The Planning Board approved a site walk for Tim Foley's Whitetail Enterprises LLC proposal to operate an online home goods and firearms business from Map R7 Lot 11-1 on 9/6/26 at 10am. Foley stated he is obtaining a federal firearms license and will have no signage. The board approved amended meeting minutes by a 5-0-0 vote. A Business Occupancy Permit Application for Zekey Beans Farmstand and Goodies was approved 5-0-0. Ray Cilley requested restarting the EDAC, requiring one Planning Board representative. The board discussed zoning ordinance corrections, including referencing Homestead Law for home produce, reviewing tiny home regulations, moving business impact analysis requirements, standardizing occupancy permit language, removing CMRED from most lots, creating a moratorium on AI data centers for one year to develop an ordinance, and removing attendee and event limits from the Special Event Facility Ordinance. Town of Greenfield 1 Planning Board 2 Preliminary Meeting Minutes 3 Recorded by Michelle Hall 4 August 24, 2026 5 6 Members Attending: Jim Fletcher, George Rainier, Iris Waitt, Bruce Jones, Susan Stockwell 7 Guests Attending: Tim Foley, Mike Borden, Gil Morris, Jarvis Adams 8 9 6:30 pm JFletcher called the meeting to order and went over tonight’s agenda. 10 11 6:30 pm PCC – Tim Foley, Whitetail Enterprises LLC: Map R7 Lot 11-1 12 JFletcher introduced the planning board to TFoley and asked him to explain what he would like to do. 13 TFoley explained that he would like to run a small online business of selling everyday household items as 14 well as firearms from his barn. The business which he is interested in buying has been in business for 15 over 15 years, primarily local to Texas and profitable. TFoley does have cameras with lights on his 16 property and he will not have any signage. He is currently working on obtaining his federal firearms 17 license. JFletcher explained the restrictions for a Home-Based Business, which TFoley’s proposal meets. 18 GRainier motioned to have a site walk on 9/6/26 at 10am. Seconded by BJones. Amendments are as follows 21 Line # 22-23 strike ‘a’ before ‘private’ and ‘also’ 22 Line # 41 remove ‘and’ after ‘resigned’; add ‘.’ After ‘formally’ and change ‘the’ to ‘The’ 23 IWaitt motioned to approve as amended Seconded by BJones. After reviewing the application, BJones motioned to 30 approve the application. Seconded by SStockwell. Motion passed 5-0-0. 31 32 6:55 pm Reports from Other Boards and Committees 33 GRainier mentioned that the select board had their meeting at the Meetinghouse last week and State 34 Rep. Ricciardi was present. GRainier shared her flyer with the planning board. 35 JFletcher stated that he had met with Ray Cilley who would like to restart the EDAC. There would need 36 to be one member of the planning board on the EDAC. 37 38 7:20 pm Zoning Regulation Changes with Zoning Board of Adjustment 39 GMorris provided the planning board with a list of items to discuss about correcting in the zoning 40 ordinance. The following was discussed: 41 42 Home produce and products: maybe reference the Homestead Law 43 Housing: should the town look into something regarding tiny homes with power, water and sewage 44 connections. Maybe change add: all residential building being permanent? 45 Districts: Business- “The planning board has the responsibility to request an impact analysis from the 46 business.” Should this be moved to another section? 47 Business Occupancy Permit Application: correct the wording everywhere so that it is accurate to the 48 actual application. 49 CMRED: remove from lots district with the exception of Map R2 Lots 11 and 11-2 50 Create a moratorium on AI data centers, giving the planning board a year to create an ordinance. 51 Special Event Facility Ordinance: ZBA met with Allrose Farm regarding an adjustment to the maximum 52 number of attendees from 125 to 150, which they approved. Take out the limit on attendees, event days 53 and events throughout the year from this ordinance. Maybe reach out to Frank Shea about this as well. 54 55 8:22 pm IWaitt motioned to adjourn.
