The Belknap County Commissioners approved July 20, 2026 minutes (3-0) and previously signed documents (3-0). Facilities Director Jon Bossey reported the maintenance budget is on track with a projected surplus and 2027 budget preparation is underway. Jail infrastructure repair bids are due August 26; commissioners directed using CIP funds for recalled sprinkler head replacements. The Commissioners awarded a Wireless Access Point bid to Southern Computer Warehouse for $11,115.86 (3-0) and a Computer Replacement bid to Mainstay Technologies for $11,002.20 (3-0). The IRS mileage reimbursement rate increased to 76 cents per mile, approved 3-0. Commissioner Hodges recognized State Representative Charlie St. Clair regarding his recovery from an accident. Also in attendance was Carina Park, County Administrator. The meeting was called to order by Chair Spanos at 4:38 PM. Pledge of Allegiance: The Commission recited the Pledge of Allegiance. Minutes: Motion by Vice Chair Waring to approve the meeting minutes from July 20, 2026, as written. Seconded by Commissioner Hodges 3-0. Motion passed. Calendar: The Commissioners reviewed their calendar. Previously Signed Documents: Motion by Commissioner Hodges to accept previously signed documents as presented. Seconded by Vice Chair Waring. 3-0. Motion passed. Department Update-Maintenance: Facilities Director Jon Bossey provided an update on ongoing and recently completed maintenance and capital improvement projects throughout the County. Several projects have been completed or are nearing completion, with additional improvements completed under budget. Bossey reported that the County Maintenance budget remains on track, with all budgeted projects encumbered and a projected year-end surplus, while preparation of the 2027 Maintenance Budget and Capital Improvements Program is underway. He also provided an update on the jail infrastructure repair project, with bids due August 26. A recent inspection identified recalled sprinkler heads at the jail that require replacement. Bossey discussed funding options for the replacement work and requested direction from the Commissioners. The Commissioners advised that funding for the sprinkler head replacement be taken from the current CIP funding allocated for jail infrastructure repairs. Once the bid results are received, Bossey will return to the Commissioners for approval of the work. Bossey noted that the County remains on track with planned maintenance and capital projects without deferring scheduled work and that recent infrastructure investments have contributed to improvements across County facilities. Award bid for Wireless Access Point Replacement Purchase: County Administrator Carina Park presented a summary of proposals for the Wireless Access Point Replacement Purchase and recommended awarding the bid to Southern Computer Warehouse for $11,115.86 as supported by IT Coordinator Tim Perry. Seconded by Vice Chair Waring. 3-0. Motion passed. Award bid for Computer Replacement Purchase: County Administrator Carina Park presented a summary of proposals for the Computer Replacement Purchase and recommended awarding the bid to Mainstay Technologies for $11,002.20 as supported by IT Coordinator Tim Perry. Following discussion, a motion was made by Vice Chair Waring to accept the recommendation as presented. Seconded by Commissioner Hodges. 3-0. Motion passed. Other: County Administrator Park announced that the IRS mileage reimbursement rate increased from 72.5 cents to 76 cents per mile, effective July 1. Motion by Vice Chair Waring to accept the new millage rate. Seconded by Commissioner Hodges. 3-0. Motion passed. Commissioner Hodges recognized State Representative Charlie St. Clair following his involvement in a serious accident and expressed his support and well wishes for his recovery. Public Comment: There was none. Non-public session in accordance with RSA 91-A:3, II (a): Motion by Chair Spanos to enter nonpublic session pursuant to NH RSA 91-A:3, II (a).
