So
spending in the various budget lines. So
spending in the various budget lines. So our latest thought I think at your May
our latest thought I think at your May
our latest thought I think at your May meeting I talked about maybe bringing
meeting I talked about maybe bringing
meeting I talked about maybe bringing you transfers but the way we've always
you transfers but the way we've always
you transfers but the way we've always done it is we don't do that. We take the
done it is we don't do that. We take the
done it is we don't do that. We take the budget that we submitted to DRRA and
budget that we submitted to DRRA and
budget that we submitted to DRRA and this is the foundation of all of your
this is the foundation of all of your
this is the foundation of all of your budget reports for the next year. So if
budget reports for the next year. So if
budget reports for the next year. So if we
we
we cut more out of transportation in this
cut more out of transportation in this
cut more out of transportation in this budget than we're ultimately going to
budget than we're ultimately going to
budget than we're ultimately going to save, it'll show that in your reports,
save, it'll show that in your reports,
save, it'll show that in your reports, but you have the authority to use that
but you have the authority to use that
but you have the authority to use that money in other places because ultimately
money in other places because ultimately
money in other places because ultimately it's a bottom line appropriation gets
it's a bottom line appropriation gets
it's a bottom line appropriation gets approved by by the annual meeting. I
